One of the basic assumptions for the effectiveness of the national economy is the organic concentration of the planned provision of sectoral and regional proportionality. In dealing with the efficient and rational use of natural resources, territories, labour, material, capacity and financial resources, the national committees, in particular, have a significant role to play. National committees, as bodies of state authority and administration, responsible under the National Committees Act for the Comprehensive Development of the Territory, are called upon to actively propose and coordinate the pooling of funds and activities of socialist organisations in all cases where this requires a social interest.
In order to ensure the task of pooling funds and activities, the governments of CSSR, CSSR and SSR shall establish the following principles:
I.
Subject matter
(1) The principles govern the relationship and procedure between national committees and socialist organisations in pooling funds and activities.
(2) The principles define the organisational and coordination function of the national committees in relation to socialist organisations during the period of preparation of the association, i.e. in the period preceding the conclusion of the economic agreement on the association of funds and activities (hereinafter referred to as "the association agreements").
II.
Purpose of association
The purpose of pooling funds and activities is primarily to:
(a) on the section of operations
- to use and maintain together, efficiently and economically, social consumption facilities, production and non-production areas (including machinery), such as public, racing and school catering, maintenance and maintenance workshops, energy, water, storage, transport and transport capacities, construction sites, building yards and mechanisms, medical, accommodation, recreational and physical facilities and administrative buildings;
(b) on the investment construction section
- contribute by concentrating investment resources to streamline construction, reconstruction, modernisation and expansion of equipment,
- to create the necessary conditions for concentrated construction and to achieve savings in investment, material and financial resources, building capacities, labour, operating costs and land funds,
- to create conditions for the timing of compliance with the needs of individual members of the association in the medium and annual plans of socialist organisations.
III.
Organisational and coordination activities of national committees
(1) The national committees shall organise, coordinate and ensure compliance with the social interests of the national committees, according to local competence, preparation of funds and activities for joint operational or joint construction.
(2) In the framework of its organisational and coordination activities in the management of the economic and social development of its territorial districts, the national committees in particular:
(a) seek opportunities to pool resources and activities;
(b) approve the guidelines for pooling funds and activities;
(c) discuss proposals for associations and evaluate them in terms of regional proportionality, economic efficiency, environmental protection and other social interests;
(d) monitor the implementation of the agreed measures on the procedure for the preparation of the association contracts and propose other necessary measures for their conclusion;
(e) deliver opinions on proposals for association contracts;
(f) may impose an obligation to conclude a contract for a grouping (Article IV (5)).
IV.
Proposals for association
(1) Economically justified associations of funds and activities propose national committees, national, cooperative, social and other socialist organisations; the national committees may submit proposals on initiative in cases where they do not themselves participate in the association.
(2) The proposals submitted shall be discussed and evaluated by the local national committees concerned in terms of regional proportionality, economic efficiency, environmental protection and any other social interests.
(3) The proposals under consideration will be discussed by the national committees with the organisations eligible for the pool of resources and activities; such organisations shall discuss the need for adequate resources with their superior authority. When pooling funds for activities financed from the cultural and social needs fund and from the ROH funds, the agreement of the relevant trade union.2)
(4) Where organisations agree to a proposal for an association, they shall conclude a contract for an association or agree on a further procedure for the preparation of the association with the date on which the association agreement will be concluded.
(5) If there is no agreement on the conclusion of a contract for the association, the competent national committee at the local level may require organisations to conclude the contract. The obligation to conclude contracts for associations may only be imposed on organisations for activities for which they are entitled. (3) Before imposing this obligation, the National Committee shall seek the opinion of the authorities of the superior organisations.
(6) When imposing an obligation to conclude a contract for an association, the national committee shall indicate the subject matter of the association, the organisation eligible for the association and the manner in which it is to participate and shall set a deadline for the conclusion of the contract.
(7) If the organisation does not agree to the obligation imposed, it may request its revocation. In this case, it shall be treated in a similar manner to the correction of incorrect measures under the National Committees Act. 4)
(8) The relevant national committees referred to in paragraph 5 shall be:
(a) local national committees and local national committees, where action is of local importance;
(b) regional national committees and national committees of the cities of Brno, Ostrava, Plzeň and Košice in other cases of association;
(c) within the territory of the capital of Prague and the capital of the SSR Bratislava National Committees according to special regulations. 5)
V.
Implementation of the association
(1) The actions contained in the association contract are to be reflected in the draft of their economic plan.
(2) Under the contract concluded with the association, the merging organisations and their superior bodies are required to ensure the relevant limits, indicators, financial and other means, including non-investment and labour, for the actions or activities of the association, within the framework of the tasks, limits and indicators set out in the State Plan or budget and their breakdown. If, in exceptional cases, there is a need for temporal, factual and volume coordination which cannot be resolved at the level of the competent central authorities, it shall propose on their initiative the necessary measures according to the competence of the National Planning Commission, the Czech Planning Commission or the Slovak Planning Commission.
(3) The planning of the combined operational activity or investment action shall be carried out in accordance with the principles set out in the Single Guidelines for the preparation of draft five-year and implementing plans; the actual implementation is governed by the legislation and by the contract for the association.
(4) Transfers of State plan indicators in pooling are not considered to be a change of plan. Delimitation protocols, including adjustments to the relevant indicators of the state plan, shall be submitted by the central authorities to the relevant planning committee, the competent statistical authority and the Czechoslovak State Bank. The mutual agreed transfers (tasks, limits and indicators of the State Plan) shall become valid unless the relevant planning committee or the Czechoslovak State Bank gives a negative opinion to them within one month of submission. For this purpose, the central authorities shall specify in their guidelines how the organisations are to proceed with the transfer of the relevant tasks and limits (indicators) 6) of the plan.
