GOVERNMENT REGULATION
of 27 November 2025
amending Government Regulation No. 220 / 2019 Coll., concerning the maximum number of visa applications for residence over 90 days for business purposes, applications for long-term residence for investment purposes and applications for an employee card which may be lodged at the representative office, as amended
The Government orders the implementation of Section 181b of Act No. 326 / 1999 Coll., on the residence of foreigners in the Czech Republic and on the amendment of certain laws, as amended by Act No. 176 / 2019 Coll.:
Čl. I
Government Regulation No. 220 / 2019 Coll., on the maximum number of residence visa applications over 90 days for business purposes, for long-term residence permits for investment and for employee card applications that can be lodged at the representative office, as amended by Government Decree No. 556 / 2020 Coll., Government Decree No. 233 / 2021 Coll., Government Decree No. 321 / 2022 Coll., Government Decree No. 213 / 2023 Coll., Government Decree No. 436 / 2023 Coll., Government Decree No. 187 / 2024 Coll., Government Decree No. 206 / 2025 Coll., is amended as follows:
1. In Articles 2 (1) and 2 (2), the words "in Article 2a or 'shall be inserted after the words" not mentioned'.
2. The following Section 2a is inserted after Section 2:
§ 2a
Representation Office in Dresden
(1) The maximum number of visa applications for stays over 90 days for business purposes which may be lodged at the representative office in Dresden within a period of 1 year is zero; visa applications for stays over 90 days for business purposes may be lodged without restriction at the representative office in Dresden if the applicant is:
(a) citizen
1. State or separate jurisdiction whose citizens, under Regulation (EU) 2018 / 1806 of the European Parliament and of the Council of 14 November 2018 establishing a list of third countries whose nationals must be in possession of visas when crossing the external borders, as well as of third countries whose nationals are exempt from that requirement, as amended, are not subject to the visa requirement,
2. state or separate jurisdiction listed in the Annex to Decree No. 429 / 2010 Coll., as amended by Decree No. 67 / 2019 Coll., or
3. a State whose citizens are covered by a Government Qualified Employee Programme; or
(b) a participant in the Government Programme of Key and Scientific Staff or the Digital Nomad Programme.
(2) The maximum number of applications for an employee card that can be lodged at the representative office in Dresden within a period of 1 year is zero; applications for an employee card may be lodged without restriction at the representative office in Dresden if the applicant is:
(a) citizen
1. State or separate jurisdiction whose citizens are not subject to the visa requirement under Regulation (EU) 2018 / 1806 of the European Parliament and of the Council, as amended,
2. state or separate jurisdiction listed in the Annex to Decree No. 429 / 2010 Coll., as amended by Decree No. 67 / 2019 Coll., or
3. a State whose citizens are covered by a Government Qualified Employee Programme; or
(b) a participant in the government programme of key and scientific staff or the programme of a highly qualified employee. "
Čl. II
Efficacy
This Regulation shall take effect on 1 January 2026.
