THE LAW
of 9 July 1963
on the State Planning Commission
The National Assembly of the Czechoslovak Socialist Republic decided on this law:
The State Planning Commission is the central body of the Government for the comprehensive planning of the development of the national economy.
(1) The State Planning Commission ensures, on the basis of a systematic analysis of the development of the national economy, the preparation of national plans for the development of the national economy. To that end,
(a) manage the preparation and submit proposals to the Government;
- the long-term outlook for the development of the national economy,
- long-term national plans for the development of the national economy and directives for their preparation,
- State implementation plans for the development of the national economy,
The amount of assigned revenue in accordance with Article 21 (3) of the Financial Regulation is estimated at EUR 5000000.
(b) submit proposals to the Government on the concepts and principles of economic policy, in particular:
- investment policies,
- developing external relations and involving the state economy in the international division of labour,
- price and wage developments,
- financial, credit and foreign exchange policies,
(c) submit to the Government:
- comprehensive development proposals for areas and guidelines for the deployment of production forces,
- proposals for major national economic measures and opinions on proposals of a fundamental nature concerning the development of the national economy submitted to the Government by other institutions,
- proposals to improve plan and economic instruments,
(d) establish a methodology for the development of national economic development plans.
(2) The State Planning Commission shall carry out its tasks in close cooperation with the other central authorities and with the regional national committees with a wide active participation of workers and their organisations, in particular the Revolutionary Trade Union Movement; ensure unity in national economic planning and ensure the consistent application of national aspects in assessing economic problems. The Regional National Committees will be assisted in drawing up proposals for plans for the development of their economies and in addressing major problems related to the performance of the tasks of comprehensive regional development. It shall make use of the practical experience gained by the central authorities and the Regional National Committees in the planned management of the entrusted sections of the national economy.
(3) In its work, the State Planning Commission relies on cooperation with the asset of experts in science and practice, participates in the preparation and development of scientific and technical institution and university plans, and verifies proposals to address important issues on assets, economic conferences and directly at the workplace.
(4) The State Planning Commission shall follow the guidelines of the Government in its activities. The powers of the State Planning Commission are further defined in specific regulations. Those provisions shall also lay down the powers which it has under its jurisdiction only with other central authorities.
(1) The State Planning Commission is composed of the Chairman of the State Planning Commission, which is a member of the Government, the Deputy Chairman of the State Planning Commission and other members appointed and withdrawn by the Government. The Chairman of the Slovak Planning Commission is also a member of the State Planning Commission.
(2) The work of the State Planning Commission and its apparatus is managed by its chairman.
(3) The National Planning Commission may set up committees to address important national economic problems.
(1) The Slovak National Council for National Economic Planning and Regional Authority of the State Planning Commission is the Slovak Planning Commission.
(2) The Slovak Planning Commission is responsible for:
(a) draw up, on the basis of the guidelines of the Government, in accordance with the guidelines of the State Planning Commission, in cooperation with it and with the ministries, the other committees of the Slovak National Council and its departments and the Regional National Committees in Slovakia, proposals for the overall development of the national economy in Slovakia within the framework of long-term and annual plans for the development of the national economy and submit them to the Bureau of the Slovak National Council and the State Planning Commission;
(b) submit to the Bureau of the Slovak National Council and the State Planning Commission proposals, analyses and supporting documents concerning the general development of the economy, the development of individual sectors of production, the growth of the material and cultural levels of the population, the deployment of production forces and the development of individual areas in Slovakia.
(3) The Slovak Planning Commission consists of the President, the Vice-President of the Slovak National Council, the Deputy Chairperson of the Slovak Planning Commission and other members. The members of the Slovak Planning Commission are elected and withdrawn by the Slovak National Council; Deputy Chairman of the Slovak Planning Commission is elected and dismissed by the Bureau of the Slovak National Council.
(4) The tasks, powers, responsibilities and manner of action of the Slovak Planning Commission will be defined in more detail by the Government and, where appropriate, by specific rules.
(1) The central authorities, the authorities of the Slovak National Council and the Regional National Committees assist the State Planning Commission in the performance of its tasks and discuss with it all measures of a fundamental nature when they affect the planning of the development of the national economy.
(2) All State bodies and economic organisations are required to submit to the State Planning Commission all the information, reports and proposals necessary for the performance of its tasks required by them.
(3) In the exercise of their powers, persons authorised by the State Planning Commission are granted access to the operating rooms and premises and storage facilities and enjoy the protection of public officials. They shall be presented to them for inspection of the document and other means of assistance necessary for the performance of their duties.
(4) The provisions of paragraphs 1 to 3 apply mutatis mutandis to the mutual relationship between the Slovak Planning Commission and the central authorities and the state authorities and organisations in Slovakia.
