Order of the Minister for Transport
of 22 October 1956
on navigation safety on inland waters.
The Minister of Transport hereby orders, in agreement with the participating ministers pursuant to § 2 paragraphs 2 and 3 of Act No. 152 / 1950 Coll., on the adaptation and safety of the operation of inland navigation:
§ 1.
(1) Vessel operators shall be required to take all necessary measures to maintain the safety of the operation of navigation and order on inland waters used for navigation (hereinafter referred to as "inland waters'); In particular, when operating a cruise, they are required
(a) use only eligible and properly equipped vessels;
(b) use on board vessels of eligible crews with the necessary number of members;
(c) the use of specified special signs and lights, as well as the maintenance of special rules when meeting, crossing and standing vessels and when sailing under impaired visibility in order to prevent collisions and other accidents;
(d) ensure that the costs and other items on board are properly located;
(e) comply with specific rules when passing through locks, passes and other navigational facilities;
(f) ensure the protection of waterways and their facilities.
(2) The obligations referred to in paragraph 1 also apply to persons entrusted with the management of vessels to which they are used on inland waters, after supervision of those vessels.
(3) Persons using inland waters other than navigation in a way which does not require the authorisation of a water operator are obliged to refrain from anything that could jeopardise the safety of the voyage.
§ 2.
The provisions of this Regulation shall apply to all vessels flying or standing on inland waters, irrespective of the flag.
§ 3.
Unless otherwise provided for in specific provisions, the provisions of this Regulation shall also apply to ports and transhipments established on inland waters.
§ 4.
Border waters shall be subject to the provisions of this Regulation only if they are not otherwise provided for by national conventions or specific provisions.
§ 5.
The Ministry of Transport provides for a closer regulation of navigation safety on inland waters.
§ 6.
This Regulation shall enter into force on the day of its publication.
