GOVERNMENT REGULATION
of 1 September 2004
determining the arrangements for preparing for the service examination, the content of the service examination, its course, evaluation and termination
The Government orders pursuant to § 12 (6) of Act No. 361 / 2003 Coll., on the service ratio of members of the Security Corps:
§ 1
Method of preparation for the examination
A natural person who performs a fixed-term service in the Security Corps (hereinafter referred to as "the Member ') may prepare himself for an examination of the service (hereinafter referred to as" the test') for the duration of the basic period of service in a week of training in a course determined by the Director of the Security Corps or by his authorised official (hereinafter referred to as "the Director ').
§ 2
Test content
(1) The written part of the examination shall verify the knowledge of the member from all subjects listed in Annex 1 to this Regulation.
(2) The oral part of the examination shall verify the legal and professional knowledge of the procedures and activities of the national characterising the post to which the member is appointed at the time of the service examination and the first aid provision. If the member is not appointed at that time in the place of service, the knowledge referred to in the sentence first required for the performance of the service shall be verified at the place where he was last appointed.
(3) The practical part of the test shall verify the ability of the national to apply theoretical knowledge from all subjects listed in Annex 1 to this Regulation.
§ 3
Test run
(1) The Director shall determine and publish the date, place and composition of the examination panel (hereinafter referred to as the "Commission") in the Staff Regulations not later than 1 month before the examination date.
(2) The test may be spread over several days.
(3) The assignment of test questions (hereinafter referred to as "question") to the written and oral parts of the test, or, where appropriate, to the practical part of the test, shall be determined by the Director.
(4) The Chairman of the Commission shall receive questions from the Director on the day of the examination.
(5) The written part of the test consists of a test containing 24 questions. The time to process the test is 60 minutes.
(6) In the oral part of the test, the individual draws one file containing 3 questions from 30 specified files. The time of preparation for the oral part of the test shall be no more than 30 minutes. As a rule, the period of oral examination shall be the same as the period of preparation for oral examination.
(7) If the practical part of the test is also part of the test, the test preparation period shall be extended accordingly depending on the difficulty of entering the practical part of the test. The period of the practical part of the test usually lasts the same time as the preparation for the practical part of the test. The practical part of the examination questions replace one of the three oral questions.
(8) A report shall be made on the course of the test. The model of the Protocol is set out in Annex 2 to this Regulation.
(9) A replacement period shall be set for a member who cannot attend the test due to a serious obstacle.
§ 4
Test evaluation
(1) Each part of the test is evaluated separately.
(2) The evaluation of each part of the test shall be expressed by
(a) "passed," if the member has passed the test;
(b) "failed" if the member fails the test.
An overall assessment of the member shall be carried out in the same way.
(3) The term "non-compliance (a)" is also evaluated by a member who uses a device other than those made available to him by the Commission during the test or who does not appear for the test, except in the case referred to in Article 3 (9).
(4) A member who correctly answers at least three-quarters of the questions in the written part of the examination shall be assessed by "passed"; otherwise it shall be assessed by the phrase "failed '.
(5) A member who, in the oral part of the examination, demonstrates knowledge, or in the practical part of the skill and habit test shall be evaluated by the phrase "passed"; otherwise it shall be assessed by the phrase "failed '.
(6) The President of the Commission shall inform the member of the examination on the day of its completion.
§ 5
Repeating the test
(1) The Director shall determine and publish the date and place of the repeated examination and the composition of the new Examination Board as set out in Section 3 (1).
(2) The provisions of Section 3 (3) shall apply to the repeated test.
(3) A member shall only repeatedly conduct the part of the examination in which he was assessed by the phrase "failed '.
(4) The chair of the panel shall inform the member of the evaluation of the repeated part of the examination on the day of its completion.
§ 6
Test certificate
(1) The President of the Commission shall issue a written certificate of successful completion of the examination within 10 days of the date of completion of the examination to the member who has completed the overall assessment.
(2) The certificate shall contain the following particulars:
(a) the name of the Security Corps;
(b) the protocol number or reference number;
(c) seniority, academic title, status title, other degree of university graduate, "professor" or "professor" (hereinafter referred to as "title"), name or name, surname, title of graduate of higher education or scientific rank of member,
(d) the day, month, year and place of birth of the member;
(e) the national's personal registration number;
(f) an opinion on the evaluation of the member;
(g) the place and date of completion of the examination;
(h) the imprint of the round stamp of the Security Corps; and
(i) a signature of the President of the Examination Board (rank, title, name, surname, surname, grade or scientific grade).
§ 7
Efficacy
This Regulation shall enter into force on 1 January 2007.

SIGNIFICANT TYPE TESTS
1. THE CONSTITUTION OF THE CZECH REPUBLIC
(a) the legal force of constitutional regulations;
(b) legislative, executive and judicial power,
(c) analysis of fundamental human rights and freedoms relevant to the activities of members of the Security Corps; and
(d) the protection of fundamental human rights and freedoms from an international and national perspective.
2. SERVICE AMENDMENT OF COMPETENT SAFETY COSTS
(a) establishment, modification and termination of service;
(b) the basic obligations of the national and the limitation of certain of his or her rights;
(c) disciplinary fees and disciplinary penalties;
(d) adjustment of the time of duty, on-call and rest periods;
(e) obligations in the field of care for members;
(f) conditions of service;
(g) the rights and obligations of the national; and
(h) compensation.
3. INTEGRATED SAFETY SYSTEM AND CRISIS MANAGEMENT
(a) the use of an integrated rescue system;
(b) components of an integrated rescue system;
(c) operational and information centres of the integrated rescue system;
(d) the principles of coordination of the components of the integrated rescue system;
(e) the security system of the Czech Republic; and
(f) principles of crisis management.
4. TRUST LEGAL AND ADMINISTRATIVE RELIABILITY
(a) the basis of criminal liability, the disappearance of criminal offences and the punishment;
(b) the nature of the offences against the Republic, the offences of public officials, the offences of bribery, the criminal organisation, the unauthorised handling of personal data, the failure to comply with orders, the violence against a superior, the breach of the duty of a guard, the breach of the duties of a supervisory service and the violation of service obligations;
(c) basic principles of criminal proceedings;
(d) detention in criminal proceedings;
(e) the basic rules of the administrative procedure, the initiation of the administrative procedure, the interruption of the administrative procedure, the formalities of the decision, the legal authority and the enforceability of the decision, the proper and exceptional remedies; and
(f) the concept of misdemeanor, wrongdoing, perpetrator of misdemeanor, damaged and the loss of liability for the offence.
5. PROTECTION OF SECRET INFORMATION
(a) classified information; and
(b) obligations to protect classified information.
6. PROTECTION OF PERSONAL DATA
the rights and obligations in the processing of personal data.
7. BASIC NOTIFICATION ON EUROPEAN UNION
(a) the basic principles of the European Union;
(b) the breakdown of the institutions of the European Union and their tasks;
(c) the importance of the Schengen Agreement; and
(d) forms of police and judicial cooperation in the European Union.
8. BASIC NOTIFICATION OF THE PRINCIPLES OF FIRST AID
(a) failure of essential life functions;
(b) external bleeding,
(c) fractures,
(d) visual impairment;
(e) shock,
(f) intoxication; and
(g) burns and etching.
