ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 30 November 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status for the territory of the Czech Republic because of a health threat related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic and, within the meaning of § 5 (a) to (e) and § 6 of Act No. 240 / 2000 Coll., on crisis management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures, by virtue of § 5 (c) to (e) and § 6 (b).
This Decision shall enter into force on the date of its adoption.
I. prohibits
1. for all providers of health services, visits to patients in health care establishments where bed care is provided, except:
(a) the presence of a third party at birth in a medical establishment under the conditions laid down in point 2;
(b) visits to minor patients,
(c) visits to patients with limited competence;
(d) visits to hospital and other patients in the terminal stage of the incurable disease,
2. for all health service providers, the presence of a third party at birth in a health establishment where the following conditions are not met:
(a) the third person is the second parent of the child or of a person living with a common household parent;
(b) the birth will take place in a separate delivery room or box with its own bathroom,
(c) third-party contact with other mothers shall be restricted;
d) the third person shall be subjected to temperature measurements before entering the birthing room or box, the third person shall have a body temperature below 37,0 ° C and at the same time no symptoms of COVID-19 disease;
(e) the third person uses the surgical mask as a minimum respiratory protection (the use of improvised or cloth is not sufficient),
3. for all social services providers in the establishment of homes for seniors and homes with a special regime and for all relief social services in residence form (pursuant to § 44, 49 and 50 of Act No. 108 / 2006 Coll., on Social Services), visits to users, except:
(a) minor users of social services;
(b) users of social services with limited competence;
(c) users of social services with disabilities,
(d) users, if their mental status or social situation so requires,
(e) users of social services in the terminal stage of an incurable disease;
the prohibition of a visit under this point shall not apply to a third party if it is subjected to a POC test for the presence of SARS CoV-2 virus antigen prior to the start of the visit, with negative result, and this requirement does not apply to persons who have undergone at least 48 hours prior to the date of the visit to the RT- PCR test or the POC test for the presence of SARS CoV-2 virus antigen, with negative result and proof of the evidence, and persons who have undergone COVID-19 disease within 90 days of the date of the visit, and shall provide evidence thereof; a person meeting this requirement may make a visit provided that, during the period of the visit, he / she uses personal respiratory protection devices, at least an FFP2 or KN95 class respirator without an exhalation valve, and subject to other regime measures by the provider;
II. Repeals the Government Resolution of 30 October 2020 No 1115, published under No 446 / 2020 Coll., as amended by the Government Resolution of 20 November 2020 No 1196, published under No 472 / 2020 Coll.
