GOVERNMENT REGULATION
of 7 December 2005
amending Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualification assumptions and amending the Government Regulation on the pay ratios of employees in public services and administration, as amended
The Government orders pursuant to § 23 (1) (b) of Act No. 143 / 1992 Coll., on the salary and remuneration of on-call time in the budget and in certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll. and Act No. 217 / 2000 Coll.:
Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Regulation on the remuneration of employees in public services and administration, as amended by Government Regulation No. 331 / 2003 Coll., Government Regulation No. 398 / 2004 Coll. and Government Regulation No. 213 / 2005 Coll., is amended as follows:
1. In the Annex to the list of professions and scales in Part 1 of the column Part, occupation in item 1.1.8, the words "internal auditor 'shall be added after the word" Controller'.
2. In the Annex to the list of professions and scales in Part 1 of the column Part, occupation in item 1.3.2, the words "database, network, software, applications' are replaced by the words" infrastructure, database, network environment, software, applications'.
3. In the Annex to the list of professions and scales in Part 1 of the column Part, occupation under item 1.3.4, the word "technology 'is replaced by the word" systems'.
4. In the Annex to the list of professions and ranges of grades in Part 1 of the column Part, of the profession under heading 1.5.3, the words ", expert in laboratory methods and in the preparation of medicinal products' shall be added after the words" Scientific Analysts'.
5. In the Annex to the list of professions and scales in Part 1 of the column "Grade of pay 'under item 1.6.8, the number" 1' is replaced by "1-3 '.

7. 67. 70. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 1 of the profession 1.1.1. The term "facts and particulars" shall be replaced by the term "facts or particulars" in the seventh grade.
71. In the Annex to the incorporation of works (examples of works) into the professions and grades of part 1 in the profession 1.1.4.
"1. Comprehensive coordination of the procedures of the contracting authority, which is required to notify the contract in advance. ';
72. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 1, the words "internal auditor 'shall be added at the end of the title of occupation 1.1.8.

3. Determining control plans according to the needs of the organisation.
4. Continuous monitoring, analysis and evaluation of the organisation's management.
5. Planning, coordination and guidance of the internal control system of the organisation.
6. Determination of the methodology of the complex control activity of the municipality.
7. Separate carrying out of checks within the defined scope of the activity of the controlled object or carrying out specialised activities within the control group.
8. Separate implementation of work in reviewing the management of municipalities, towns, voluntary associations of municipalities or urban areas of the capital of Prague.
Grade 10
1. Coordination of the control team, drawing up draft plans for control actions and standards for the operation of the internal control system. Ensuring synergies with external control authorities.
2. Analysis of the various risk areas of the organisation's or the urban area's activities and determination of the focus of control.
3. Review and evaluation of operations and the internal control system, focusing in particular on compliance with legislation, risks and measures to mitigate or exclude them and assessing the effectiveness of the internal control system.
4. Separate implementation of highly demanding controls in the specialised area.
5. Setting out guidelines for the development of the municipal control system. Comprehensive coordination of controls throughout the activity of the municipality or the municipality of the capital of Prague.
6. Determination of the methodology of the comprehensive control activity of statutory cities or urban areas of the capital of Prague.
7. Preparation and performance of individual internal audit types in the organisation.
8. Separate examination of the management of municipalities, cities, voluntary bundles of municipalities or urban areas of the capital of Prague, drawing up a review plan, monitoring its compliance and carrying out operational changes.
11th grade
1. Setting up guidelines for the development of the control system to ensure effective management of the organisation, including evaluation of the effectiveness of the internal control system.
2. Setting out guidelines for the development of the control system of the statutory city or the urban part of the capital of Prague.
3. Preparation and performance of individual types of internal audit within the scope of the statutory city or city part of the capital of Prague.
4. Comprehensive coordination of controls throughout the region or capital city of Prague.
5. Complex exercise of control activities in the sub-areas of responsibility of the Supreme Audit Office.
6. Coordination of financial control.
7. Comprehensive supervision of the management of municipalities, cities, voluntary bundles of municipalities or urban areas of the capital of Prague.
12th Grade
(1) The establishment of guidelines for the development of the control system of another central administration or national authority.
2. The establishment of national control methodologies in the specialised field of control carried out by other control bodies, including the issuing of control directives, orders and other standards, and ensuring their substantive and formal functioning.
3. Methodological rectifying of the control activity of the district or capital city of Prague.
4. Comprehensive exercise of control activities within the scope of the Supreme Audit Office, ensuring methodology of control activities in the sub-areas of responsibility of the Supreme Audit Office.
5. Evaluation of the effectiveness of the internal control system and the implementation of analytical, evaluation and other system specialised work on the financial control section of the Ministry, other central body of state administration, county or capital city of Prague.
6. Preparation and performance of individual types of internal audit under the responsibility of the Ministry, another central body of state administration, county or capital city of Prague.
7. Comprehensive coordination of the review of the management of municipalities, cities, voluntary volumes of municipalities or urban areas of the capital of Prague, including ensuring coordination of the performance of the review with the performance of other types of checks.
Grade 13
1. Setting out guidelines for the development of the control system of the Ministry, Region or Capital City of Prague, including the design, coordination and direction of financial control within their competence.
2. Processing of the concept of control activity in the various fields of competence of the Supreme Audit Office, the creation of a methodology of control by the Supreme Audit Office.
Grade 14
1. Creation of the concept of developing a national system of control in public administration.
2. Creation of the concept and methodology of control activities within the scope of the Supreme Audit Office, including its harmonisation and systemic coordination with international and transnational systems. "
74. In the Annex in Classification of works (examples of works) into professions and grades in Part 1 of the occupation 1.2.2 In point 1 of the 9th grade wage accounting officer, "Coordination and methodological 'is replaced by" Coordination or methodological'.
75. In the Annex to the incorporation of works (examples of works) into the professions and grades of part 1 in the profession 1.3.1 The programmer in the 11th grade in the second sentence of point 1 of the sentence "network 'is replaced by" network environment'.
