Government Decree No. 507 / 2025 Coll.

This Regulation implements the relevant provisions of the European Union1) and sets out the territories in which, with regard to environmental protection, State conservation, state defence and state security, spa, aviation or public meteorological services, the acceleration areas cannot be defined.

The acceleration zone cannot be defined in the territory

(a) protection zones of specially protected territories,

(b) trans-regional bio-centres of territorial environmental stability systems;

(c) biotopes of specified plant and animal species,

(d) wetlands protected under the Convention on wetlands of international importance primarily as biotopes of waterfowl (2);

(e) active flood zones;

(f) protection zones of Class I aquatic resources,

(g) bearings of strategic importance;

(h) conservation reservations;

(i) conservation zones;

(j) the goods listed in the World Heritage List and their buffer zones;

(k) national and cultural monuments,

(l) the internal territory of the spa places,

(m) natural medicinal resources and sources of natural mineral water and their protection zones I.

(n) objects important for the defence of the State pursuant to § 29 (2) (a) to (c) of the Act on the safeguarding of the Czech Republic and its protection zones; or

(o) provided for in Government Decree No 359 / 2024 Coll., establishing demarcated areas having an impact on buildings for the production of renewable energy with a total installed power up to 50 kW.

The acceleration zone for solar power generation plants cannot be defined in addition to the territory referred to in Section 2 in the territory

(a) agricultural land fund with agricultural land of Class I and Class II protection, or

(b) land intended for forest functions.

(1) The acceleration zone for wind power plants cannot be defined in addition to the territory referred to in Article 2 in the territory of:

(a) land intended for the performance of forest functions classified as protective and special purpose forests;

(b) civil and military airports and their protection zones;

(c) aeronautical safety equipment and their protection zones;

(d) defined by the Ministry of Defence in order to ensure the defence and security of the State pursuant to § 36 (1) or § 317 (2) of the Building Act for the purposes of:

1. security of State air defence,

2. ensuring communication, information security and radio operation; or

3. military training or training in airspace at ground and low altitudes;

(e) the interest areas of meteorological radar for the performance of a public meteorological service which form a circle of radius 5 km centred on the radar site; or

(f) the interest areas of meteorological stations for the performance of a public meteorological service which form a circle of radius of 1 km centred on the station site.

(2) The geographical coordinates of the centres of interest areas referred to in points (e) and (f) of paragraph 1 and the cadastral territory concerned by those areas of interest are set out in the Annex to this Regulation.

This Regulation shall enter into force on the first day of the calendar month following its publication.
