on final apprenticeship examinations in teaching and study fields
The Ministry of Education of the Czech Socialist Republic provides, pursuant to § 228 (4) of the Labour Code and § 5 (4) of Act No. 63 / 1978 Coll., on measures in the system of primary and secondary schools, in agreement with the participating central authorities and the Czech Trade Union Council:

ODDÍL PRVNÍ

Basic provisions
§ 1
(1) This decree regulates the content, scope and organisation of the final apprenticeship examinations after successful completion of the final year of study in the vocational and vocational fields of secondary, vocational, apprenticeships, apprenticeships, practical training centres, vocational training centres for young people requiring special care, secondary and vocational training centres for young people requiring special care (1) and special vocational educations.2)
(2) The purpose of the final apprenticeship examinations is to determine how apprentices or workers have acquired the knowledge, skills and habits established by the characteristics of the teaching or study field and are prepared to use them to perform the tasks they are intended to perform in the profession.
(3) The final apprenticeship examinations in the fields of study are part of the graduation examinations. 3)
§ 2
(1) The final apprenticeship examination shall take place:
(a) apprenticeships in the teaching and study fields of the daily study who have benefited from compulsory subjects prescribed in the curriculum of the final year of the teaching or study;
(b) staff or members of a cooperative (hereinafter referred to as "staff") who have benefited from compulsory teaching subjects prescribed by the curriculum of the relevant teaching or study field of the final year of study at secondary vocational education.4)
(2) Teachers and staff are not required to enter the final examinations.
(3) The apprentice or worker is conducting the final apprenticeship examinations at the secondary vocational school where he ends his studies. In justified cases, the apprentice or worker may ask the Director of the secondary vocational training centre for permission to hold or complete the final apprenticeship examinations at another secondary vocational training course at which the teaching or study or, where appropriate, its specialisation has been taught; in this case, it shall be treated mutatis mutandis in accordance with the special rules governing the transfer of a pupil or apprentice to another school. 5)
(4) If the apprentice or worker is unable to attend a written, practical or oral examination for a serious cause, which he or she shall notify in writing and provide evidence to the Director of the secondary vocational training centre, or to complete it, he or she may carry out it at an alternate date to be determined by the Regional National Committee, which shall lead the secondary vocational training centre, on a proposal from the Director of the secondary vocational training centre.
(5) If an apprentice or worker does not appear for the final apprenticeship examination without giving any serious reasons, he may take the final apprenticeship examination at the earliest by the time of the repair examinations.
§ 3
(1) Workers who have completed the final apprenticeship examination in the teaching or study field may pass the final apprenticeship examination in the next teaching or study field if they have completed their studies to the extent specified by the specific regulations.4)
(2) Workers who have completed the final apprenticeship examination in a particular field of study or course may fulfil the requirement of addition or extension of professional qualifications, corresponding to the further specialisation of the same field of study, provided that, after 18 years of age, they have completed 6 months' experience in the relevant profession and have successfully completed the study of specialist subjects. On the teaching certificate or the diploma certificate, the secondary vocational teacher shall state the following clause: "Successful completion of the study from special subjects according to § 3 (2) of Decree No. 5 / 1981 Coll., the worker fulfilled the requirement of addition or extension of the qualification for the pursuit of the profession, corresponding to the field of study... code and title of the subject)." The endorsement shall have the date of the final classification and shall bear the signature of the Director of the secondary vocational training centre and the stamp of the secondary vocational training centre. The organisation of the study of specialist subjects in the further focus of the teaching or study field is governed by special regulations.4)
(3) The nominal list of double-copy staff referred to in paragraph 2, with completed and validated applications, a certificate from all the years of preparation in the relevant field of study and a proof of completion of the study (diploma certificate, teaching certificate) and an opinion on work, shall be sent by the organisation to the Regional National Committee in whose territory it is established by 31 March. The Regional National Committee shall forward them to the secondary vocational teachers, according to the professional focus, by 30 April.
(4) The secondary vocational training centre shall inform the applicant in writing of his admission to study at work no later than 30 June.
§ 4
(1) The final apprenticeship examination is composed of the following subjects:
(a) written,
(b) practical;
(c) oral,
and in the field of study from the test:
(a) written,
(b) practical.

Organisation of final apprenticeships in secondary vocational schools
§ 5
(1) The preparation, course and performance of the final apprenticeship examinations are organised by the secondary vocational training centre and managed by the examination committee.
(2) The examination committees shall be set up for at least three years for a single teaching or study course, or for several related teaching or study fields, where appropriate.
(3) The examination committee for teaching subjects is four members. The chair shall be the Director or Deputy Director of another secondary vocational training centre, or, where appropriate, an experienced pedagogical worker of another secondary vocational training centre, who is qualified in the appropriate field, or in related fields and at least 7 years of teaching experience. The President shall be appointed by the Regional National Committee, which shall conduct the secondary vocational training centre by 15 April at the latest. The Vice-President shall be the Director or Deputy Director of the Secondary Vocational Training Centre, or any other member of the Educational Corps, who shall have at least 5 years of teaching experience, the Secondary Vocational Training Centre which shall provide the final apprenticeship examinations. Other members of the examination committee are master of vocational education and teacher of professional subjects for the relevant field. The members of the commission shall be appointed by the Director of the secondary vocational training centre by 30 April.
(4) The examination committee in the fields of study is six and its composition is determined by the regulations governing secondary school graduation examinations.
(5) The panel shall be chaired by its chairman.
(6) The examination committee shall in particular have the following responsibilities:
(a) no later than one month before the start of the final apprenticeship examinations, draw up a work plan indicating the time and place of the written, practical and oral examinations, the number of apprentices and staff, the participation of members of the Commission in the preparation, organisation and control of the examinations;
(b) approve the subjects of the written examinations if they have been drawn up by the secondary vocational training centre at which the final apprenticeship examinations are to be carried out (§ 6 (3));
(c) approve the topics of practical examinations;
(d) approve oral questions;
(e) evaluate the final apprenticeship examinations;
(f) report in writing on the course and results of the final apprenticeship examinations to the Director of the Secondary Vocational Training Centre and to the Regional National Committee, which shall conduct the Secondary Vocational Training Centre.
§ 6
Written test
(1) The purpose of the written examination is to determine how apprentices or staff have acquired a teaching substance from all the professional subjects of the relevant field of study.
(2) Written examinations in the fields of study shall be carried out by apprentices or staff between 16 and 30 June, in the fields of study on the first working day of the following week following the completion of the written examinations.
(3) The central body responsible for preparing youth for the labour profession (6) sets out four topics of written work for the secondary vocational schools in its field of competence, no later than one week before the beginning of the examinations. The central authority may entrust the secondary vocational training centre at which the final apprenticeship examinations are to be carried out by determining the subjects of the written examinations; in this case, the subjects shall be approved by the Examination Committee. Where the subjects of the written examinations are determined by the central authority, they shall be held in the fields of study on the first working day after 16 June.
(4) The President of the Examination Board, or a member appointed by the President, shall open an envelope containing the topics of the written examination in the classroom in the presence of apprentices and staff and another member of the Examination Board. A member of the test committee shall inform the apprentices and staff of the topics and, where appropriate, the accompanying instructions. The apprentice or worker chooses one of the set topics within 15 minutes.
(5) Five hours of continuous time shall be set for the written examination; For the purpose of the written examination, 60 minutes shall be considered as one hour.
(6) During the written examination, apprentices or workers may use the professional tools necessary for its preparation, authorised for the award of the written work.
(7) The supervising member of the examination committee or an authorised pedagogical officer shall ensure that the examinations work separately. The time of their stay outside the test room shall be recorded in the written test report. Only one tested person may stay outside the test room.
(8) The results of the written examination are evaluated and classified by the teacher of the professional subjects according to the scale defined by the classification time7) and recorded in the checklist of the tested.
§ 7
Practical test
(1) The purpose of the practical examination is to verify the practical skills of apprentices or workers and the ability to apply theoretical knowledge obtained in the relevant field of instruction or study in carrying out specific activities.
(2) Practical examinations are carried out in the field of teaching between 10 and 31 December; in the field of study in the period after the annual classification, but not later than the beginning of the study leave to prepare for the oral graduation exam.
(3) Practical examination topics are proposed by teachers, who are to be designated by the Director of the secondary vocational training centre, unless the central body responsible for preparing youth for the working profession provides for uniform subjects.
(4) The practical examination takes place at the workplace of the secondary vocational training centre and on the typical work of the teaching or study field. Depending on the complexity of the teaching or learning field, it usually takes 1 to 2 consecutive working days under the supervision of a master of vocational education appointed by the examination committee.
(5) It may be started on 1 August in teaching fields where their character does not allow the organisation of a practical examination within the period laid down in paragraph 2. In agreement with the Ministry of Education of the Czech Socialist Republic, the exact term is laid down by the central body under whose responsibility the teaching subjects are taught.
(6) In the practical test:
(a) the quality of the product (services), the accuracy of the choice of the working process and the working methods;
(b) compliance with production and technical standards, compliance with performance standards (if any);
(c) the operation and maintenance of machinery and equipment, the maintenance of manufacturing equipment, the organisation of the workplace and the respect of the principles of safety of work.
(7) The results of the practical examination shall be evaluated and classified by the master of the vocational education under whose guidance the apprentice or worker has carried out the examination, according to the scale specified by the classifies7) and shall be recorded in the checklist of the tested.
§ 8
Oral examinations
(1) The purpose of the oral examination is to determine how an apprentice or worker can apply the knowledge and skills required for the pursuit of the labour profession.
(2) The course of the oral examination has two parts. In the first part, the results of the written and practical examination are based. In the second part, the candidate chooses questions from a set of 30 pairs of questions developed by teachers of professional subjects. A period of 15 minutes shall be set for oral preparation; If it is part of the question of graphic solution, this period may be extended by another 15 minutes. The oral exam shall take a maximum of 20 minutes.
(3) The oral examination shall be carried out by apprentices or workers after a practical examination, not earlier than 10 December and not later than 31 December.
(4) The result of the oral examination is assessed according to the scale defined by the classification7) and recorded on the test sheet.
§ 9
Evaluation of the final apprenticeship examination
(1) In the overall evaluation of the final apprenticeship examination, the examination panel shall be based on the results of the written and practical examination, also on the oral examination for the subjects and shall take into account the results of the studies in all the years of the teaching or study, in particular in the last year of study; for staff studying at work, the Commission shall also take account of the opinion on the organisation's work.
(2) The outcome of the final apprenticeship examination is decided by all members of the examination committee by voting. In the event of a tie, the President of the Commission shall vote. The final evaluation in the fields of study shall be carried out by the Commission immediately after the oral examination, no later than 31 December.
(3) The final apprenticeship examination of an apprentice or an apprenticeship worker shall be evaluated by the Examination Board according to the following scale:
(a) served with distinction,
if the practical examination gives the mark excellent and the written or oral examination gives one excellent and the other at least commendable, it does not, according to the latest assessment of the vocational training and all compulsory general education and vocational subjects, or of any subject worse than good, the average benefit of not more than 1,50 and the behaviour very good;
(b) has benefited very well,
if, from a written practical and oral examination, the mark is at least commendable, or, where appropriate, from a written or oral examination, one mark excellent and the other at least good, the mark is not worse than good, the average benefit of 2,25 and the behaviour is very good, according to the latest assessment of the training and all compulsory general education and professional subjects;
(c) benefit,
if it has at least sufficient written, practical and oral examination;
(d) failed;
if the written, practical or oral examination has been evaluated at a level 5 (insufficiently).
(4) The final apprenticeship examination in the field of study shall be evaluated by the examination committee according to the following scale:
(a) Grade 1 - excellent,
if the apprentice has an excellent mark from the practical examination, at least a commendable mark from the written examination and an excellent mark from professional training according to the last evaluation;
(b) level 2 - commendable;
if the apprentice has a commendation mark from the practical examination, at least a good one from the written examination and at least a commendation mark from professional training according to the last assessment;
(c) Grade 3 - good,
if the apprentice has at least a good grade from the practical and written examination and a good grade from the professional training according to the last assessment;
(d) Grade 4 - sufficient;
if the apprentice has at least sufficient grade from practical and written examination and at least sufficient grade from professional training according to the last assessment;
(e) Grade 5 - insufficient;
if the apprentice from the written or practical examination has been assessed in degree 5 - inadequately.
§ 10
(1) The apprentice or worker who has successfully passed the final apprenticeship examination in the field of instruction shall receive a teaching certificate from the secondary vocational training centre in which he passed the final apprenticeship examination.
(2) The training certificate shall be signed by the chairman of the examination committee, the director of the secondary vocational training centre and the class teacher; date of the final evaluation.
(3) An apprentice or worker who has successfully passed a graduate examination, which includes a final apprenticeship examination, will receive a certificate of completion of the graduate examinations, which also serves as a teaching certificate. 8)
(4) The diploma certificate shall be signed by the chairman of the examination committee, the director of the secondary vocational training centre and the class teacher.
(5) An apprentice who did not benefit from the final apprenticeship examination or the graduation exam will receive a certificate from the organisation with which he had an agreed learning relationship and for which period and for which the apprenticeship or study course was prepared. 9)
§ 11
The examination committee shall draw up a report on the final examinations, which shall be signed by all members of the examination committee. The report on the final apprenticeship examinations shall be submitted by the chairman of the examination committee, together with the inspection papers and written papers tested by the Director of the secondary vocational training centre in which the examinations were carried out. The Director of the Secondary Vocational Training Centre shall arrange for the deposit of documents and send a copy of the protocol no later than one week after the completion of the final apprenticeship examinations to the Regional National Committee which shall conduct the Centre Vocational Training Centre and to the organisation which has set up the Centre Vocational Training Centre. 10) The summary results of the final examinations will be sent by the Regional National Committee to the Ministry of Education of the Czech Socialist Republic no later than one month after the end of the final examinations.
§ 12
Corrective tests
(1) If an apprentice or a teacher does not benefit from a written examination, the examination committee shall set the date of the repair examination at the latest by the time of the practical examination.
(2) The examination committee shall fix the date of the corrective examination for the period from 1 March to 31 March for apprentices or workers who have not benefited from the final apprenticeship examination.
(3) Corrective final apprenticeship examinations in the fields of study are held:
(a) written examinations on Friday, the second full week of September and February;
(b) practical examinations on Monday to Tuesday in the third full week of September and February.
(4) On a proposal from the Methodology Panel, the topic of the final examinations will be approved by the Director of the secondary vocational training centre in which the examinations are carried out; The director of the secondary vocational training centre shall organise the final apprenticeship examinations.
§ 13
The supervision of the final apprenticeship examinations shall be carried out by the national youth education authorities for the professional professions. 11)
§ 14
The cost and reimbursement of travel expenses of members of the Commission associated with the organisation of the final apprenticeship examinations shall be borne by the organisation which has set up the secondary vocational training centre of the Regional National Committees of the Organisation, managed or managed by the Regional National Committee. 12) Where the final apprenticeship examinations are carried out in a secondary vocational training centre and the apprentices are raised in another secondary vocational training centre or staff of another organisation, they shall pay a proportion of the costs of the organisation for which the apprentices or staff have been preparing.
§ 15
The organisation of final apprenticeship examinations at secondary vocational schools, in the fields of teaching according to the existing regulations (13) shall be carried out in accordance with the specific regulations14), with the possibility that the preparation and performance of the examinations can provide the secondary vocational training centre at the request of the organisation responsible for ensuring the final apprenticeship examinations and with the agreement of the organisation which established the secondary vocational training centre.

Final apprenticeship examinations at vocational schools, apprenticeship schools, apprenticeship centres, vocational training courses for young people requiring special care, secondary vocational training courses for young people requiring special care and special training courses
§ 16
(1) Paragraph 3 to 14 of this Decree also applies to the final examinations of apprenticeships in newly designed teaching fields in vocational schools, apprenticeships, apprenticeships, vocational training centres for young people requiring special care, secondary vocational training centres for young people requiring special care (1) and special vocational educations2) with the following derogations:
(a) apprentices and staff who have completed the final apprenticeship examination at the vocational training centre, the apprenticeship school and the apprenticeship centre shall be given by the organisation entrusted with the organisation of the final apprenticeship examinations. The certificate shall be signed by the chairman of the examination committee and by the head of the organisation in which the apprentice or worker passed the final apprenticeship examination, with the date of the final evaluation. The educational certificate shall be endorsed by the Regional National Committee; without this certificate, the certificate is invalid;
(b) in vocational training courses for young people requiring special care, in secondary vocational training courses for young people requiring special care, and in special training courses, the final apprenticeship examinations (written, practical and oral) shall be carried out in the period from 15 to 30 June, in the period from 1 to 15 September;
(c) four hours of continuous time shall be set for the completion of the written final examination in special training courses.
(2) Where the term "Master of Vocational Education 'is used by the Decree, this includes a workshop teacher in vocational schools and secondary vocational training for young people requiring special care and in special vocational training.

Final provisions
§ 17
The guidelines of the Ministry of Education and Culture of 16 April 1962 No 17 515 / 1962-II / 1 for qualification examinations and for the final apprenticeship examinations of secondary school pupils working in production according to the principles approved by the Government Resolution No. 106 / 1961 Coll., notified at 27 / 1962 Coll.
§ 18
This Decree shall take effect on 1 March 1981.
