amending the Law on the Czechoslovak Academy of Sciences.
The National Assembly of the Czechoslovak Republic decided on the following Act:
Čl. I
Act No. 52 / 1952 Coll., on the Czechoslovak Academy of Sciences, is amended as follows:
1.
„§ 2.
(1) The Academy serves all its activities in the development of science and technology, thereby building socialism in our country and the welfare of its people.
(2) The main tasks of the Academy are:
(a) research work in all fields, focused on the main issues;
(b) managing and senior coordination activities in the field of basic research and for scientific tasks of central economic importance;
(c) synergies in the transfer of scientific research results to practice.
(3) The Academy is an advisor to the Government on all major scientific issues. "

„§ 3.
(1) The Academy focuses its research in such a way that its results are of the highest scientific level and form the basis for the further development of science and technology as well as for scientific education and popularisation and thus contribute substantially to the practical tasks of building socialism.
(2) For this research, the Academy establishes and manages its own scientific institutes and draws up short and long-term (prospective) plans for its research activities. "

„§ 4.
(1) The Academy has the right to award the scientific degrees of the candidate of science and of the Doctor of Sciences and the honorary scientific rank of the Doctor of Sciences; the award is governed by specific rules.
(2) The Academy provides for the continuous education and improvement of the qualifications of its staff; as one of the means of this education, a scientific aspiration is established in the Academy. "

„§ 5.
(1) To carry out its management and top coordination activities (Section 2 (2) (b)) The Academy, in cooperation with other academics of science and the competent central authorities, shall in particular:
(a) draft a long-term programme for the development of Czechoslovak science and submit it to the Government;
(b) draft national plans for core scientific research work and submit them to the Government for approval; monitor the implementation of those plans;
(c) provide for a high theoretical level of all science;
(d) contribute to ensuring a high level of all scientific education and coordination.
(2) The Academy is entitled, in particular, to:
(a) to require the necessary information from national and other authorities, to draw attention to shortcomings and to give incentives to redress, as well as to monitor and, where necessary, to examine the activities of scientific institutes not incorporated in the Academy;
(b) to establish for each field of science, such as the advisory bodies of the Academy, a commission composed of representatives of academics, universities, central offices, production, including social organisations;
(c) in an agreement with the Minister for Education and Culture, issue guidelines for the implementation of continuous education and the improvement of the qualifications of researchers in scientific centres. "

„§ 6.
(1) The Academy is a senior representative of Czechoslovak science in international scientific relations.
(2) The Academy shall maintain scientific contacts with the academics of science and scientific institutions abroad, in particular with the academics and institutions of the Union of Soviet Socialist Republics and the countries of popular democracy, monitor the development of all foreign science and ensure the use of its successful results. "
6. the following Section 6a is inserted after Section 6:
„§ 6a.
The Academy shall convene meetings to examine and address serious issues, organise conferences, scientific tours and meetings. '

„§ 14.
Academics and correspondents are obliged to participate in their scientific fields in the creative way of the Academy's activities, to perform the tasks assigned to them and to carry out the duties they have been called upon to perform conscientiously. In their scientific work, they take account of and contribute to the Academy's plans. "
8. Paragraph 18 (2) and (3) reads as follows:
"(2) The General Assembly elects members and honorary members of the Academy on a proposal from the Presidium, electing and withdrawing individual members of the Presidium of the Academy. The elections of members, honourable members and members of the presidium shall be approved by the Government.
(3) The General Assembly shall decide on basic issues relating to the tasks of the Academy and on basic issues of organisation, in particular:
(a) discuss the proposal for a long-term programme for the development of Czechoslovak science presented by the Academy to the Government;
(b) determine the main guidelines for the activities of the Academy;
(c) establish by group of scientific disciplines the Academy Section;
(d) discuss and approve the Presidium's report on the activities of the Academy. "

„§ 20.
(1) The highest governing body of the Academy between the meetings of the General Assembly is the Presidium of the Academy.
(2) The Presidium is composed of the President of the Academy, the Deputy President, the Chief Scientific Secretary, the Presidents of the sections, after which representatives of the Chief Scientific Secretary and other members of the Presidium are also represented.
(3) Within the Presidium, the Presidium Committee, composed of the President of the Academy, its Deputy, Chief Scientific Secretary, after which representatives of the Chief Scientific Secretary and other members designated by the Presidium from the Centre, shall be the restricted body. ';

„§ 21.
(1) The members of the Presidium of the Academy are elected by the General Assembly for 4 years by the election of the President of the Academy, its Vice-Presidents, the Chief Scientific Secretary and his representatives shall be held on a separate basis from the election of the Presidents of the sections; the period between the two elections is 2 years. In doing so, the General Assembly shall determine, as appropriate, the number of Vice-Presidents of the President, after representatives of the Chief Scientific Secretary and other members of the Presidium, to be elected.
(2) Only academics may be elected President of the Academy and Deputy President.
(3) Where the choice of a Presidium member needs to be made before the end of the term of office, the General Assembly shall elect a new member only for the remainder of the term of office. '

„§ 22.
(1) In particular, the Presidium is discussing the draft national plans for core scientific research work, discussing and approving the draft plans for the research activities of the Academy, setting up and repealing the Academy's scientific institutes after appropriate discussion, as well as adding scientific societies; implement the decisions of the General Assembly, convene its meetings and prepare for them proposals for the election of members of the Academy as well as other supporting documents. The Presidium shall be accountable to the General Assembly, to which it shall report its activities at the next meeting.
(2) Presidium may, in urgent cases, take action on matters relating to the performance of the tasks of the Academy or on organisational matters which are otherwise the responsibility of the General Assembly. Such a measure shall be submitted for approval at the next meeting of the General Assembly.
(3) In the establishment of the budget and in the management of the budget resources, the Presidium of the Academy shall have the competence of the Head of the Central Office in the administration.
(4) In particular, the Presidium Committee ensures the preparation and implementation of the presidium's resolutions. The Presidium may entrust the Presidium Committee with certain questions or a set of questions. The Presidium Committee shall be responsible for the presidium to which it shall report regularly on its activities.
(5) The Executive Authority of the Presidium is the Presidium of the Czechoslovak Academy of Sciences, which, according to the guidance of the Chief Scientific Secretary, provides economic and administrative matters for the Academy. The Head of the Presidium office shall be the Director appointed by the Presidium of the Academy, who shall attend the Presidium meeting and the Presidium Committee with an advisory vote. '
12.
„§ 23.
(1) More detailed provisions on the organisation and internal circumstances of the Academy, its sections, workplaces and other organisational bodies, as well as the status of its staff, include the statutes of the General Assembly and approved by the Government.
(2) For the management of national assets entrusted to the Academy, the rules on the management of national assets shall apply to budgetary organisations. "
Čl. II
Paragraph 21 (1) on the duration of the term of office of the members of the presidium shall apply to the current members of the presidium.
Čl. III
The provisions of Act No. 14 / 1955 Coll., on the establishment and abolition of research institutes, technical development departments and research and experimental centres, remain unaffected.
Čl. IV
This Law shall take effect from the date of its publication; it shall be carried out by all members of the Government.
