Slovak National Council
of 30 June 1966
on the competence of the Slovak National Council in the management and organisation of universities in Slovakia
The Slovak National Council, based on the national importance and tasks of higher education established by the Act on Higher Education and taking into account the special position of higher education institutions in Slovakia in Slovak national culture, decided on the following Act:
The universities in Slovakia, as part of the higher education of the Czechoslovak Socialist Republic, also provide the tasks set by the Slovak national authorities in the development of Slovakia in fulfilling their basic mission in the progressive development of the economy, science and culture.
The Slovak National Council takes full care of the development of universities in Slovakia, ensuring that their activities develop in line with the national interests and needs of the economic and cultural development of Slovakia.
Bureau of the Slovak National Council
(a) in order to ensure the development of higher education institutions, guide and coordinate the activities of the authorities of the Slovak National Council as well as of other competent public authorities in Slovakia;
(b) in accordance with the national concept of university development, discuss the prospects for the development of universities in Slovakia, their cadre and material collateral, as well as their organisation;
(c) evaluate the activities of universities and the performance of their basic tasks;
(d) discuss, in accordance with the provisions of Section 8 (a), proposals for the appointment of ordinary professors, extraordinary professors and university rectors and submit them to the Government.
Commission of the Slovak National Council for Education and Culture
(a) discuss draft plans and budgets for universities;
(b) monitor the activities of universities and carry out their tasks;
(c) ensure and control, in cooperation with the competent authorities of the Slovak National Council, the implementation of the plan and budget, the investment construction of universities and student homes.
The Director of the Slovak National Council for Education and Culture takes part in the central management of universities and, to the extent provided for by this Act, manages universities in Slovakia. In its activities it follows the resolutions of the Government, the Slovak National Council and its Bureau, and the fundamental guidelines of the Minister for Education and Culture.
Member of the Slovak National Council for Education and Culture takes part in the national management of universities, in particular at:
(a) drawing up a proposal for a perspective for the development of universities, their material and cadre collateral;
(b) setting out the principles and objectives of teaching and scientific and, where appropriate, artistic activity of universities;
(c) drawing up the principles of the curriculum of each field;
(d) establishing the concept and principles of foreign relations between universities.
Member of the Slovak National Council for Education and Culture in Higher Education in Slovakia
(a) lay down the principles of teaching plans and curricula, fields of study specific to Slovakia;
(b) supervise the implementation of laws and other legislation and the proper management of the resources entrusted;
c) directs teaching and ideas and political and educational work at universities;
(d) ensure the development of scientific research and the education of researchers in universities;
(e) arrange admission to higher education and monitor the placement of university graduates;
(f) draw up and submit to the Minister for Education and Culture a draft plan and budget for higher education institutions in Slovakia, in accordance with a government approved by the national plan, and carry out their breakdown for higher education institutions in Slovakia and allocate funds to them in accordance with the tasks and planned performance; the main tasks of investment construction are carried out in agreement with the Minister for Education and Culture,
(g) propose to the Minister for Education and Culture the establishment of research institutes in universities;
(h) set up special purpose establishments serving in particular pedagogic, scientific, artistic, economic and technical activities of more than one university or the care of more than one university;
(ch) specify the extent to which universities may publish scientific publications;
(i) in an agreement with the Minister for Education and Culture, approve the Statutes of Higher Education.
Member of the Slovak National Council for Education and Culture on Higher Education Workers
(a) submit, in agreement with the Minister for Education and Culture, proposals to the Bureau of the Slovak National Council for the appointment of ordinary and extraordinary professors and rectors of universities;
(b) appoint university teachers in accordance with national criteria and in accordance with the principles established by the Minister for Education and Culture;
(c) affirms the choice and withdrawal of the prorectors of universities, as well as of the Dean and Dean of separate faculties; appoint prorectors of newly established higher education institutions, as well as the Dean and Dean of newly established separate faculties,
d) Confirm the choice and withdrawal of the Dean of the Faculty and appoint the Dean of the newly established Faculty;
e) gives consent to the conclusion of a contract of employment with professors and to the termination of the contract of employment of professors by the university or faculty;
(f) on a proposal from the Rector, appoint and recall the Quaestors of Higher Education,
(g) proposes members from Slovakia to the advisory bodies of the Minister;
(h) decide on staff matters of university staff in the framework of the applicable rules.
(1) Within the scope of the Slovak National Council under this Act, the rectors of universities and deacons of separate faculties in Slovakia are responsible for the performance of their tasks and the executive bodies of the Slovak National Council.
(2) Rectors of universities in Slovakia inform the delegates of the Slovak National Council for Education and Culture of their decision when, after disagreeing with the resolution of the Scientific Council of the College, they returned the matter with a justification for reconsideration and maintained their initial position.
The Permanent Advisory Body of the National Council of Slovakia for Education and Culture for the Assessment of Fundamental Questions of Higher Education in Slovakia is the Slovak Committee for Higher Education, whose members are rectors of higher education and other experts appointed by the delegate.
Unless otherwise provided for in this Act, the provisions of the Slovak National Council and its bodies in the management and organisation of universities in Slovakia shall apply to the provisions of the Slovak National Council's Rules of Procedure and Conditions of Employment.
This Act shall take effect on the day of its publication.
