on the award of honorary degrees to "deserving inventor" and "deserving improviser"
The Government of the Czechoslovak Socialist Republic, after consulting the Central Council of Trade Unions, hereby orders the implementation of Act No. 84 / 1972 Coll., on discoveries, inventions, improvements and industrial designs, and pursuant to § 9 (4) of the Act No. 62 / 1962 Coll., on the Lease of Honours:
(1) As an expression of the social award of technical creative work and initiatives by authors of inventions and improvements that have achieved scientific and technical progress in excellent results, the honorary titles of the "deserving inventor" and "deserving enhancer" with which the right to wear a gold or silver honor badge are introduced.
(2) The award of honorary degrees is based on the importance of the social benefits of using inventions or improvements, and the overall assessment of the author's personality.
The honorary title of the "deserving inventor" with the right to wear a gold honorary badge may be awarded to the author of one or more inventions ("invention") for which a copyright certificate has been granted if the use of the invention
(a) contribute to addressing the tasks of the national economic plans and, if the social benefits achieved in the most favourable year of the first five years, to the use of the invention in the country or to the benefit of its use abroad of at least 3 million CZK; or
(b) make a very significant contribution to improving safety and health at work or to improving working conditions; or
(c) other very important social benefits.
The honorary title of the "deserving inventor" with the right to wear a silver honorary badge may be awarded to the author of the invention for which an author's certificate has been granted if the use of the invention
(a) contribute to solving the tasks of the national economic plans and to making the social benefits achieved in the most favourable year of the first five years of the use of inventions in the country or the benefit of its use abroad of at least 2 million Kčs; or
(b) contribute significantly to improving safety and health at work or to improving working conditions; or
(c) other significant social benefits.
The honorary title "deserving improvement" with the right to wear a gold honor badge may be awarded to the author of one or more improvement proposals (hereinafter referred to as the "improvement proposal") for which improvement cards have been issued if the use of the improvement proposal
(a) contribute in particular to improving production, increasing labour productivity, reducing own costs, saving labour, fuels, energy, raw materials or materials, or improving the quality of products, and making the social benefits achieved in the most favourable year of the first three years of making use of the improvement proposal of at least 1.5 million CZK; or
(b) make a very significant contribution to improving safety and health at work or to improving working conditions; or
(c) other very important social benefits.
The honorary title "deserving improvement" with the right to wear a silver honorary badge may be awarded to the author of the improvement proposal for which an improvement certificate has been issued if the use of the improvement design
(a) contribute in particular to improving production, increasing labour productivity, reducing own costs, saving labour, fuels, energy, raw materials or materials, or improving product quality, and making the social benefits achieved in the most favourable year of the first three years of using an improvement proposal of at least 1 million CZK; or
(b) contribute significantly to improving safety and health at work or to improving working conditions; or
(c) other significant social benefits.
(1) The honorary titles of the "deserving inventor" and "deserving improviser" with the right to wear a gold or silver honorary badge (hereinafter referred to as "honorary titles") are awarded by ministers and leaders of other central bodies whose sectoral competence has created or used inventions and improvements, together with the relevant Central, Czech or Slovak Trade Union Committee, after consulting the Office for Inventions and Discoveries. On the agricultural cooperative section, these honours are awarded by the Minister of Agriculture and Nutrition of the Republic, together with the Central Committee of the Association of Cooperative Farmers, after consulting the Office for Inventions and Discoveries.
(2) Honorary titles on the section of consumer, production and residential cooperatives are awarded by the central authorities of consumer, production and residential cooperatives after consultation with the Office for Inventions and Discoveries; for consumer and housing cooperatives, also with the relevant Czech or Slovak trade union committee.
(3) The honorary titles of authors of inventions and improvements, which exceed the scope of one central authority and do not exceed the scope of the Republic, are awarded by the competent Minister of Construction and Technology with the Czech Trade Union Council or the Slovak Trade Union Council, or on the agricultural cooperative section with the relevant central committee of the Association of Cooperative Farmers or on the sections of consumer, production or housing cooperatives with the central bodies of consumer, production and housing cooperatives, after discussion with the Office for Inventions and Discoveries.
(4) The honorary titles of authors of inventions and improvements, which exceed the scope set out in paragraphs 1 to 3, are awarded by the Minister of the Czechoslovak Socialist Republic for Technical and Investment Development, or, under his authority, by the Chairman of the Office for Inventions and Discoveries, with the Central Council of Trade Unions, or on the agricultural cooperative section with the Central Committee of the Association of Cooperative Farmers of the Czechoslovak Socialist Republic or on the section of Consumer, Production and Housing Cooperatives with the Central Council of Cooperatives.
(5) At the same time as the award of the honorary title, representatives of the authority which awarded the degree submit an honorary badge and diploma.
(6) Honorary degrees are generally awarded on the important days of the Czechoslovak Socialist Republic, or on those of the individual sections and sectors of the national economy, or on the achievement of life jubilees decorated.
(1) Proposals for the award of honorary degrees are presented in particular by organisations in which the invention or improvement proposal has been created or used, as well as organisations in which the authors are in employment or membership, in agreement with the authorities of the Revolutionary Trade Union Movement, to their directly superior bodies. These directly superior or, where appropriate, central authorities shall submit proposals with their opinions to the Ministers or, where appropriate, to the heads of other central authorities authorised to award honorary degrees.
(2) Proposals for the award of honorary degrees may be submitted mutatis mutandis by central, regional and other management bodies.
(3) An overall evaluation of the author's personality, in particular copies of copyright certificates or improvement cards and evidence of the benefit of the use of inventions and improvements, should be attached to the application for the title.
(1) An honorary title may be withdrawn if its holder has committed an act which makes it unworthy of an honorary degree, or if the fact that the honorary degree has been awarded to him undeservedly comes to light.
(2) In the event of withdrawal of an honorary title, the citizen is obliged to return the charter of the honorary title and the badge of the authority which awarded the degree.
The Office of Inventions and Discoveries manages things of honorary degrees.
This Regulation shall enter into force on 1 July 1976.
