on the buying-in of agricultural products
The National Assembly of the Czechoslovak Republic decided on the following Act:
(1) A system of buying-in of agricultural products based on the principle of unity in the management of agricultural production and the buying-in of agricultural products, the principle of the widest application of contractual relations between agricultural establishments and export organisations and the principle of uniform purchase prices for agricultural products delivered to the State is hereby established to ensure a sustained increase in the standard of living of workers by continuously increasing the efficiency of agricultural production.
(2) The purpose of this buying-in system is to secure agricultural products for national funds in quantities corresponding to the needs of the development of the national economy, while at the same time contributing to the consolidation of socialist production relations in agriculture and thereby further rapid development of socialist agricultural production, as well as to strengthening the initiative and interest of uniform agricultural cooperatives and other agricultural factories to increase the intensity of agricultural production, to maximise the use of the agricultural land fund, to increase labour productivity and to reduce the costs of agricultural production.
(1) The main tasks in agricultural production and the purchase of agricultural products are laid down in the national economic development plan.
(2) The basic duty of agricultural plants of the State Socialist sector, single agricultural cooperatives and individual farmers is to carry out the tasks set out in the plan and to continuously increase the production of agricultural products for the supply of food and raw materials produced in agriculture to the national economy.
(3) In carrying out these tasks, the State shall provide all-round assistance to agricultural establishments and shall promote the development of socialist agricultural production, in particular through the favourable supply of mechanisation, construction materials, machined fertilisers and other material resources, the granting of loans and, where appropriate, direct financial support.
(1) Agricultural production and purchase of all agricultural products is centrally organised and managed by the Ministry of Agriculture and within its districts by national committees and their executive bodies.
(2) The purchase of individual types of agricultural products shall be organised by the central authorities and the authorities in whose field the agricultural products are processed or resold; the purchase is carried out through their undertakings and organisations entrusted by the Ministry of Agriculture in agreement with them (hereinafter referred to as "the purchasing organisations').
(1) The Minister for Agriculture, in agreement with the central authorities and the authorities under the responsibility of the purchasing organisations and the Councils of the Regional National Committees, shall, for each region, determine the tasks in the production and purchase of those types of agricultural products, which shall be laid down in the State plan for the development of the national economy and, where appropriate, the tasks in the purchase of other types of agricultural products which are relevant to the needs of the national economy ("the main types of agricultural products").
(2) In agreement with the central authorities and the authorities under the responsibility of the purchasing organisations, the Ministry of Agriculture shall notify the management authorities of the regional national committees of the extent to which the purchasing organisations will purchase other types of agricultural products in each region.
The Regional National Committee shall determine the tasks to be performed in the production and purchase of the main types of agricultural products to the agricultural plants of the State Socialist sector which it directly manages and individual districts; in so doing, it may extend the tasks of purchasing the main types of agricultural products to other agricultural products according to the production conditions of each district according to the principles laid down by the Ministry of Agriculture.
The management authority of the District National Committee shall discuss the production and supply tasks of the main types of agricultural products established by the district with representatives of local national committees with officials of single agricultural cooperatives in the district. After this discussion, the District National Committee shall determine:
(a) the overall task of producing and supplying the main types of agricultural products for single agricultural cooperatives in the district; is based on the total area of agricultural land of cooperatives, including fungi;
(b) total tasks in the production and supply of the main types of agricultural products for individual farmers and other holders of agricultural land (hereinafter referred to as "individual farmers") by municipality;
(c) the nominal task of producing and supplying the main types of agricultural products for each agricultural plant of the state socialist sector directly managed by the district or local national committee.
The executive bodies of the district national committees and the purchasing organisations assist the single agricultural cooperatives in drawing up long-term and annual production plans. These plans must ensure the fulfilment of the production and supply tasks of the main types of agricultural products belonging to the single agricultural cooperatives in the district [§ 6 (a)].
State goods and other agricultural establishments or other organisations of the state socialist sector supply agricultural products to ransom organisations under economic contracts.
(1) The single agricultural cooperatives conclude long-term contracts for the supply of individual agricultural products and annual contracts for the supply of agricultural products in accordance with their production plans with the ransom organisations.
(2) If the single agricultural cooperative refuses to conclude an annual contract with the purchasing organisation on the delivery of one of the main types of agricultural products without any serious reason, the management authority of the district national committee shall give it the supply task of that type of agricultural products by an expression.
(1) The management authority of the local national committee shall determine the supply tasks of the main types of agricultural products by an expression, so that the overall task in the production and supply of the main types of agricultural products attributable to individual farmers in the municipality (§ 6 (b)) is fulfilled. taking into account the size of the agricultural plant, its production possibilities and the social circumstances of the farmer.
(2) Individual farmers are obliged to deliver agricultural products to ransom organisations to the ransom point in the species, in quantity and within the deadlines set by the measurement.
(3) Agricultural products for which the supply task has not been determined are supplied individually by farm farmers to ransom organisations under contracts.
(1) If there is a dispute between the purchasing organisation and the single agricultural cooperative on the supply contract for agricultural products, the management authority of the district national committee shall decide; If such a dispute arises between the purchasing organisation and the individual farmer, the management authority of the local national committee shall decide. The competent authorities shall be the executive bodies of the national committees in whose area the establishment is situated. The scope of the bodies to which binding opinions on the quality of agricultural products are required under the specific rules shall be without prejudice to this provision.
(2) If a single agricultural cooperative or individual farmer cannot fulfil an obligation under the agricultural product delivery contract without fault, the management authority of the district national committee or, if it is the individual farmer, the management authority of the local national committee may, at its request, amend or reduce or forgive the undertaking accordingly.
The buying-in organisations shall purchase agricultural products at prices to be determined by the government or the authority empowered to do so under specific rules.
If the needs of the national economy so require, the Government may provide for an obligation to sell to the State the total quantity of certain agricultural products produced.
(1) In agreement with the central authorities involved, the Ministry of Agriculture will issue more detailed provisions for the implementation of this Act, in particular by laying down the procedure for the conclusion of contracts for the supply of agricultural products and for the determination of supply tasks for individual farmers and laying down the conditions under which agricultural establishments may sell agricultural products directly to consumers.
(2) The Ministry of Agriculture will take the necessary measures to switch to the purchasing system under this Act; In particular, it may authorise derogations from the existing rules on delivery obligations and on the purchase of agricultural products and to provide for arrangements for settlement of outstanding delivery obligations.

This Law shall take effect from 1 January 1960, with the exception of the provisions of Paragraph 15 (2), which shall take effect from the date of its publication; it shall be implemented by the Minister for Agriculture in agreement with the participating members of the Government.
