GOVERNMENT REGULATION
of 29 September 2004
defining the Bird Region Orlická Záhoře
The Government orders pursuant to § 45e paragraphs 1 and 2 of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 218 / 2004 Coll.:
Subject matter
(1) The birds' area of Orlická Záhoří (hereinafter referred to as the bird area) is defined.
(2) The object of the protection of the bird area is the population of the Crex crex and its biotope.
(3) The aim of the protection of the bird region is to preserve and restore the ecosystems relevant to the bird species referred to in paragraph 2 in its natural area of extension and to ensure conditions for the conservation of the stock of that species in a favourable conservation situation.
Definition of bird area
(1) The bird region is situated in the territory of the Králové Hradec Region, in the cadastral territories of Bedřichovka, Jadrná, Kunštát u Orlický Záhoří and Trčkov.
(2) The territorial demarcation and description of the border of the bird area is set out in Annex 1 to this Regulation, the indicative graphical representation of the bird area is given in Annex 2 to this Regulation.
(3) The 1: 10 000 map documents, in which the territory of the bird region is drawn, are stored in the central list of nature protection1) and in electronic form at the Ministry of the Environment, the Orlická Mountains Administration, the Regional Office of the Králové Hradec Region and the municipal authorities of the enlarged municipalities in whose administrative district the bird area is located.
Activities to which the consent of the nature protection authority is required
(1) Only with the prior agreement of the competent authority of nature protection (2) may the territory of the municipalities be located in the birds' area outside the concurrently built and stoppable (3),
(a) carry out activities causing a change in the level of established surface and groundwater levels which could cause a change in the biotope of the species for which the bird area is established;
(b) to change the type of land and the means of usingit (4).
(2) The prior consent of the competent nature conservation authority to the activities referred to in paragraph 1 (a) shall not be required if the procedure is in accordance with the approved water control rules (5).
Efficacy
This Regulation shall enter into force on the day of its publication.

Territorial demarcation and description of the border of the Orlická Záhoří Bird Region
Borders The bird region of Orlická Záhoří leads from Wild Eagle in Trčkov from the border milestone No. 118 / 16 to the southeast to the border of the forest to the border of the PR Trčkov meadow to the point where the water tower rises to the edge of the forest. From there it continues upstream to the bridge, where the asphalt road * ends from Bedřichovka to Trčkov on the border of NPR Trčkov. There is a right-hand break to the southeast and follows the road through the edge of the forest to the road * *) No II / 311 Sherlich - Bedřichovka. The border continues along this road to the turn on the field road about 200 m above the Luna cottage. Further along this field road along the chapel of St. Wenceslas, overloaded ski slope, continues along the chalet e.No.0120 and 0121 further to the cottage e.No.0113 on Zelenka. From there, he follows the edge of the forest to the ski lift in the Adriatic. In the middle of the length of the lift along the slope, the border passes through the edge of the forest along the line of the old road highlighted by stone snows. At the lower position of the tow, the border is recirculated to the southeast and continues along the edge of the forest to the asphalt communication * * *) from the agricultural centre in Orlická Záhoří in the direction of the Five Way. From there, after this communication leads towards the ridge, it runs through the forest to the breaking point above the result of the T-11 stream from the forest. Furthermore, the border turns according to the edge of the forest to the east and follows the edge of the forest to the point where the water tower T 12 crosses and along the road along the forest is directed around the cottage e.č. 010 to road No II / 311 Orlická Záhoří - Bartošovice. The border continues 40 m along the northwest road to Orlický Záhoří and then turns east through the field road through the meadow to the Hranice Forest. From there, it follows the edge of the forest up to the Wild Eagle to border milestone 111 / 6. The northeast border of the bird region is the state border with the Republic of Poland, led by the centre of the Wild Eagle River between Borders 118 / 16 and 111 / 6.
Explanatory notes:
*) If the text of the Annex indicates that the border leads along the road, it is expressed that it leads along the edge of the road, namely the border heading into the bird's area.
* *) If the text of the Annex indicates that the border leads on the road, it is expressed that it leads on the edge of the road auxiliary plot, and that it leads on the edge of the bird's area.
