on information activities (Law on Information)
The National Assembly of the Czechoslovak Republic decided on the following Act:
Basic provisions
§ 1
The basic objectives of awareness-raising work stem from the objectives of the socialist cultural revolution. The content of awareness-raising activity is mainly the continuous dissemination of scientific world opinion, the fight against bourgeois ideologies and the survival of people's minds, explaining and promoting the policy of the Communist Party of Czechoslovakia towards the completion of the construction of socialism and the consolidation of world peace. Entrepreneurship contributes to increasing the universal education of workers, the education of art and the creation of conditions for rich cultural and social life.
§ 2
Socialistic awareness is the vital need of our people; The basis for its development is the voluntary and initiative of workers.
Organisation, management and control of information activities
§ 3
Under the leadership of the Communist Party of Czechoslovakia, the world activities are carried out in particular by national committees, social organisations associated in the National Front, single agricultural cooperatives, scientific, artistic and other cultural institutions and armed forces; central authorities and authorities, national committees, organisations and institutions organise, manage and control information activities in their field of competence.
§ 4
(1) The national committees responsible for the management of the economic and cultural development of their territories approve a single plan of awareness-raising activities in their respective territories. They shall prepare the plan in cooperation with the competent authorities of the social organisations associated in the National Front, the single agricultural cooperatives, the scientific and cultural institutions (hereinafter referred to as the "organisations and institutions') and evaluate its implementation together with them. When drawing up plans for awareness-raising activities, the district and local national committees shall be based on the principles of the plan of the competent national higher-level committee and on the conditions and needs of their district.
(2) In cooperation with the relevant organisations and institutions, the national committees shall monitor and, with the exception of centrally managed institutions, monitor all information activities in their area in order to meet the needs of a socialist society with their ideal content and create favourable conditions for its development and uniform cultural and educational activities.
(3) In carrying out the tasks referred to in paragraphs 1 and 2, the national committees shall in particular use their standing committees.
§ 5
The Ministry of Education and Culture shall monitor all awareness-raising activities in terms of its single cultural and educational activities and recommend appropriate measures to the competent central bodies of organisations and institutions and central authorities which manage the education activities; coordinate, unless otherwise provided by the Government, national awareness-raising actions.
§ 6
(1) The Minister for Education and Culture will establish an initiative, advisory and coordination body for key issues in the development of awareness-raising activities and its coordination. It shall appoint its members from among representatives of organisations and institutions and other central authorities which manage the information activities and from significant information staff. Membership in this institution is honorable. The Organisation and Rules of Procedure shall be issued by the Ministry of Education and Culture in agreement with the relevant organisations and institutions and with other central authorities.
(2) The initiative, advisory and coordination body on fundamental issues in the development of awareness-raising activities and its coordination in Slovakia will establish a representative of education and culture; paragraph 1 shall apply mutatis mutandis to its activities, organisation and composition.
§ 7
(1) Educational, advisory and documentation activities in the field of education are provided by professional institutes established by the Ministry of Education and Culture in agreement with the State Planning Commission and the Ministry of Finance.
(2) Similar institutes in Slovakia set up a body of education and culture in agreement with the Slovak Planning Commission and with a body of finance.
Environmental equipment
§ 8
(1) National committees, social organisations associated in the National Front, single agricultural cooperatives and armed forces shall, as a general rule, conduct information activities in educational establishments whose mission is to organise and carry out information activities for all citizens within their area of competence.
(2) According to the content of the activity, lighting equipment of the club type is established (e.g. educational and advisory centres (e.g. educational houses) and specialised lighting facilities (e.g. zoos, folk observatories).
§ 9
(1) Cluster-type equipment is the main component of the network of lighting equipment and serves as a common basis for on-site information activity.
(2) In carrying out the tasks referred to in § 1, club-type awareness-raising facilities shall organise all-round cultural and social life in cities and villages with active participation; in particular, bringing citizens together in collective societies according to their interests.
(3) Club-type facilities in industrial centres and settlements are mainly established by the authorities of the Revolutionary Trade Union Movement; where this facility does not establish the authorities of the Revolutionary Trade Union Movement or some other social organisations associated in the National Front, it shall establish the executive body of the National Committee.
(4) In the village, a club-type education facility is established in particular either by the Council of the National Committee or by a single agricultural cooperative.
§ 10
(1) As educational and advisory centres, the executive bodies of the national committees set up awareness-raising houses for their circuits, the main task of which is to help increase the political level and professional competence of, in particular, voluntary awareness-raising workers, and to ensure the exchange and generalisation of best experience from the awareness-raising work of all organisations and institutions engaged in information activities.
(2) Where necessary in order to meet the cultural needs of the citizens, the building may, with the agreement of the authority which set it up, also perform tasks of club-type lighting equipment or provide other cultural services where appropriate.
(3) The regional educational houses may also include the regional management of concerts and estrad, established pursuant to § 3 of Act No. 81 / 1957 Coll., on Concert and Other Music Activities, and § 2 of Act No. 82 / 1957 Coll., on estates, Artistic Productions and Folk Entertainment.
§ 11
(1) Specialised lighting equipment focuses on a certain section of the lighting activity; cooperate closely with the scientific institutes and institutions of the relevant scientific field.
(2) Specialised awareness-raising facilities are set up by the Executive Authorities of the Regional National Committees, taking into account national interests; the bodies of social organisations associated in the National Front or the single agricultural cooperatives may establish such establishments with the agreement of the Executive Authority of the relevant Regional National Committee.
§ 12
The national committees and their executive bodies shall ensure, together with the social organisations associated in the National Front and with the single agricultural cooperatives, that awareness-raising facilities within their area of competence are appropriately located, adequately equipped, sufficiently materially secured and fully used and are effectively deployed in accordance with the needs of the population; They shall support, in general, citizens' efforts in self-supporting the construction of suitable facilities for information facilities.
§ 13
(1) Lighthouse workers acquire the necessary qualifications within the single education system of awareness-raising staff established by the Ministry of Education and Culture in agreement with the relevant central authorities and bodies of social organisations associated in the National Front.
(2) A consistent increase in the political and professional level of awareness-raising staff is provided by the executive bodies of the national committees and by the relevant organisations and bodies which are engaged in awareness-raising activities.
Legal status, organisation and manner of management of awareness-raising facilities of national committees
§ 14
(1) The facilities established by the Executive Authority of the National Committee are legal persons.
(2) When setting up an information facility, the management authority of the competent national committee
(a) issue the instrument of incorporation together with the status of the lighting equipment;
(b) identify the property which it transfers to the administration of the lighting equipment;
(c) appoint the management of the lighting equipment, which shall be responsible for the operation of the equipment to the management authority of the national committee, represent the lighting equipment externally and act on its behalf.
(3) In agreement with the Ministry of Finance, the Ministry of Education and Culture may determine the legal status of certain educational establishments by way of derogation from the provisions of paragraph 1.
§ 15
(1) The establishment uses the assets entrusted to it in the management [Paragraph 14 (2) (b)]. The management of the assets of the lighting equipment shall be governed by general rules on the management of national assets.
(2) The establishment shall be managed in accordance with its own budget approved by the executive body of the national committee responsible. Expenditure shall, as a general rule, be borne by the information facility on its revenue; the uncovered planned costs, after examination of their necessity, shall be provided by the relevant national committee in its budget by the necessary contribution. The outflows achieved in one year may be used by the information facility to cover its planned costs in the next year.
(3) The Ministry of Education and Culture may provide for derogations from the provisions of paragraph 2 in an agreement with the Ministry of Finance for certain educational establishments.
(4) The details of the financial management of awareness-raising facilities are laid down in specific provisions.
Model status of lighting equipment
§ 16
(1) The Ministry of Education and Culture, in agreement with the State Planning Commission, the Ministry of Finance and the central bodies of the social organisations associated in the National Front, will issue model statutes for the different types of information facilities of the National Committees, detailing their tasks, organisation and management.
(2) The central bodies of social organisations associated in the National Front will issue model statutes for educational establishments in their field of competence in an agreement with the Ministry of Education and Culture.
(3) The competent central authorities shall issue the model statute for information establishments in their field of competence mutatis mutandis in accordance with the provisions of paragraph 1, also in agreement with the Ministry of Education and Culture.
Final provisions
§ 17
The executive bodies of the national committees shall authorise and supervise the organisation of individual awareness-raising actions; the details and exceptions shall be laid down by the Ministry of Education and Culture by a decree in the Official Journal.
§ 18
The Ministry of Education and Culture shall issue detailed provisions for the implementation of this Act in agreement with the central authorities involved and with the central authorities of social organisations associated with the National Front.
