GOVERNMENT REGULATION

on the entry and keeping of data in the Central Arms Register and on the establishment of models of certain documents on the arms, ammunition and ammunition sector
The Government orders the implementation of Act No. 90 / 2024 Coll., on weapons and ammunition, as amended by Act No. 173 / 2025 Coll., Act No. 220 / 2025 Coll., and Act No. 270 / 2025 Coll., on the Implementation of Act No. 91 / 2024 Coll., on ammunition, as amended by Act No. 173 / 2025 Coll., Act No. 220 / 2025 Coll., and Act No. 270 / 2025 Coll., and on the Implementation of Act No. 14 / 2021 Coll., on the Treatment of Weapons in Certain Cases affecting the Internal Order or Security of the Czech Republic, as amended by Act No. 220 / 2025 Coll.:
§ 1
Subject matter
This Regulation implements the relevant European Union1 Regulation and provides for:
(a) the manner in which data are entered and maintained in the Central Arms Register Information System (hereinafter referred to as the "Central Arms Register") as regards the data referred to in:
1. arms and ammunition law,
2nd Ammo Act,
3. the Arms Management Act in certain cases affecting the internal order or security of the Czech Republic (hereinafter referred to as the "Arms Management Act"),
(b) a set of ammunition data in the Central Arms Register; and
(c) patterns
1. the inspection licence by which a member of the Police of the Czech Republic or an employee of the Police of the Czech Republic has demonstrated the mandate to check the fulfilment of the obligations laid down in the Arms and Ammo Act or the munitions Act and the legislation issued for their implementation,
2. Announcement of the acquisition and transfer of arms under the Arms and Ammo Act,
3. the arms movement certificate and the European arms passport issued by the Czech Republic under the arms and ammunition law; and
4th Firearms Act.
§ 2
How to register and maintain data in the Central Arms Register
(Article 128 (4) of the Law on arms and ammunition, Article 58 (2) of the Law on ammunition and Article 14a (3) of the Arms Management Act)
(1) Those who enter documents in the central register of weapons according to the Arms and Ammo Act, the Ammo Act and the Arms Management Act in electronic form will ensure their prior processing in the Portable Document Format (PDF) or Portable Document Format for the Long-term Archive (PDF / A) format.
(2) The originator of the documents referred to in paragraph 1, which shall keep records of the data in the Central Arms Register, shall sign them by a recognised electronic signature; a paper-based signature may be used instead of a recognised electronic signature, for which it shall be translated into a data format meeting the requirements referred to in paragraph 1.
§ 3
Ammo data set in the Central Weapons Register
(K § 59 (6) of the ammunition law)
(1) The set of ammunition data in the Central Weapons Register means:
(a) the type of munitions referred to in Article 4 (3) or (4) of the ammunition law, indicating the group of munitions listed in Annex 1 to this Regulation;
(b) the type of munitions by indicating the type of ammunition and the name of the ammunition type according to the munitions code list kept in the central weapons register;
(c) the production design of the ammunition by indicating the manufacturer's code and the designation of the ammunition production series;
(d) the quantity of explosives packed under the Mining Act, explosives and State Mining Administration (hereinafter referred to as "explosive") by indicating the net mass of the explosive (NEQ), all explosives packed in a given type of ammunition or the mass of the explosive constituting the ammunition; the net mass of the explosive shall be indicated in kilograms;
(e) the four-digit identification number of the substance or article taken from the UN Model Regulations, the hazard class and subclass and the tolerance group under the Europe Agreement on the International Carriage of Dangerous Goods by Road (ADR) 2; and
(f) in the case of ammunition stored in an ammunition warehouse, the method of its storage, indicating the information identifying a particular part of the ammunition warehouse, such as a storage site, a dungeon or a cubicle, as documented by the ammunition warehouse.
(2) If, in the case of ammunition registered in the Central Weapons Register, such an indication is known, it shall also be included in the munitions data set.
(a) the storage number of the North Atlantic Alliance (Nato Stock Number, NSN),
(b) the origin of the ammunition, indicating the country of manufacture of the ammunition;
(c) the date of manufacture, specifying the year of manufacture of the ammunition;
(d) the expiry date; and
(e) the method of storing the ammunition outside the munitions warehouse, indicating the location where the ammunition is handled.
§ 4
Model of inspection licence
(Paragraph 139 (2) of the Law on arms and ammunition and Section 67 (2) of the Law on ammunition)
The model of the certificate of inspection by which a member of the Police of the Czech Republic or an employee of the Police of the Czech Republic has been authorised to inspect is set out in Annex 2 to this Regulation.
§ 5
Model for the declaration of acquisition and transfer of arms
(K § 70 and 72 of the gun and ammunition law)
(1) The model for the declaration of the acquisition and transfer of the weapon is set out in Annex 3 to this Regulation.
(2) The model for the declaration of the acquisition and transfer of a weapon referred to in paragraph 1 shall be used to report the acquisition or transfer of a weapon which is not carried out through a public administration portal.
§ 6
Model of the arms movement certificate and European weapons passport issued by the Czech Republic
(To Article 104 of the Law on arms and ammunition)
(1) The model of the arms accompanying document is set out in Annex 4 to this Regulation of the Government.
(2) The model of the European firearms passport issued by the Czech Republic is set out in Annex 5 to this Regulation.
§ 7
Model of the arms certificate
(K § 147 (5) of the gun and ammunition law)
The model of the firearms list is set out in Annex 6 to this Regulation.
§ 8
Efficacy
This Regulation shall take effect on 1 January 2026.
