Decree of the Minister of Finance
of 13 March 1946
setting out the pattern and colour of the ball of the playing cards and issuing regulations on the way and conditions for the cladding of the playing cards.
According to Article 12 of the Act of 19 February 1946, No 32 Coll., on the unification and adaptation of certain fee regulations, I declare to Slovakia in agreement with the Finance Officer:
§ 1.
(1) The stamp (s) to which the playing cards are to be provided, which shall be put into circulation on 16 March 1946, consist of an outer circle in blue, made on average of 18.8 mm, and an inner circle of the same colour of 12 mm. In the inner circle there is a small national character on the red background. Between the inner and outer circle there is a blue inscription either "ROCK FROM PLAYS KARET" or "ROCK FROM PLAYS CARATE" depending on whether they are cards intended for consumption in Czech and Moravian-Silesian countries or Slovakia. At the end of that inscription, the Arabic digit of the swivel trap by which the print was made is; In the ovary directly under the character is marked the vertical value 25 Ccs or 50 Ccs or 75 Ccs. In the case of a free registration mark (§ 11, paragraph 5 of Act No. 32 / 1946 Coll. - hereinafter referred to as the law), the perpendicular value is replaced by E.
(2) For the completion of playing cards equipped with wheels for 15, 30 and 60 CZK, additional wheels will be used in values of 10 CZK, 20 CZK, 15 CZK, after case 35 CZK.
(3) Only others will be printed in the countries of the Czech and Moravian-Silesian Central Treasury of the Czechoslovak Republic in Prague and the Land Treasury in Brno, Slovakia, the State Treasury for Slovakia in Bratislava.
§ 2.
(1) The notification provided for in Article 11 (2) and (3) of the Act shall be made in duplicate if it takes place directly at one of the cash registers referred to in this paragraph, or in triplicate if it takes place via the tax office, and must, in addition to the signature and the exact address of the postal office, contain the following information: the total number of card games submitted for the purpose of the intervention, their classification according to the types referred to in Article 9 of the Act, on completion of each card game, the amount of the card tax already paid or the scrolling fee and the amount which the teller makes up for the completion.
(2) One copy of the declaration shall be returned by the ticket office to the sender, confirming that he has taken over the card games to be signed.
(3) The cashier shall print the stamps at the specified level on the relevant cards submitted for the screening and shall indicate, in addition to the boxes of card games, the amount to which they have been completed, the words "Completed to 25 Kčs," "Completed to 50 Kčs" or "Completed to 75 Kčs."
§ 3.
(1) They may continue to be in circulation throughout the national territory and may not be presented for the completion of the game card, which are already in circulation on 16 March 1946, i.e. in the hands of direct consumers, such as associations, inns, cafés, private individuals, etc. Cards are considered to be such playing cards,
(a) which have been covered or have been completed by a stamp, the shape and the colours of which have been described in § 1, paragraph 2 of the Decree of 24 December 1937, No 262 Coll., implementing the Law of 21 December 1937, No 261 Coll., amending certain provisions on the stamp of playing cards,
(b) which have been covered by a stamp, both in the shape and colour of which were described in Section I., (a) of the Order of the Minister of Finance of 28 June 1940, No 223 Coll., on the representation of the stamp and official closing marks on the playing cards,
(c) which in Slovakia were covered by a stamp, the shape and colour of which were described in Section 1 of the Order of the Minister of Finance of 2 March 1940, No 53 of the Sl. z., on new stamp and closing stamps on playing cards, and
(d) which have been covered or are completed within the meaning of paragraph (a) and have also been replaced in Slovakia under the Order of the Minister of Finance of 12 June 1940, No 143 of the SLA, on the replacement coverage of playing cards.
(2) Playing cards which are already in circulation in the Czech and Moravian-Silesian countries on 16 March 1946 and are not circulated at all because they were subject to the gambling card tax may be used for the game only until 13 June 1946 inclusive. After that date, such cards may only be used for the game if they have been presented to the treasuries referred to in § 1, paragraph 3 at the latest, either directly or through the tax office for free registration. Paragraph 2 (1), first sentence, of the number of copies of the declaration shall apply mutatis mutandis.
§ 4.
(1) With the amendments contained in Sections 9 and 10 of the Act, the provisions of the Act of 15 April 1881, No 43 of the Act and the implementing Ministerial Decree of 27 October 1881, No 127 of the Czech and Moravian-Silesian States are again effective on 16 March 1946. From that date, therefore, the manufacturers and vendors of the cards, the printing press of the upper pictures and the companies concerned with the colouring of card cards have all the obligations imposed on them by the provisions of Sections 5 to 8, 10 and 11 of the aforementioned Act. This is in particular an obligation to declare the establishment of a factory or the opening of a shop and, as such, to indicate externally, the obligation to report changes occurring in an establishment, even if the establishments were established or the change occurred at a time when the provisions of Law No 43 / 1881 were not temporarily in force, finally the obligation to keep the prescribed records and registers.
(2) The manufacturer and vendors of playing cards and other entrepreneurs referred to in the previous paragraph, whose establishment is in the Czech and Moravian-Silesian countries, will not be affected by the criminal consequences provided for in Sections 15 and 16 of Act 43 / 1881, if they meet by 14 April 1946 at the latest, including the obligation referred to in the previous paragraph.
