establishing the State Aviation Administration
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic pursuant to § 1 of Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration:
(1) The State Aviation Administration, based in Prague, is established with competence for the whole country. It is subordinate to the Ministry of Transport.
(2) The State Aviation Administration exercises its competence both directly and through subordinate organisational units.
The following tasks in civil aviation matters are the responsibility of the State Administration:
(a) issue certificates of competence for civil aircraft to fly and recognise as valid certificates issued by a foreign State;
(b) issue certificates to performers and recognise as valid foreign certificates issued or recognised as valid by the State in which the aircraft is registered;
(c) conduct administrative investigations on the causes of accidents, unless they are covered by the Ministry of Transport;
d) procure the management and security of civil aviation operations in the territory of the Czechoslovak Republic;
(e) carry out the management and maintenance of transport airports;
(f) to procure the construction of transport airports and airport facilities;
(g) carry out expert technical safety oversight at work in aviation, in cooperation with the labour inspection authorities of the Single Trade Union Organisation;
(h) decide and take measures in other civil aviation matters transferred to it by the Ministry of Transport.
The Ministry of Transport shall determine the details of the competence of the State Aviation Administration and its organisational components in agreement with the central authorities involved.
This Regulation shall take effect on 1 July 1958; they shall be carried out by the Minister for Transport in agreement with the participating members of the Government.
