DECLARATION
of 23 March 2018
on the publication of the National Natural Monuments of Sand House Erika and the establishment of its closer protection conditions
The Ministry of the Environment provides pursuant to § 79 (5) (g) of Act No. 114 / 1992 Coll., on the Conservation of Nature and Landscape, as amended by Act No. 349 / 2009 Coll., Act No. 123 / 2017 Coll. and Act No. 225 / 2017 Coll.:
Announcement of a national natural monument
(1) The National Natural Monument of Sand'ovna Erika ("the National Natural Monument") is announced.
(2) A natural service, as defined in paragraph 3, shall be declared a national natural monument, with the presence of:
(a) wetland and aquatic ecosystems of antlers' vegetation and macrophyte vegetation of natural eutrophic and mesotrophic standing waters;
(b) grassland and shallow soil ecosystems;
(c) biotopes of rare and endangered species (Triturus vulgaris), large lens (Triturus cristatus), mountain lens (Triturus alpestris), short-tailed toad (Bufo calamita), green rosebud (Hyla arborea) and green jumper (Rana kl. esculenta), including their populations;
(d) the biotope of the Dragonfly Society (Odonata), including their populations;
e) the full profile of the old-sedel system and paleontological findings of the third-upper flora.
(3) The national natural monument is situated in the territory of the Karlovy Vary Region, in the cadastral territories of Lomnice near Sokolov, Svatava and Týn near Lomnice. The boundaries of the national natural monument shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of the uniform trigonometric network of the cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern is given in Annex 1 to this decree.
(4) The protection zone of the national natural heritage is situated in the territory of the Karlovy Vary Region, in the cadastral territory of Týn u Lomnice. The boundaries of the national natural heritage protection zone shall be determined by a closed geometric pattern with direct sides whose vertices are determined by coordinates of a single trigonometric network of cadastral1). The list of coordinates of the vertices of the geometric pattern as they follow in the pattern is given in Annex 2 to this decree.
(5) An indicative graphical representation of the territory of the national natural heritage and its protection zone is given in Annex 3 to this Decree.
Closer protection conditions
Only with the consent of the nature conservation authority can the national natural monument
(a) permit or make changes to the types of land or to their exploitation (2);
(b) permit or carry out geological work linked to the earth's surface;
(c) carry out sand collection;
(d) carry out the collection of paleontological findings from the mining wall (profile);
(e) permit or carry out construction, permit or carry out changes to completed structures or changes to buildings before they are completed or place construction, advertising or information equipment;
(f) store items, except for the short-term storage of timber on forest land;
(g) camp or start fires;
(h) establish new feeding facilities or slanisks;
(i) to feed or bait animals outside the feeding establishment;
(j) planting or planting plants or releasing animals;
(k) organise or organise public sporting, tourist or other mass events; or
(l) to drive vehicles into the territory of the national natural heritage; consent is not required for vehicles of essential components of the integrated rescue system3), municipal police, armed forces of the Czech Republic in the performance of the tasks of the armed forces and other public authorities in the exercise of public administration and vehicles needed to ensure the management and care of the land.
Efficacy
This Decision shall enter into force on 1 May 2018.
