laying down the conditions for implementing measures in the apiculture sector
The Government orders pursuant to § 2c (5) of Act No. 252 / 1997 Coll., on Agriculture, as amended by Act No. 85 / 2004 Coll., Act No. 291 / 2009 Coll., Act No. 179 / 2014 Coll. and Act No. 382 / 2022 Coll., and § 1 (3) of Act No. 256 / 2000 Coll., on the State Agricultural Intervention Fund and on the amendment of certain other laws (Act No. 441 / 2005 Coll., Act No. 291 / 2009 Coll. and Act No. 179 / 2014 Coll.:
§ 1
Subject matter
This Regulation regulates the conditions for implementing measures in the apiculture sector in the Czech Republic following directly applicable European Union1) and in accordance with the European Union's Common Agricultural Policy Strategy Plan.
§ 2
Types of measures
(1) The subsidy is granted for the following measures:
(a) training for beekeepers and exhibitions;
(b) investment in tangible assets;
(c) combating bee diseases;
(d) rationalisation of bee-keeping;
(e) breeding work; and
(f) analysis of bee products.
(2) The subsidy referred to in paragraph 1 (a) shall be granted for:
(a) organising an educational event for bee breeders;
(b) the holding of a apiculture ring for children and young people under the age of 18; and
(c) the organisation of an exhibition intended to promote the apiculture of the public ("exhibition") or to participate in the exhibition as an exhibitor.
§ 3
Application for subsidy
(1) The application for a subsidy for a measure under Article 2 (hereinafter referred to as "the application") shall be submitted by the applicant for a subsidy under Articles 4 to 11 to the State Agricultural Intervention Fund (hereinafter referred to as "the Fund") for the period from 1 August of the relevant calendar year to 31 July of the following calendar year (hereinafter referred to as "the relevant period") until 31 July of the relevant period for which the subsidy is requested.
(2) The applicant for the subsidy referred to in Sections 4 to 11 shall indicate in addition to the information referred to in Section 37 (2) of the Administrative Regulation:
(a) the measure provided for in Article 2 for which it applies for a subsidy under Article 4 to 11; and
(b) other information referred to in Sections 4 to 11, which are included in the Annex to the application.
(3) In addition, the applicant shall provide evidence of other relevant documents referred to in Sections 4 to 11 by the deadline set out in Sections 4 to 11.
§ 4
Conditions for granting a grant for the organisation of an educational event for bee breeders
(1) The subsidy for the measure referred to in Article 2 (2) (a) shall be granted by the Fund for an educational event for bee breeders focusing on the topics listed in Annex 1 to this Regulation, in a representative or distance form.
(2) The applicant for the subsidy referred to in paragraph 1 may be a legal person who:
(a) for at least two calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted, teach the apiculture sector (2);
(b) has an Internet reservation system for planning and entering educational events for bee breeders; and
(c) keep a register of lecturing events for bee breeders.
(3) The applicant for the subsidy referred to in paragraph 1 shall, in addition to the information referred to in paragraph 3, attach to the application an extract of the speakers from the register referred to in paragraph 2 (c) on 1 August during the relevant period.
(4) The Fund shall grant the subsidy referred to in paragraph 1 for an educational event for bee breeders in the form of a representative
(a) where the applicant submits, by the end of the relevant period of the Fund at the latest, the original or an officially certified copy of the presentation document on which it appears
1. the topic of training for bee breeders listed in Annex 1 to this Regulation;
2. the name and, where appropriate, the name, surname and address of the place of residence or the seat of the lecturer for the bee breeders;
3. place of training for bee breeders,
4. the date and time of the training event for bee breeders; and
5. the names and surnames of the participants in the training event for bee breeders, their registration numbers and their signatures; and
(b) if the applicant proves by the end of the relevant relevant period of the Fund that:
1. the training for bee breeders shall be carried out by a lecturer who shall be kept in the records of the lecturer referred to in paragraph 2 (c) and shall have a higher education or a field of education of the beekeeper;
2. the training actions for bee breeders on the subjects listed in Annex 1 to this Regulation took at least 150 minutes of teaching each day during the relevant period for which they were organised; and
3. at least 15 bee breeders took part in the training for bee breeders who were present for at least 80% of the total duration of the event.
(5) The Fund shall grant the grant referred to in paragraph 1 for an educational event for bee breeders in a distance form.
(a) where the applicant submits the information referred to in paragraph 4 (a) at the latest by the end of the relevant relevant period of the Fund, with the exception of the signatures of the participants, indicating that it is an educational event for bee breeders in a distance form;
(b) where, by the end of the relevant relevant period of the Fund, the applicant submits documentation proving the event, its duration and the participation of bee breeders, including the acquisition of a record of the whole educational event; and
(c) where the applicant proves the circumstances referred to in paragraph 4 (b) by the end of the relevant relevant period of the Fund.
§ 5
Conditions for the grant of grants for the management of the apiculture club for children and youth under 18 years of age
(1) The subsidy for the measure provided for in Article 2 (2) (b) shall be granted by the Fund for the management of the apiculture ring for children and youth up to 18 years on the subjects listed in Annex 2 to this Regulation.
(2) The applicant for the subsidy referred to in paragraph 1 may be a legal person who:
(a) for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted, the apiculture course shall be taught; and
(b) keep a register of heads of apiculture rings for children and youth under the age of 18.
(3) The applicant for the subsidy referred to in paragraph 1 shall, in addition to the information referred to in Article 3, accompany the application with the extract of the records referred to in paragraph 2 (b) on 1 August in the relevant period.
(4) The Fund shall grant the subsidy referred to in paragraph 1,
(a) if the applicant submits by the end of the relevant period of the Fund a list of members of the apiculture club for children and youth under the age of 18, at the latest;
(b) where the applicant submits, by the end of the relevant period of the Fund at the latest, the original or an officially certified copy of the attendance certificate, indicating:
1. the topic of the apiculture ring listed in Annex 2 to this Regulation,
2. the name, names, surname and address of the place of residence or registered office of the head of the apiculture club for children and youth under the age of 18;
3. the venue of the apiculture club for children and youth under the age of 18,
4. the date and time of the apiculture club for children and youth under the age of 18; and
5. the names and surnames of members of the apiculture club present for children and youth under 18 years of age and their signatures; and
(c) if the applicant proves by the end of the relevant period of the Fund that:
1. the apiculture ring for children and young people under the age of 18 has been maintained by a manager who shall be kept in the register of heads of apiculture rings referred to in paragraph 2 (b);
2. the apiculture group for children and young people under the age of 18 has taken place in the sum of at least 50 hours of teaching during the relevant period; and
3. the apiculture club for children and young people under the age of 18 has attended at least 5 members of the apiculture club for children and young people under the age of 18 who have been present for at least 80% of the total duration of that ring.
§ 6
Conditions for granting the grant of an exhibition or participation in the exhibition as an exhibitor
(1) The subsidy for the measure referred to in Article 2 (2) (c) shall be granted by the Fund to cover the costs of organising the exhibition or participating in the exhibition as an exhibitor listed in Annexes 3 and 4 to this Regulation.
(2) The applicant for the subsidy referred to in paragraph 1 may be the association which:
(a) operate in the field of bee breeding for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
(b) on the date on which the application is submitted and for a period of 1 calendar year immediately preceding the calendar year in which the application is submitted, it shall bring together at least 100 bee breeders in the Czech Republic registered under the Breeding Code (3).
(3) The applicant for the subsidy referred to in paragraph 1, in addition to the information referred to in paragraph 3, shall accompany the application with evidence showing that he fulfils the condition laid down in paragraph 2 (b).
(4) The Fund shall grant the subsidy referred to in paragraph 1 if the applicant submits the Fund by the end of the relevant period of the applicable period at the latest.
(a) an overview of the exhibitions organised or an overview of the exhibitions attended by the applicant during the relevant period; and
(b) documents proving the costs incurred for organising the exhibitions referred to in Annex 3 to this Regulation or documents proving the costs associated with participating in the exhibitions which it itself did not organise, as referred to in Annex 4 to this Regulation.
§ 7
Conditions for granting aid for investments in tangible assets
(1) The subsidy for the measure referred to in Article 2 (1) (b) is granted by the Fund for the acquisition of new equipment pursuant to Annexes 5 and 6 to this Regulation with a total cost of at least CZK 10,000 and for which no subsidy has yet been granted.
(2) The applicant for the subsidy referred to in paragraph 1 may be:
(a) the association which:
1. operate in the field of bee husbandry for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
2. on the date on which the application is submitted and for a period of 1 calendar year immediately preceding the calendar year in which the application is submitted, it shall bring together at least 100 bee breeders in the Czech Republic registered under the breeding law; or
(b) a natural or legal person registered under the breeding law for at least 2 calendar years immediately preceding the calendar year for which the end of the period for which the application is lodged.
(3) The applicant for the subsidy referred to in paragraph 1 referred to in paragraph 2 (a), in addition to the information referred to in Article 3, shall accompany the application with evidence showing that he fulfils the condition set out in paragraph 2 (a) (2).
(4) The Fund grants a subsidy for the acquisition of the new equipment listed in Annex 5 to this Regulation to the applicant pursuant to paragraph 2 (a),
(a) if at the latest by the end of the relevant relevant period of the Fund
1. an overview of the number and type of new establishment acquired during the relevant period of responsibility for which the grant is requested;
2. documents proving the acquisition of such new establishment by the bee farmer during the relevant period; and
3. a declaration by the bee-keeper that the new establishment for which the grant is requested will hold and operate for at least 5 years from the date of its acquisition; and
(b) indicate the identification details of the bee-keeper who has acquired the new establishment, which is registered under the breeding law for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted,
1. the natural person, the name and, where applicable, the name, surname, date of birth, the address of the place of residence or registered office, the identification number of the person, if assigned, and the registration number of the bee-keeper; or
2. a legal person, a business firm or a name, a registered office, a person's identification number, if any, and the bee-keeper's registration number.
(5) The Fund shall grant a grant for the acquisition of a new establishment referred to in Annex 6 to this Regulation to an applicant referred to in paragraph 2 (a), provided that, by the end of the relevant period of the relevant period of the Fund, in addition to the documents and data referred to in paragraph 4, the declaration of the bee keeper, which, on 1 September of the relevant period of the relevant period of the relevant period, has registered more than 150 hives under the breeding law, which will be kept throughout that period for a period of 5 years from the date of the acquisition of the new establishment referred to in Annex 6 to this Regulation, shall be registered under the breeding law on 1 September of the calendar year.
(6) The Fund grants a subsidy for the acquisition of new equipment listed in Annex 5 to this Regulation to the applicant referred to in paragraph 2 (b), provided that it submits to the Fund no later than the end of the relevant period of the applicable period of time
(a) an overview of the number and type of new establishment acquired during the relevant period of responsibility for which the grant is requested;
(b) documents proving the acquisition of such new equipment during the relevant period; and
(c) a statement that the new establishment for which it applies for a subsidy will hold and operate for at least 5 years from the date of its acquisition.
(7) The Fund shall grant a grant for the acquisition of a new establishment referred to in Annex 6 to this Regulation to an applicant pursuant to paragraph 2 (b), which, on 1 September of the relevant relevant period of the relevant period, is registered under the Breeding Law of more than 150 hives, provided that, by the end of the relevant period of the relevant period of the Fund, in addition to the documents referred to in paragraph 6, a declaration that, for a period of 5 years from the date of the acquisition of the new establishment referred to in Annex 6 to this Regulation, it will be registered under the Breeding Act of more than 150 hives, which it shall maintain throughout that period, by 1 September of the calendar year.
(8) The grant referred to in paragraph 1 may be granted in respect of an establishment acquired by a single bee farmer during one relevant period on the basis of only one application. In the case of a device with a cost of more than CZK 10,000, this subsidy may be granted on a single breeder only once every 5 years.
§ 8
Conditions for granting aid to combat bee diseases
(1) The subsidy for the measure provided for in Article 2 (1) (c) will be granted by the Fund to cover the costs of acquiring a veterinary medicinal product with an active substance against bee diseases registered by the Institute for State Control of Veterinary Bioprafts and Medicines or a biocidal product authorised by the Ministry of Health for use on bee hives.
(2) The applicant for the subsidy referred to in paragraph 1 may be the association which:
(a) operate in the field of bee breeding for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
(b) on the date of the application and for 1 calendar year immediately preceding the calendar year in which the application is submitted, it shall bring together at least 100 bee breeders in the Czech Republic registered under the breeding law.
(3) The applicant for the subsidy referred to in paragraph 1, in addition to the information referred to in paragraph 3, shall accompany the application with evidence showing that he fulfils the condition laid down in paragraph 2 (b).
(4) The Fund will grant a subsidy to cover the costs of acquiring a veterinary medicinal product or a biocidal product,
(a) if the applicant submits to the Fund at the latest by the end of the relevant relevant period
1. information on the number and type of product it applies for, and
2. documents proving the acquisition of this preparation during the period from 16 July preceding the relevant period until 15 July of the relevant period of the relevant period to the bee farmer in the Czech Republic; and
(b) if the applicant gives the identification of the bee breeder who obtained the product for the treatment of the bees kept by him,
1. the natural person, the name and, where applicable, the name, surname, date of birth, the address of the place of residence or registered office, the identification number of the person, if assigned, and the registration number of the bee-keeper; or
2. a legal person, a business firm or a name, a registered office, a person's identification number, if any, and the bee-keeper's registration number.
§ 9
Conditions for granting a subsidy for rationalisation of beekeeping
(1) The subsidy for the measure provided for in Article 2 (1) (d) is granted by the Fund for the acquisition of new equipment in accordance with Annexes 7 and 8 to this Regulation for the diving of hives outside a permanent post with a total cost of at least CZK 10,000 and for which no subsidy has yet been granted.
(2) The applicant for the subsidy referred to in paragraph 1 may be:
(a) the association which:
1. operate in the field of bee husbandry for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
2. on the date on which the application is submitted and for a period of 1 calendar year immediately preceding the calendar year in which the application is submitted, it shall bring together at least 100 bee breeders in the Czech Republic registered under the breeding law; or
(b) a natural or legal person registered under the breeding law for at least 2 calendar years immediately preceding the calendar year for which the end of the period for which the application is lodged.
(3) The applicant for the subsidy referred to in paragraph 1 referred to in paragraph 2 (a), in addition to the information referred to in Article 3, shall accompany the application with evidence showing that he fulfils the condition set out in paragraph 2 (a) (2).
(4) The Fund will grant a subsidy for the acquisition of a new bee-keeping facility listed in Annex 7 to this Regulation to the applicant referred to in paragraph 2 (a),
(a) if at the latest by the end of the relevant relevant period of the Fund
1. an overview of the number and type of new brokering facilities acquired in the relevant relevant period for which the grant is requested;
2. documents proving the acquisition of such a new bee-keeping facility by the bee-keeper during the relevant period;
3. a declaration by the bee-keeper that the new broaching establishment for which he requests a subsidy will hold and operate for at least 5 years from the date of its acquisition;
4. the certificate of medical fitness of hives for diving during the relevant period; and
5. a declaration by the bee-keeper to keep a continuous record of the trapping of the bees kept by him for at least 5 years from the date of acquisition of the new bee-keeping establishment; and
(b) if the identification data of the bee-keeper who has acquired the new establishment for the diving of hives outside a permanent post which, on 1 September of the relevant relevant period of reference, is registered under the breeding law of at least 20 hives and which is registered under the breeding law for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted, shall indicate:
1. the natural person, the name and, where applicable, the name, surname, date of birth, the address of the place of residence or registered office, the identification number of the person, if assigned, and the registration number of the bee-keeper; or
2. a legal person, a business firm or a name, a registered office, a person's identification number, if any, and the bee-keeper's registration number.
(5) The Fund shall provide a subsidy for the acquisition of a new bee-keeping establishment listed in Annex 8 to this Regulation to the applicant referred to in paragraph 2 (a), provided that, by the end of the relevant period of the Fund, in addition to the documents referred to in paragraph 4, the declaration of the bee-keeping operator, which, on 1 September of the relevant period of the relevant breeding operation, has registered more than 150 hives under the breeding act, shall, for a period of 5 years from the date of the acquisition of the new bee-breeding establishment referred to in Annex 8 to this Regulation, be registered under the breeding law on 1 September of the calendar year, which it shall have kept throughout that period.
(6) The Fund will grant a subsidy for the acquisition of a new colony broaching facility listed in Annex 7 to this Regulation to the applicant in accordance with paragraph 2 (b),
(a) if at the latest by the end of the relevant relevant period of the Fund
1. the number and type of new broaching establishment acquired during the relevant relevant period for which the grant is requested;
2. Documents proving the acquisition of such new equipment for the diving of hives during the relevant period;
3. a declaration that the new broaching establishment for which it requests a subsidy will hold and operate for at least 5 years from the date of its acquisition;
4. the certificate of medical fitness of hives for diving during the relevant period; and
5. a declaration that it will keep a continuous record of the trapping of the hives kept by it for at least five years from the date of acquisition of the new nomadic establishment; and
(b) indicate, at the latest by the end of the relevant period, that at 1 September of the relevant period, at least 20 hives are registered under the breeding law.
(7) The Fund will grant a subsidy for the acquisition of a new bee-keeping establishment listed in Annex 8 to this Regulation to an applicant referred to in paragraph 2 (b), registered under the breeding law of more than 150 hives on 1 September of the relevant period, if, at the latest by the end of the relevant period of the relevant period, the Fund has submitted, in addition to the documents referred to in paragraph 6, a declaration that, for a period of 5 years from the date of the acquisition of the new bee-breeding establishment referred to in Annex 8 to this Regulation, it will be registered under the breeding law of more than 150 hives on 1 September of the calendar year, which it will hold throughout that period.
(8) The subsidy referred to in paragraph 1 may be granted to a bee-keeping establishment acquired by a single bee-keeping company during one relevant period on the basis of only one application. In the case of a device with a cost of more than CZK 10,000, this subsidy may be granted on a single breeder only once every 5 years.
§ 10
Conditions for granting a grant for breeding work
(1) The subsidy for the measure provided for in Article 2 (1) (e) of the Fund will be granted for breeding of bees from an approved breeding programme (4) in the Czech Republic.
(2) The applicant for the subsidy referred to in paragraph 1 may be a recognised breeding association which:
(a) operate in the breeding of bees for at least two calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
(b) has an information system to ensure the activities and processes carried out by a recognised breeding association in the field of the organisation of breeding work in bee breeding in the Czech Republic.
(3) The applicant for the subsidy referred to in paragraph 1 shall indicate in the application, in addition to the information referred to in Article 3, the authority of the recognised breeding association which authorises the inclusion of a breeding animal in the breeding animal kept by the recognised breeding organisation.
(4) The Fund will grant a subsidy to a sold bred mother bee from an approved breeding programme,
(a) where the applicant submits, by the end of the relevant relevant period of the Fund at the latest, documents proving the number of bees raised by the breeder from an approved breeding programme registered in the applicant's information system, sold during the period from 16 July preceding the relevant period of the applicable period until 15 July of the relevant relevant period by the bee keeper in the Czech Republic; and
(b) if the applicant indicates the identification data of the bee breeder included in the approved breeding programme which has sold these bred bee mothers to the bee breeder in the Czech Republic,
1. the natural person, the name and, where applicable, the name, surname, date of birth, the address of the place of residence or registered office, the identification number of the person, if assigned, and the registration number of the bee-keeper; or
2. a legal person, a business firm or a name, a registered office, a person's identification number, if any, and the bee-keeper's registration number.
§ 11
Conditions for granting aid for the analysis of bee products
(1) The subsidy for the measure referred to in Article 2 (1) (f) will be granted by the Fund to cover the cost of the analyses referred to in Annex 9 to this Regulation.
(2) The applicant for the subsidy referred to in paragraph 1 may be the association which:
(a) operate in the field of bee breeding for at least 2 calendar years immediately preceding the calendar year for which the end of the relevant period for which the application is submitted; and
(b) on the date of the application and for 1 calendar year immediately preceding the calendar year in which the application is submitted, it shall bring together at least 100 bee breeders in the Czech Republic registered under the breeding law.
(3) The applicant for the subsidy referred to in paragraph 1, in addition to the information referred to in paragraph 3, shall accompany the application with evidence showing that he fulfils the condition laid down in paragraph 2 (b).
(4) The Fund will grant a subsidy to cover the cost of the analyses referred to in Annex 9 to this Regulation,
(a) if the applicant submits to the Fund at the latest by the end of the relevant relevant period
1. information on the name and address of the accredited laboratory; and
2. documents proving the number in the relevant period of the analysis carried out according to the type of analysis referred to in Annex 9 to this Regulation; and
(b) if the applicant gives the identification of the bee breeder who had this analysis carried out,
1. the natural person, the name and, where applicable, the name, surname, date of birth, the address of the place of residence or registered office, the identification number of the person, if assigned, and the registration number of the bee-keeper; or
2. a legal person, a business firm or a name, a registered office, a person's identification number, if any, and the bee-keeper's registration number.
(5) The Fund will grant a subsidy of up to four analyses, as referred to in Annex 9 to this Regulation, for one bee breeders carried out during the relevant period.
§ 12
Publication of the total amount of subsidies
By 31 July at the latest, the Fund shall publish the total amount of subsidies earmarked for the measures referred to in paragraphs 4 to 11 on the Fund's website.
§ 13
Amount of the subsidy per measure
(1) The amount of the subsidy for the measure provided for in Article 4 is:
(a) CZK 4,000 for a maximum of one training event for bee breeders, as referred to in Article 2 (2) (a), supported by one applicant in one day and in one place, even if one applicant holds more than one training event in one day and in one place, if it is an educational event for bee breeders organised in a presentation form; or
b) CZK 2,000 for a maximum of one bee breeders' event held in one day by one lecturer, even if one lecturer leads more educational events in one day, if it is an educational event for bee breeders organised in a distance form.
(2) The Fund shall grant the subsidy referred to in paragraph 1 for a maximum of 1 200 training actions for the relevant period applicable to one applicant for the subsidy.
(3) The amount of the subsidy for the measure provided for in Section 5 is CZK 15 000 for the relevant period applicable to the management of a single apiculture ring for children and young people under 18 years of age pursuant to Section 2 (2) (b), but not more than 2 apiculture rings for children and young people under 18 years of age.
(4) The amount of the grant for the measure referred to in Article 6 shall be 80% of the actual costs incurred for the organisation of the exhibition or for participation in the exhibition as an exhibitor in accordance with Article 2 (2) (c) for the relevant period in question, not exceeding the amount referred to in Annexes 3 and 4 to this Regulation.
(5) The amount of the subsidy for the measure referred to in Article 7 shall be 80% of the actual cost of each new installation referred to in Article 7 (1), not exceeding the amount referred to in Annexes 5 and 6 to this Regulation, and for all new installations not exceeding CZK 150 000 for the relevant period applicable to one bee breeder.
(6) The amount of the subsidy for the measures provided for in Article 8 shall be 50% of the actual cost of veterinary medicinal products with an active substance against bee diseases or of biocidal products authorised for use on bee hives pursuant to Article 8 (1).
(7) The amount of the subsidy for the measure provided for in Article 9 shall be 80% of the actual cost of each of the bee-keeping establishments referred to in Article 9 (1), not more than the amount referred to in Annexes 7 and 8 to this Regulation and not more than CZK 200 000 for all installations for the relevant period for one bee-keeper.
(8) The amount of the grant for the measure provided for in Section 10 is CZK 300 per bee mother sold from breeding from the approved breeding programme (4).
(9) The amount of the subsidy for the measure referred to in Article 11 for each analysis shall be that set out in Annex 9 to this Regulation.
(10) If the sum of the authorised entitlements referred to in one of paragraphs 1, 2, 3, 4, 5, 7 or 8 exceeds the financial amount which would result in penalties resulting from the directly applicable European Union5), the Fund will reduce the funding for the payment of the subsidy referred to in the paragraph concerned proportionately.
§ 14
Reduction of subsidy
(1) If, for the relevant calendar year, the total amount of revenue of the Fund's budget allocated to subsidies under this Regulation is reduced in relation to the previous calendar year, the amount of subsidies under this Regulation shall be reduced by the percentage by which the total amount of the Fund's budget has been reduced compared to the previous calendar year.
(2) If the sum of all the eligible entitlements referred to in Article 13 exceeds the financial amount published in accordance with Article 12, as adjusted in accordance with paragraph 1, the Fund shall subsequently pay the subsidy referred to in Article 13 (1), (2), (3), (6), (8) and (9), and the remaining funds for the payment of the subsidies provided for in Article 13 (4), (5) and (7), respectively.
