implementing certain provisions of Act No. 563 / 1991 Coll., on Accounting, as amended, for entities that are self-governing units, contributory organisations, state funds and organisational units of the State
Ministry of Finance pursuant to § 37a (1) to implement § 4 (2), § 14 (1) and § 18 (4) of Act No. 563 / 1991 Coll., on Accounting, as amended by Act No. 492 / 2000 Coll. and Act No. 353 / 2001 Coll., ("the Act '):

§ 1
This decree provides for full accounting and simplified accounting
(a) the extent and method of drawing up the accounts;
(b) the layout, labelling and content of the items of assets and other assets, liabilities and other liabilities in the accounts;
(c) the organisation, labelling and content of costs and revenues and the results of the financial statements;
(d) the layout and content of the explanatory and supplementary information in the Annex in the financial statements;
(e) the indicative chart of accounts;
(f) accounting methods.
§ 2
The decree applies to entities under § 1 (2) (a) and (c) of the Act, which are local authorities, (1) voluntary communal bundles, Regional Councils of Cohesion1a), contribution organisations, (2) state funds under special legislation3) and state organisations.4)

HLAVA I

SCOPE AND METHOD OF ACCOUNTING
§ 3
(1) The accounts of the entities referred to in Article 2 include balance sheet (balance sheet), profit and loss account and an annex.
(2) Assets and other assets, liabilities and other liabilities are included in the balance sheet (balance sheet). The arrangement and labelling of balance sheet items (balance sheet) are set out in Annex 1 to this decree.
(3) The profit and loss account shall include cost and income items and profit or loss. The layout and labelling of the items of the profit and loss account are set out in Annex 2 to this Decree.
(4) The Annex explains and complements the information contained in the balance sheet (balance sheet) and profit and loss account.
(5) Entities shall draw up financial statements in full or in a simplified manner in accordance with Paragraph 18 (3) of the Act.
§ 3a
Entities that keep accounts to a simplified extent do not measure assets and liabilities at fair value under Section 27 of the Act and do not apply the provisions of Sections 30 to 32 and of Section 39 to the extent that they regulate the valuation of assets and liabilities at fair value.
§ 4
(1) In the balance sheet (balance sheet) and in the profit and loss account, the items listed in Annexes 1 and 2 to this Order are shown separately and in the order laid down.
(2) The balance sheet items (balance sheet) are identified by a combination of the large letters of the Latin alphabet and the Arabic numerals, the name of the item and the Arabic numerals indicating the item number. The items of the profit and loss account shall be identified by the name of the item and by the Arabic figure indicating the item number.
(3) The financial statements are drawn up in units of the Czech currency and recorded in thousands of CZK with an accuracy of two decimal places according to special legislation. 5) TOTAL ASSETS AND TOTAL LIABILITIES must be equal. The item "Result after tax" shown in the profit and loss account shall be equal to the item "Result of the current accounting year" shown in the balance sheet (balance sheet).
§ 5
(1) The first column of assets and liabilities for each item of the balance sheet (balance sheet) provides information on its status on 1 January. The position at 1 January shall not be reported for asset items Nos 91, 92, 97 to 103, 110 to 118. The situation on 1 January shall not be reported for liability items Nos 142 to 149 and 152.
(2) The second column of assets and liabilities for each item of the balance sheet (balance sheet) contains information on its financial position at the time of drawing up the interim financial statements 5), 6) or on the balance sheet date. The liability item No 154 does not show the situation in this column.
(3) In the third column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry of Finance (hereinafter referred to as "the Ministry ') provides information on its status as at 1 January resulting from the jurisdiction of the management of assets related to the revenue and expenditure of the State budget as set out in Chapter 312 of the Ministry of Finance and the liabilities arising from the management of those assets.
(4) In the fourth column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry shall provide information on its status at the time of drawing up the interim financial statements (5), (6) or on the balance sheet date resulting from the jurisdiction of the management of the assets related to the revenue and expenditure of the State budget as set out in Chapter 312 of the Ministry of Finance and the liabilities arising from the management of the assets.
(5) In the fifth column of assets and liabilities for the individual items of the balance sheet (balance sheet), the Ministry provides information on its status on 1 January under Act No. 178 / 2005 Coll., on the abolition of the National Property Fund of the Czech Republic and on the jurisdiction of the Ministry of Finance in the privatisation of the assets of the Czech Republic (the "Act on the abolition of the Fund ').
(6) In the sixth column of assets and liabilities, for each item in the balance sheet (balance sheet), the Ministry provides information on its financial position at the time of drawing up the interim financial statements (5), (6) or on the balance sheet date under the instrument to abolish the Fund.
(7) In the seventh column of assets and liabilities, for each item in the balance sheet (balance sheet), the Ministry provides information on its status as at 1 January resulting from the jurisdiction of the management of the assets related to the revenue and expenditure of the State budget as set out in Chapter 396 of the State Debt and the liabilities arising from the management of that property.
(8) In the eighth column of assets and liabilities for each item in the balance sheet (balance sheet), the Ministry shall provide information on its status at the time of drawing up the interim financial statements (5), (6) or on the balance sheet date resulting from the jurisdiction of the management of the assets related to the revenue and expenditure of the State budget as set out in Chapter 396 of the State Debt and the liabilities arising from the management of that property.
(9) In the ninth column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry provides information on its status as at 1 January resulting from the jurisdiction of the management of assets related to the revenue and expenditure of the State budget as set out in Chapter 397 of the State Financial Assets Operation and the liabilities arising from the management of those assets.
(10) In the 10th column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry gives information on its status at the time of drawing up the interim financial statements (5), (6) or on the balance sheet date resulting from the jurisdiction of the management of assets related to the revenue and expenditure of the State budget as set out in Chapter 397 of the State Financial Assets Operation and the liabilities arising from the management of those assets.
(11) In the eleventh column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry and the entities shall, according to their jurisdiction, report on the management of the assets related to the revenue and expenditure of the state budget, as defined in Chapter 398 of the General Treasury, information on its status as at 1 January resulting from the management of that property and the liabilities arising from the management of that property.
(12) In the twelfth column of assets and liabilities for each item of the balance sheet (balance sheet), the Ministry and the entities shall, according to their jurisdiction, provide information on the state budget revenue and expenditure as defined in Chapter 398 of the General Treasury on its status at the time of drawing up the interim financial statements 5), 6) or on the balance sheet date resulting from the management of the assets and liabilities arising from the management of those assets.
§ 5a
(1) The balance sheet item values (balance sheet) are to be reported on the basis of the final balances recorded on the individual synthetic accounts using either a positive or a negative statement. The exceptions are the accounts No 336, 341, 342, 343, 345 and 373 which are shown in the balance sheet in assets and liabilities and the difference between the parties enters:
(a) to the assets positively if the status of the party's turnover outweighs the State of Dal's turnover;
(b) to the liabilities positively if the status of the Dal party's turnover exceeds that of the party's turnover.
(2) The balance sheet (balance sheet) for accounting in full and for accounting in a simplified manner contains the items in the layout and labelling referred to in Annex 1 to this Decree.
§ 6
(1) The profit and loss account shall show the final balances of the synthetic cost and income accounts and the result of the pre-tax and post-tax management of the entity at the time of drawing up the interim financial statements 5), 6) or on the balance sheet date.
(2) In the profit and loss account, items are reported in the main activity column of the entity and in the economic activity column of the entity.
(3) The statement of profit and loss in keeping accounts in full and in keeping accounts in a simplified manner contains the items in the layout and labelling set out in Annex 2 to this Decree.

HLAVA II

DETERMINATION OF CERTAIN BALANCE SHEET ITEMS (BILANCE)
§ 7
Long-term intangible assets
(1) Item "A.1. Long-term intangible property No. 9" contains in particular intangible research and development results, software and valuable rights with a useful period of more than one year, for which the valuation exceeds CZK 60,000. It also includes emission allowances and preferential limits. The period of application shall be the period during which the property is usable for current or retaining activities or may serve as a basis or part of improved or other processes and solutions, including the period of verification of intangible results.
(2) A technical evaluation, the valuation of which exceeds CZK 60,000 within a single accounting year, shall be considered as a long-term intangible asset, subject to the obligations set out in paragraph 1:
(a) to which the transferee of the right of use is entitled to account and write-off for a long-term intangible property which he does not charge as property;
(b) small fixed intangible assets, which are the components of assets listed in paragraph 1, if they have a period of application of more than one year and are not recognised under item "A.1. Small long-term intangible assets No 5 ', but in costs,
(c) small fixed intangible assets as defined in paragraph 3.
(3) Item "A.1. Small long-term intangible property No 5" contains the property provided for in paragraph 1, if its useful life is more than one year and the valuation is CZK 7,000 and higher and does not exceed CZK 60,000. An entity may decide by internal regulation to reduce the specified lower limit.
(4) In accordance with paragraph 1:
(a) intangible research and development results and software such as those and software that are either created by their own trading activities or acquired from other persons;
(b) appreciable rights, in particular industrial and similar property, the results of intellectual creative activity and rights under special legislation7) under the conditions laid down in (a);
(c) emission allowances for greenhouse gas emission allowances, emission reduction units and verified emission reductions from project activities, and units allocated in quantities of 7a, irrespective of the valuation level;
(d) preferential limits, in particular individual reference quantities of milk (7b), individual production quotas (7b) and individual limit of premium rights (7b) irrespective of the amount of the valuation; for the first holder (7b) only if the cost of obtaining information on their valuation of the replacement purchase price would not exceed its significance.
(5) Cases arising from the acquisition of long-term intangible assets, in particular prototypes, models and samples, unless they are excluded, for example, as a result of sale or liquidation, are to be entered in the relevant asset account in the event of further use in their own business. In the case of a variant procedure for the acquisition of long-term intangible assets or part thereof, all variable solutions are included in the valuation of long-term intangible assets.
(6) Item "A.1. Uncompleted long-term intangible assets No 7" contains acquired long-term intangible assets while they are being acquired into a state eligible for use.
(7) Item "A.1. The advances provided for long-term intangible assets No 8" contains short-term and long-term advances granted for the acquisition of long-term intangible assets.
(8) Long-term intangible assets shall become acquired assets placed in a state of eligible use which means the completion of the acquired assets and the fulfilment of the specified functions and obligations laid down by the legislation governing its use. The same procedure shall apply in the case of a technical evaluation.
(9) Item "A.1. The other long-term intangible assets No 6" contain long-term intangible assets which do not contain the preceding items in particular emission allowances and preferential limits, regardless of the amount of the valuation.
(10) Long-term intangible assets are not, in particular, expert opinions, market surveys, development plans, promotions for promotional and advertising actions, certification of the system of quality7c) and software for technology management or for devices that cannot function without this software. In addition, an entity may decide that long-term intangible assets are not primarily technical audits7d) and energy audits7e), forest economic plans7f), guide7g) and flood plans7h).
§ 8
Long-term tangible assets
(1) Item "A.3. Land No 16" contains land regardless of the amount of the valuation if they are not goods.
(2) The heading "A.3. Construction No 18" includes regardless of the amount of the valuation and the period of application
(a) construction (8) including buildings, mining works and mining structures under the surface, water works and other construction works under special legislation, 9)
(b) opening of new quarries, sandstone and clay,
(c) technical reclamation, except as otherwise provided in specific legislation;
(d) apartments and non-residential premises defined as units under special legislation, 10)
(e) real estate cultural monuments valued at cost of acquisition or reproduction;
f) technical evaluation of the assets referred to in § 28 (5) of the Act, whose valuation of one item exceeds CZK 40 000,
(g) technical evaluation of the real cultural monument and church buildings valued in accordance with § 25 (1) (k) of the Act.
(3) Item "A.3. The separate movable goods and sets of movable goods No 19" contain separate movable goods and sets of property, which are characterised by separate technical and economic determinations, for which the useful life is more than one year and the valuation of a separate movable item or set of assets according to § 37a exceeds CZK 40000, and items of precious metals, unless they are objects of cultural value or cultural monuments.
(4) The entry "A.3. Cultivation units of permanent crops No 20" contains:
(a) fruit trees or fruit bushes planted on a continuous parcel of more than 0,25 hectares in a density of at least 90 trees or 1000 shrubs per hectare;
(b) permanent crops of vineyards and hops without supporting structures.
(5) Item "A.3. The basic herd and towing animals No 21" shall contain, irrespective of the level of the valuation, breeding animals of categories of bovine, equine, porcine, ovine, caprine and geese; According to the entity's decision, the animals of the basic herd of other economically used farms, such as Muflons, Taxes, Deers and Ostrich, as well as horses, in particular towing and horse racing, donkeys, mules and mules, are also included.
(6) Item "A.3. Small long-term tangible property No 22" contains movable goods, or sets of assets, which are characterised by a separate technical-economic designation, for which the useful life is more than one year and the award of one item is in the amount of CZK 3,000 and higher and does not exceed CZK 40,000. An entity may decide by internal regulation to reduce the specified lower limit. If
(a) articles of precious metal, if they are not long-term property;
(b) matters of financial leasing purchased by the lessee, possibly free of charge, for which the valuation under Section 25 of the Act does not exceed CZK 40,000,
they are considered to be small-scale tangible assets, regardless of the cost.
(7) Heading "A.3. Other tangible assets No 23" contain, regardless of the value of the bearing of the non-reserved mineral or part thereof purchased as part of the plot after 1.1.1997, to the extent defined by the geological survey and subject to the conditions laid down in § 34 (2) (d) and the technical valuation of the assets valued under § 25 (1) (k) of the Act, with the exception of the technical evaluation referred to under "A.3. Construction No 18."
(8) The heading "A.3. Works of art (11) and items No 17" includes, in particular, works of art, collections, objects of cultural value (12) and similar movable property, irrespective of the amount of the award which is not part of the construction or is not a commodity, including movable cultural monuments, collections of museum character, objects of cultural value valued under § 25 (1) (k) of the Act, and including sets of such property valued under § 37a (2) (a).
(9) Item "A.3. Uncompleted tangible fixed assets No 24" contains acquired tangible fixed assets while they are being acquired until they are put into a state of fit for use.
(10) Item "A.3. The advances provided for long-term tangible assets No 25" contains short-term and long-term advances granted for the acquisition of long-term tangible assets.
(11) Long-term tangible property becomes purchased goods placed in a state of use which means the completion of the item and the fulfilment of the technical functions and obligations laid down in the specific legislation13) for use (fitness to operate). The same procedure shall apply in the case of a technical evaluation. This provision shall not apply in the case of acquired goods which have been put into a state of use before being acquired and do not require assembly with the acquirer.
§ 9
Long term financial assets
Item "A.5. The term" Financial Assets "shall be used to include:

(1) Item "A.6. The property taken over for privatization No 204" contains the assets taken over for privatisation under the act abolishing the Fund.
(2) Item "A.6. Property taken over for privatisation in lease No 205" contains assets taken over for privatisation under the Act on the abolition of the Fund, not yet privatized, leased under concluded lease contracts.
§ 10
Long-term property certificates
(1) Item "A.2. Allowances for permanent intangible assets No 15" and item "A.4. A total of 33" permanent tangible property certificates "contain rights to long-term intangible and tangible property that express the use of the assets in a financial statement which reduces the valuation of those assets up to the amount of their valuation in accounting while entering the entity's costs through depreciation. Item" A.4. Receipts for other fixed tangible assets No 32 "contains with the Ministry the rights of the assets taken over for privatisation in the lease (carried out before the takeover) under the Act on the abolition of the Fund.
(2) Accounts are created by entities under Paragraph 34.
§ 11
Stocks
(1) Item "B.1. Total stocks No 51" contain material until consumption, which are material in stock, acquisition of material, material on the way, unfinished production, semi-finished products, products, animals, goods in stock, acquisition of goods and goods on the way. The material shall in particular include:
(a) raw materials, that is the basic material which, during the production process, transmits wholly or partly into and forms the essence of the product;
(b) excipients which also pass directly into the product but do not form the essence of the product, such as paint on products,
(c) substances needed to ensure the operation of the entity, such as lubricants, fuel, cleaning products;
(d) spare parts,
(e) packaging and packaging materials, unless they are charged as long-term property or goods;
(f) other movable goods with a period of validity of one year or less, irrespective of the amount of the valuation.
(2) Item "B.1. Unfinished production No 45" contains products that have already undergone one or more stages of production and are no longer material but also not yet finished product. The concept of unfinished production also includes the unfinished performance of other activities where physical products are not produced.
(3) Item "B.1. Semi-finished products of own production No 46" contain separately registered products, i.e. semi-finished products that have not yet passed all production stages and will be completed or assembled into finished products in the next production process of the entity.
(4) Item "B.1. Products No 47" contain items of own production intended for sale or consumption within the entity.
(5) Item "B.1. Animals No 48" contain in particular young breeding animals, fattening animals and, for example, fur animals, fish, hives, flocks of hens, ducks, turkeys, guinea fowl, geese for fattening, dogs, service horses and all animals in zoos regardless of their purchase price and others.
(6) Item "B.1. Goods in stock No 49 ', entry" B.1. The acquisition of goods and goods on route 50 "includes movable goods acquired for sale when the entity trades in such goods. Items contain products of own production that have been activated and transferred to their own stores. Items also include real estate that an entity that is engaged in the purchase and sale of real estate purchases for the purpose of sale and does not itself use, lease and make technical assessments.
§ 12
Claims
(1) Item "B.2. Collectors No 52" includes amounts receivable to customers within the meaning of the relevant provisions of the contract in the field of commercial obligations. The entry "B.2. Receipt notes No 53 'includes amounts (values) of foreign exchange notes and foreign exchange notes accepted from customers and other payers. Item" B.2. The outstanding securities claims No 54 "shall include the amounts of claims for notes to be paid to the bank by maturity of the note including other securities transferred to the bank. Item" B.2. The operational advances provided No 55 "shall include the amounts of the operational advances provided to suppliers before the contract is concluded by the supplier. Item" B.2. Claims on budget revenue No 56 "includes claims on budget revenue. Item" B.2. Other claims No 57 "contains amounts of other claims on business relations, such as claims against suppliers and, for the territorial units and organisational units of the State, the amount of advance payments to be settled, provided to the organisational units of the local and internal organisational units of the State. Item" B.2. The claims of the expired ČKA no. 214 "contain with the Ministry claims according to § 20 of the Act on the Czech Consolidation Agency, which do not contain previous items. Item" B.2. Tax and duty claims No 215 "shall contain claims arising from the administration of taxes and duties where those taxes and duties are definitively assessed under the special legislature13a).
(2) Item "B.2. The claims for the participants in Association No 59" shall include the amounts of the claims in connection with the association contract in cases where a legal person does not arise from this title.
(3) Item "B.2. Social security and health insurance No 60" includes amounts receivable to the competent institutions, including entitlements to the payment of social benefits.
(4) Item "B.2. Income tax No 61" contains the amounts of income tax claims.
(5) Item "B.2. Other direct taxes No 62" includes amounts of income tax receivable, the payment of which is paid to the financial authority by the entity as a tax payer for tax collected from taxpayers or deducted taxpayers, such as employees.
(6) Item "B.2. Value added tax No 63 'contains the amounts of claims against the tax authority for deduction, including the right to reimbursement of value added tax. Item" B.2. Other taxes and charges No 64 "includes the amounts of excise duty and other taxes in relation to the relevant tax provisions, such as road tax, property tax, inheritance tax, gift tax, real estate transfer tax, including entitlement to refund of tax for the tax period.
(7) Item "B.2. The claims on fixed-term transactions and options No 65" shall include the amounts of fixed-term claims.
(8) Item "B.2. Claims abroad No 207" shall include, in accordance with the Act on the abolition of the Fund, amounts receivable for debtors who have their head office abroad on completion of the supply within the meaning of the relevant provisions of the Commercial Relations Agreement. The heading "B.2. Domestic claims No 208 'contains, in the case of the Ministry under the Act on the abolition of the Fund, claims on debtors who have their head office in the country, upon completion of supplies within the meaning of the relevant provisions of the contract in the field of commercial relations.
(9) Item "B.2. Entitlements for subsidies and other settlement with State Budget No 67" shall include amounts of entitlements of the contributory organisations to grants and operating allowances, including entitlements to subsidies for long-term assets from the State budget. Item "B.2. Entitlements on subsidies and other settlement with the budget of the Territorial Authority No 68" shall include the amounts of entitlements of the Contributory Organisations for grants and operating allowances, including entitlements to subsidies on long-term assets from the budgets of the Territorial Authority.
(10) Item "B.2. Receipts on staff No 70 'shall include amounts receivable on staff, such as travel advances, bill advances, the application of compensation on staff.
(11) Item "B.2. Debt securities issued No 71 'contains the amounts of debt securities issued by the bond issuer.
(12) Item "B.2. Other claims No 72" contains amounts of other claims such as purchased options.
(13) Item "B.2. The adjustment to claims No 73" contains the amounts of the adjustment to claims pursuant to Section 33 of this Order.
§ 13
Financial assets
Item "B.3. Total financial assets No 89" contains money, cheques, prizes, settlement vouchers, cash balances on bank accounts, short-term securities, purchased short-term financial assets and securities and shares in limited liability companies and foreign currency deposits in domestic banks with the Ministry under the Act on the abolition of the Fund. The heading "B.3. Accounts of managed funds No 216 'shall include, in particular, balances on bank accounts administered under the chapters referred to in § 5 (9) to (12) of the Decree with the Ministry. Item" B.3. Summary accounts No 217 "contains, in particular, the balances of bank accounts for the Ministry and entities under their jurisdiction in relation to the revenue and expenditure of the state budget of the chapters referred to in § 5 (7) and (12) of the Decree. Item" B.3. The tax, customs and divided administration-sharing accounts No 218 "shall contain, in particular, the balance of bank accounts for the Ministry and entities under their jurisdiction in relation to the revenue and expenditure of the State budget of the chapter referred to in paragraphs 11 and 12 of Section 5 of the Decree.
§ 14
Budget management appropriations
(1) Item "B.4. Basic current account No 90" contains funds including budget. Item "B.4. The deposit expenditure account No 91" contains subsidies received from the local self-government including the amounts issued for the operation and long-term assets of the local self-government. Item "B.4. Receipt account No 92 'contains the budget payments collected. Item" B.4. The current accounts of the funds No 93 "contain the status and movement of funds of the funds of the local authorities. Item" B.4. The current accounts of the State Funds No 94 "contain the status and movement of the funds of the State Funds. Item" B.4. The current accounts of the Funds No 95 "shall contain the status and movement of funds of the reserve fund and, where appropriate, other financial and special funds of the State's organisational units.
(2) Item "B.4. The grants granted to the State's organisational components No 97" contain the amounts of subsidies granted to the State's organisational components. Item "B.4. The grant granted to the holding spending account No 98" shall include, for the territorial units of the land self-government, the amounts of subsidies granted to the holding expenditure account. Item "B.4. The contributions and subsidies granted to the contribution organisations No 99" shall include, for the organisational units of the State, the amounts of contributions and subsidies granted to the contribution organisations from the State budget. Item "B.4. The grants granted to other entities No 100" shall include, for the organisational units of the State, the amounts of subsidies granted to other entities from the State budget. The heading "B.4. Contributions and subsidies granted to Contributors' Organisations No 101 'shall include, for territorial self-government units, the amounts of contributions and subsidies granted to Contributors' Organisations from the budgets of Territorial Self-Government. Item" B.4. The grants granted to the other entities No 102 "shall include, for the territorial authorities, the amounts of subsidies granted to other entities from the budgets of the local authorities.
(3) Item "B.4. The repayable financial assistance provided between budgets No 104" shall contain, for the organisational units of the State and the local and local authorities, the amounts of the repayments granted between the budgets of the budgetary management. Item B.4. The transitional assistance granted to Contributory Organisations No 105 "shall include, for the organisational units of the State and the local authorities, amounts granted to the transitional assistance to the Contributory Organisations in the context of the budgetary management. The transitional assistance granted to the other organisations No 107 "shall include, for the organisational units of the State and the local authorities, amounts granted to the other organisations in the budgetary management of the transitional assistance. Item" B.4. The transitional assistance granted to natural persons No 108 "shall include, for the organisational units of the State and the local authorities, amounts granted to the temporary assistance to natural persons in the context of the budgetary management.
(4) Item "B.4. The spending limits No 110" shall include, for the organisational units of the State and of the local authorities, the amounts of the limits set by the State budget funds, which have bank accounts opened in the bank with limits on the State budget. Item "B.4. The accounts of the expenditure of the local authorities No 111" shall include the amounts issued from the budgets of the local authorities.
(5) Item "B.4. Material costs No 112" includes in particular the consumption of purchased material, electricity, water, steam, gas, maintenance and repair costs, transport, manufacturing and catering costs.
(6) The heading "B.4. Services and non-production costs No 113" includes, in particular, costs for services and works of a non-productive nature, rent, connection performance and various financial costs. This appropriation is also intended to cover a uniform allocation to the cultural and social needs fund.
(7) The heading "B.4. Travel and other payments to natural persons No 114" includes in particular travel, removal and similar costs, other payments to natural persons and scholarships.
(8) Item "B.4. Salary and other personnel costs No 115" includes all benefits of employees, which are wages and compensation of wages provided on the basis of employment, or similar benefits provided on the basis of service, non-monetary wage, if included in the salary, remuneration for work performed on the basis of non-employment contracts, amounts reimbursed to other organisations.
(9) Item "B.4. Social security benefits No 116" includes cash benefits for sickness insurance, pensions, other cash benefits, cash support, aid in kind, spa care and recreation costs.
(10) The heading "B.4. Manka and Damage No 117" includes manka and damage to long-term assets, manka and damage beyond the established standards of natural stock losses, and may include the expenditure realised on long-term assets in the event of a decision to abolish the long-term assets prepared or built-up. The damage in this case is physical impairment, that is to say, irremovable damage or destruction, long-term intangible and tangible assets and stocks, both for objective and subjective reasons.
(11) The heading "B.4. Interest No 219" contains in particular interest on loans, loans and bonds issued. The entry "B.4. Penalties and charges No 220 'includes, in particular, periodic penalty payments on commercial obligations, late payments, administrative charges. The heading" B.4. Exchange losses No 221' contains exchange losses arising mainly from the valuation of the assets and liabilities referred to in § 4 (12) of the Act. Item "B.4. § 16
Property, financial, money and special funds
(1) Item "C.1. Total equity funds No 131" includes equity funds including valuation differences on the revaluation of assets and liabilities. Item "C.1. The long-term assets fund No 127" includes the creation of resources for funded long-term intangible, tangible and financial assets, including free-of-charge retained or donated fixed assets, for the organisational units of the State and the local authorities; it also includes the creation of resources for emission allowances and preferential limits, such as gains in fixed intangible assets and losses in the event of consumption, sale or other loss of assets. For contributory organisations, the item "C.1. Long-term assets fund No 127 'shall include the creation of resources for funded long-term intangible and tangible assets, including non-remunerated or donated fixed assets; it also includes the creation of resources for emission allowances and preferential limits, such as gains in fixed intangible assets and losses in the event of consumption, sale or other loss of assets. Item" C.1. The Circular Assets Fund No 128 "contains, in particular, increases in free-of-charge or gift-of-circulation assets for the organisational units of the State and the local authorities, material derived from the disposal of long-term tangible assets, losses free of charge of transferred or donated circulation assets. For contribution organisations, item" C.1. The Circular Assets Fund No 128 "contains, in particular, increases in the free of charge taken over or donated circulation assets, including the loss of free of charge transferred or donated circulation assets, if the Circular was not used in the course of an economic activity, the termination of the Contributory Organisation may include, by decision of the Establisher, a deteriorated economic result (loss) if the financial and money funds are settled. Item" C.1. The economic activity fund No 129 "contains, for the local authorities, sources of coverage of the current assets in the course of the economic activity, including the improved economic result achieved in the context of the economic activity after the fulfilment of tax obligations. Other Funds No 212 "contains additional financial resources for the Ministry under the Act on the Cancellation of the Fund.
(2) The heading "C.2. Total financial and monetary funds No 138" includes the remuneration fund, the fund of cultural and social needs, the reserve fund, the fund of reproductions of assets, the funds and other funds, the production and use of which are governed by specific legislation.
(3) Item "C.3. State Organisational Components Special Funds No 141" contains the creation and use of state funds, the creation and use of other special funds and the creation and use of EU funds.
§ 17
Resources for budgetary management
Item "C.4. The financing of the expenditure of the State's organisational units No 142" contains the amounts of the limits granted by subsidies, manks and damage to long-term intangible and tangible assets and stocks. Item "C.4. The financing of the expenditure of the local authorities No 143" contains amounts of foreign resources where the monetary institution makes payments from short-term and long-term loans granted directly without the transfer of the loans granted to the basic current account, transfers of resources equal to the paid-up loans to long-term assets, transfers of fixed-term assets, which are also purchased from operating funds or from a bank deposit account. The statement of budgetary revenue from the normal activities of the State's organisational units No 145" shall include the amounts of the accounts of the budget from the normal activities of the State's organisational units. Item "C.4. The statement of budgetary revenue from the normal activities of the local authorities No 146 'shall contain the amounts of budgetary resources from the normal activities of the local authorities. Item" C.4. The accounts of budget revenue from the financial assets of the State's organisational units No 147 "shall include the amounts of budgetary appropriations from financial assets. Item" C.4. The accounts of budgetary revenue from the financial assets of the local authorities No 148 "shall contain the amounts of budgetary appropriations from the financial assets. Item" C.4. The accounting of the revenue of the local authorities No 149 "shall include the appropriations received into the basic current account, including the appropriations received during the financial year and the financial management appropriations received with the contribution organisations and other bodies. Item" C.4. The financial assistance received between budgets No 150 "contains the amounts of financial assistance received between budgets.
§ 18
Result
(1) Item "C.5. Result of the current financial year No 152 'contains the result of the current financial year's business, item" C.5. Undistributed profit, unpaid loss of past years No 153 "includes undistributed profit or loss of past periods, item" C.5 The result of approval procedure No 154 "contains the result of approval procedure management.
(2) Item "C.5. Transfer of revenue and expenditure account No 155 of previous years' includes transfer of revenue and expenditure account of previous years, item" C.5. The balance of expenditure and expenditure No 156 "includes the balance of expenditure and expenditure, item" C.5. § 19a
Long-term liabilities
(1) Item "D.2. Issued bonds No 161" contains the issuer's liabilities under issued bonds.
(2) Item "D.2. Lease liabilities No 162" contain the amounts of liabilities in the lease of assets, which creates a set comprising both movable and immovable items and which is used under a written contract negotiated before 1 January 2001 by the lessee before the agreed date of termination of the contract but no later than 31 December 2005.
(3) Item "D.2. Long-term advance payments No 163" contain advances received from customers before the undertaking to the customer is fulfilled.
(4) Item "D.2. The long-term notes for payment No 164" contain notes of own and accepted notes of foreign.
(5) Item "D.2. Other long-term liabilities No 165" contains other long-term liabilities of a commercial nature.
(6) Item "D.4. Long-term bank loans No 190" contains the amounts of long-term loans received and repaid to the local authorities and to the contribution organisations, where permitted by specific legislation.
§ 19b
Short-term liabilities
(1) The heading "D.3. Short-term liabilities" contains liabilities which, at the time when the accounts are drawn up, have a maturity of one year or less.
(2) Item "D.3. Suppliers No 167" shall include an obligation to a supplier which, when formed against a supplier within the meaning of the relevant provisions of the contract in the field of commercial obligations, does not include foreign exchange obligations. Item "D.3. The notes to pay No 168" shall contain the amounts of notes of their own and accepted foreign exchange when using them to satisfy the obligation to the supplier where the exchange obligation is less than one year. Item "D.3. The advances received No 169" contains short-term advances from customers before the undertaking to the customer is fulfilled. Item "D.3. Other liabilities No 170" contains other short-term liabilities from commercial relations, for example claims made by customers. Item "D.3. The liabilities of the deceased ČKA no. 223" contains with the Ministry commitments pursuant to Section 20 of the Act on Czech Consolidation Agency. Item "D.3. The tax advances received No 224 'shall contain the tax advances received. The heading" D.3. Tax and duty collection liabilities No 225' includes liabilities arising from the administration of taxes and duties. Item "D.3. The tax-duty-sharing liabilities No 226" shall contain, in the case of the Ministry and the accounting units, the liabilities arising from the management of the property related to the revenue and expenditure of the State budget of the chapter referred to in paragraphs 11 and 12 of Section 5 of the Decree.
(3) Item "D.3. The liabilities of fixed-term operations and options No 171" contain short-term liabilities of fixed-term operations. Item "D.3. The liabilities arising from the subscribed outstanding securities and shares No 173" shall include short-term liabilities for shares taken over and not yet paid, or interim certificates or deposits. Item "D.3. The liabilities to the members of the association No 174" shall include the obligations in connection with the association contract in cases where a legal person does not arise from this title.
(4) Item "D.3. Staff No 176" shall contain obligations arising from employment relations, including social security and health insurance, to be settled by employees or, where appropriate, other natural persons and their settlement. Item "D.3. Other liabilities to employees No 177" contains other liabilities to employees, for example, the employee's entitlement to travel expenses. The heading "D.3. Social security and health insurance obligations No 179 'contains social security and health insurance obligations.
(5) Item "D.3. Income tax No 180" includes amounts of unpaid income tax. Item "D.3. Other direct taxes No 181" includes amounts of income tax which are paid to the financial authority by the entity as a tax payer for tax collected from taxpayers or deducted from taxpayers for example to employees. Item "D.3. Value Added Tax No 182" includes the amounts of the entity's tax liability on the value added tax due for the tax period vis-à-vis the financial authority. Item "D.3. Other taxes and taxes No 183" includes the amount of the entity's tax liability on excise duties, road taxes, property taxes, inheritance taxes, gift taxes, property transfer taxes for tax periods against the tax authority.
(6) Item "D.3. The settlement of overpayments of subsidies and other commitments with State Budget No 185" contains the amounts of overpayments of subsidies and other commitments with State Budget, including provisions adopted by the assistance, credits to be paid to the State Budget. Item "D.3. The settlement of overpayments of subsidies and other commitments with the budget of the local authorities No 186" contains similar titles as "D.3. However, the settlement of overpayments of subsidies and other commitments with State Budget No 185 'concerning the budget of the local authorities. Item" D.3. Other liabilities No 188 "contains other liabilities such as the amount of the option sold.
(7) Item "D.4. Short-term bank loans No 191" contains the amounts received and repaid short-term bank loans granted to the local authorities and the contribution organisations, where specific legislation so permits. The entry "D.4. Fixed short-term bonds (notes No 192) 'shall, for territorial units and contribution organisations, contain the amounts of loans received by the bank for settled notes, or other securities taken over by the bank for collection where specific legislation so permits. Item" D.4. The issued short-term bonds No 193 "contains amounts of short-term bonds that have a maturity of up to one year. Item" D.4. Other short-term liabilities (financial assistance) No 194 "shall include amounts received from other persons (loans) for the contribution organisations, with the exception of banks under contracts.
§ 20
Accruals in balance sheet liabilities (balance sheet)
(1) Item "D.5. The transitional Passive total accounts No 201" contain accruals in respect of territorial units for economic activity and contribution organisations reported under Paragraph 37, which have a passive balance, exchange differences of passive and concise accounts passive.
(2) Item "D.5. Outstanding Passive No 200 accounts' contain amounts of liabilities established under contracts which are not supported by all necessary documents and are therefore not known to the exact amount.
