DECLARATION
of 13 March 2007
on technical and functional requirements for the implementation of links between public administration information systems through the reference interface (Reference Interface Decree)
The Ministry of Informatics provides pursuant to § 12 paragraph 1 (a) of Act No. 365 / 2000 Coll., on Information Systems of Public Administration and on the amendment of certain other laws, as amended by Act No. 81 / 2006 Coll.:
Subject matter
This decree sets out the technical and functional requirements for the implementation of links between public administration information systems through the reference interface of public administration information systems.
Technical details of the implementation of the links
(1) The link can be made between information systems published in the information system containing basic information on the availability and content of publicly available information systems (1).
(2) Data elements that are declared through the data element information system 2 must be used when the binding is carried out).
(3) Bindings shall be carried out in accordance with the technical specifications described in the technical documentation of the service, consisting of:
(a) a description of the functionality of the service3), which contains the technical specifications for the implementation of the link;
(b) service documentation (3), which contains technical specifications
1. the provision of public administration information system services,
2. the procedure by which the service or information may be requested;
3. the response of the information system to a service or information request, including error reports;
4. bonds, in the form of detailed characteristics of the bond;
(c) security policy of services3), which always contains technical requirements
1. the means of ensuring the safety of the service or information provided;
2. the means of ensuring the security of the links that are carried out when providing the service or information;
3. the scope of the access authorisations and their possible restrictions for individual authorised users of the service.
Functional requirements for the implementation of links
(1) The public administration information system implementing the link is provided with a function of recording and storing records of events related to the execution of the links; the recording and storage are carried out by the public administration information system implementing the link in accordance with the operational documentation of the information system4).
(2) The administrator of the public service information system implementing the links shall indicate in the service documentation referred to in Article 2 (3) (b) the types of events on which the records are generated and kept.
(3) The recording function creates a record of the binding
(a) identification of the public administration information system requesting a service or information;
(b) the time at which the service application or information is received;
(c) whether the service or information has been provided to the public administration information system.
(4) The administrator of the public service information system implementing the link shall indicate in the description of the functionality of the service referred to in Article 2 (3) (a) the information which he provides instead of the service or information in the event of interruption of the provision of services or information.
Efficacy
This decree shall take effect on the day of its publication.
