DECLARATION
of 10 November 2006
on documentation of buildings
The Ministry of Local Development provides pursuant to § 193 of Act No. 183 / 2006 Coll., on Territorial Planning and Construction Regulations (Construction Act):
§ 1
(1) This decree sets out the scope and content of:
(a) documentation for the decision on the location of the construction or installation (hereinafter referred to as "construction");
(b) documentation for the decision to change the use of the territory;
(c) documentation for the decision to change the effects of the use of the building on the territory;
(d) documentation for the issue of a joint authorisation;
(e) project documentation for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or project documentation for the issue of building permits;
(f) project documentation for the implementation of the construction; and
(g) documentation of the actual implementation of the construction.
(2) This decree also sets out the details of the documentation of the cutting works, the content of the building diary, the simple record of the construction and the way in which they are managed.
(3) This Decree does not apply to the design documentation for the construction of air, railway, motorway, road, local roads and public access to special-purpose roads pursuant to § 194 (c) of the Building Act, except for the documentation for the issue of a common authorisation for railway construction, the construction of motorways, roads, local roads and public access to special-purpose roads.
§ 1a
Documentation for the decision on the location of the construction
(Articles 86 (6) and 94c (3) of the Building Act)
(1) The scope and content of the documentation for the decision on the location of the construction is set out in Annex 1 to this Decree.
(2) The scope and content of the documentation for the decision on the location of the line construction of the technical infrastructure, including related technological objects, are set out in Annex 2 to this Decree.
(3) The scope and content of the documentation for the decision on the location of the runway is set out in Annex 3 to this Decree.
(4) The scope and content of the documentation for the decision on the location of the motorway, road, local communication and public purpose communication are set out in Annex 4 to this Decree.
(5) The scope and content of the documentation for the decision on the location of the building set on the site of the nuclear installation is set out in Annex 5 to this Decree.
§ 1b
Documentation for the decision to change the use of the territory
(Articles 86 (6) and 94c (3) of the Building Act)
The scope and content of the documentation for the decision to change the use of the territory is set out in Annex 6 to this Decree.
§ 1c
Documentation for the decision to change the impact of the use of the building on the territory
(Articles 86 (6) and 94c (3) of the Building Act)
The scope and content of the documentation for the decision to change the effect of the use of the building on the territory is set out in Annex 7 to this decree.
§ 1d
Documentation for the issue of a joint authorisation
(K § 94l (7) and § 94s (6) of the Building Act)
(1) The scope and content of the dossier for the issue of a joint authorisation are set out in Annex 8 to this Regulation.
(2) The scope and content of the documentation for the issue of a joint authorisation for the line construction of technical infrastructure, including related technological objects, are set out in Annex 9 to this Decree.
(3) The scope and content of the documentation for the issue of a common railway construction permit are set out in Annex 10 to this Decree.
(4) The scope and content of the documentation for the issue of a joint authorisation for the construction of motorways, roads, local communications and public purpose communications are set out in Annex 11 to this Decree.
§ 2
Project documentation
(Articles 105 (9) and 110 (5) of the Building Act)
The scope and content of the project documentation for the declaration of construction referred to in § 104 (1) (a) to (e) of the Building Act or for the issue of a building permit is set out in Annex 12 to this Decree.
§ 3
Project documentation for construction implementation
(C § 134 (7) of the Building Act)
The scope and content of the project documentation for the implementation of the construction is set out in Annex 13 to this Decree.
§ 4
Documentation of actual construction implementation
(K § 125 (6) of the Building Act)
(1) The scope and content of the documentation for the actual implementation of the construction is set out in Annex 14 to this Decree.
(2) The documentation of the actual implementation of the construction may consist of a copy of the validated project documentation accompanied by drawings of the deviations, provided that this does not prejudice the clarity and clarity of the documentation.
§ 5
Documentation of cutting works
(K § 128 (8) of the Building Act)
The formalities for documentation of the cutting works are set out in Annex 15 to this Decree.
§ 6
Construction log and simple record of construction
(K § 157 (4) of the Building Act)
The content of the building log and the simple record of the construction and the way in which they are managed are set out in Annex 16 to this decree.
§ 6a
(1) The documentation or project documentation drawn up in accordance with Annexes 1 to 4 and 6 to 15 to this Regulation shall always contain parts A to D, the documentation drawn up in accordance with Annex 5 to this Regulation shall always contain parts A to C. The document part shall be attached to the documentation or project documentation.
(2) The parts of the Annexes referred to in paragraph 1 shall be further broken down into individual items, the extent of each part and item being consistent with the type and importance of the construction, the nature of the proposed change in the territory, the nature of the proposed change in the impact of the use of the building on the territory, the conditions in the territory, the location of the building, the construction design, the purpose of use, the environmental impact and the duration of the construction. Items of individual parts not included in the construction shall not be entered.
(3) The documentation for the decision on the location of the building file or the documentation for the issue of the joint authorisation of the building file shall always contain parts A to C processed for the whole building file. Part D shall be processed in accordance with the relevant annex to this decree for each building set.
Transitional and final provisions
§ 7
This Decree shall not apply to the documents referred to in Sections 2, 3 or 5, as applicable, assessed after 1 January 2007 if they have been processed mainly before the date of entry into force of this Decree.
§ 8
This Decree shall take effect on 1 January 2007.

A.1 Identifying information
A.1.1 Construction data
(a) the name of the building;
(b) place of construction - address, descriptive numbers, cadastral territory, parcustoms numbers of land,
(c) subject matter of documentation - new construction or change of completed construction, permanent or temporary construction, purpose of use of the construction.
A.1.2. Data on the applicant
(a) the name, surname and place of permanent residence (natural person); or
(b) the name, surname, identity number of the person, place of business (natural person undertaking if the intention is related to his business); or
(c) the company or name, identification number of the person, address of the registered office (legal person).
A.1.3. Data on the documentation processor
(a) name, surname, business name, person identification number, place of business (natural person undertaking) or business name, person identification number, registered address (legal person);
(b) the name and surname of the main designer, including the number under which it is entered in the register of authorized persons maintained by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of its authorization,
(c) the names and surnames of the designers of the individual parts of the documentation, including the number under which they are entered in the register of authorized persons maintained by the Czech Chamber of Architects or by the Czech Chamber of Authorised Engineers and Technicians active in the construction, with a marked field or specialization of their authorization.

B Technical summary report
B.1 Description of construction territory
(a) the characteristics of the territory and the building plot, the built-up territory and the non-built territory, the conformity of the proposed construction with the nature of the territory, the use and construction of the territory,
(b) details of the conformity of the construction with the zoning documentation, the objectives and the zoning planning tasks, including information on the zoning documentation issued;
(c) information on decisions to authorise exemptions from the general land use requirements;
(d) whether and in what parts of the dossier the conditions of binding opinions of the authorities concerned are taken into account;
(e) the list and conclusions of the surveys and analyses carried out - geological survey, hydrogeological survey, construction historical survey, etc.,
(f) protection of the territory under other legislation1),
(g) the location in relation to the flood area, subdolled area, etc.,
h) influence of the construction on surrounding buildings and land, protection of the surroundings, impact of the construction on outflow conditions in the territory;
(i) requirements for rendering, demolition, wood felling;
(j) the requirements for the maximum temporary and permanent seizures of the agricultural land fund or parcels intended for the performance of the forest function;
(k) territorial technical conditions - in particular the possibility of connecting to existing transport and technical infrastructure, the possibility of access to the proposed construction without barriers;
(l) physical and temporal linkages of the construction, contingent, induced, related investments;
(m) the list of land according to the land register on which the construction is located;
(n) a list of land according to the cadastral of the property where the protection or security zone is established.
B.2 General description of the construction
B.2.1. Basic characteristics of the construction and its use
(a) a new construction or modification of the completed construction; for the change of construction, data on their current condition, conclusions of construction technical or historical survey and results of static assessment of supporting structures,
(b) the purpose of the use of the construction;
(c) permanent or temporary construction;
(d) information on decisions taken to allow an exemption from technical requirements for construction and technical requirements ensuring the barrier-free use of the construction;
(e) whether and in what parts of the dossier the conditions of binding opinions of the authorities concerned are taken into account;
(f) protection of construction under other legislation1),
(g) proposed construction parameters - built-in area, built-in space, usable area and expected operational and production capacity, number of functional units and their size, etc.,
(h) the basic balance of construction - the needs and consumption of media and materials, the management of rainwater, the total quantity produced and the types of waste and emissions, etc.,
(i) basic construction assumptions - time data on implementation of the construction, breakdown into stages;
(j) the indicative cost of the construction.
B.2.2 Total urban and architectural solutions
(a) urban planning - territorial regulation, spatial solution composition,
b) architectural solution - composition of shape, material and colour solution.
B.2.3 Disposable, technological and operational solutions
B.2.4 Handicap use of the building
Principles for dealing with accessibility and use of construction by persons with reduced mobility or orientation, including information on conditions for the performance of the work of disabled persons.
B.2.5 Safety when using the construction
B.2.6. Basic technical description of buildings
B.2.7 Basic description of technical and technological equipment
Principles for addressing equipment, needs and consumption of critical media.
B.2.8 Principles of fire safety solution

Principles for dealing with building parameters - ventilation, heating, lighting, water, waste, etc., as well as principles for dealing with the impact of construction on the surroundings - vibration, noise, dust, etc.

(a) protection against the penetration of radon from subsoil;

Description and protection of environmental effects of the construction
(a) environmental impact - air, noise, water, waste and soil;
(b) impact on nature and landscape - tree protection, conservation of conservation trees, plant and animal protection, conservation of ecological functions and ties in the landscape, etc.,
(c) the impact on the Natura 2000 system of protected territories;
(d) the way in which the conditions of the binding opinion are taken into account in the environmental impact assessment, if any,
(e) in the case of projects falling under the integrated prevention scheme, the basic parameters of the way in which best available techniques or integrated permits are implemented, if issued;
(f) the proposed protection and safety zones, the scope of the restrictions and the conditions of protection under other legislation.
Where the dossier is the basis for territorial management with an environmental impact assessment, the information on points (a), (b), (d) and (e) shall not be provided as it is part of the environmental impact documentation.
B.7 Protection of the population
Compliance with the essential requirements for the performance of the public protection tasks.
B.8 Principles of organisation of construction
(a) connection of construction sites to existing transport and technical infrastructure;
(b) protection of the surroundings of the construction site and requirements for related rendering, demolition, wood felling;
(c) maximum temporary and permanent posts for construction sites;
(d) requirements for barrier-free circumvention routes;
(e) the balance sheet of the land works, the requirements for the input or deponium of the earth.
B.9 Total water management solution

(a) measure 1: 200 to 1: 1 000, for large-scale buildings 1: 2 000 or 1: 5 000, for a change in the building, which is a cultural monument, for a building in a conservation or conservation zone of the scale 1: 200;
(b) existing buildings, transport and technical infrastructure;

(f) identification of the individual structures proposed and removed and the technical infrastructure;
