voluntary blood donations.
The Minister of Health hereby mandates, pursuant to Sections 4 and 16 (1) of Act No. 103 / 1951 Coll., on uniform preventive and medical care:
§ 1.
Blood transfer (transfusion) is not only a successful method for treating certain diseases, but also a single life-threatening life-threatening device. That is why voluntary blood donation for transfusions is important for the benefit of citizens in carrying out preventive and therapeutic care and showing high awareness of belonging to the whole.
§ 2.
Recruitment of voluntary blood donors (hereinafter referred to as "donors"), promotion of blood donation and education is carried out by the Czechoslovak Red Cross, in cooperation with other voluntary organisations, in particular a unified trade union organisation, according to the instructions of the state health authorities.
§ 3.
(1) Blood collection from donors is organised, managed and controlled by national health authorities.
(2) Blood from donors is collected by transfusions and hospitals (their blood banks).
(3) The authorities and establishments of the State Health Administration are required to ensure that blood collection is carried out in a planned, conscientious manner and in accordance with current knowledge of science.
§ 4.
(1) Prior to blood collection, the donor should undergo a medical examination.
(2) The donor is entitled to a state allowance for improved diet after blood collection.
§ 5.
(1) The competitions, businesses, offices, organisations and institutions are required to provide the donor with paid leave for the time needed for medical examination or blood collection at the request of a transfusions station or hospital (blood banks).
(2) Expenditure on travel for medical examination and blood collection is to be reimbursed by the State to the donor.
§ 6.
The details of the allowance for improved eating, paid leave and reimbursement of travel expenses shall be determined by the Ministry of Health in agreement with the central authorities involved and the Central Council of Trade Unions.
§ 7.
This Regulation shall enter into force on the day of its publication.
