ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 30 November 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of crisis measures, by virtue of Articles 5 (e) and 6 (1) (b) of the Crisis Act.
This Decision shall enter into force on the date of its adoption.
I. prohibits
1. mass actions, unless otherwise specified, carried out in a number of more than 10 persons in the interior of buildings or 50 persons in the external spaces, with the exception of:
(a) members of the household;
(b) employees working for the same employer;
(c) persons engaged jointly in business or other similar activities;
(d) persons engaged jointly in activities for which they are required under the law and are required to do so in a higher number of persons;
(e) meetings, meetings and similar events of constitutional, public authority, courts and other public bodies or persons established under the law,
where persons participating in a collective action maintain a distance from persons not participating in such a collective action of at least 2 metres;
2.
(a) concerts and other musical, theatre, film and other artistic performances including circuses and varieté with the presence of spectators,
(i) the breathing protection device of the practitioner may be postponed only at the place of performance of his own production and only for the duration of that production;
(ii) if the stage work is part of a song, the number of performers on the stage or in the examination room shall be limited in such a way that the total number of performers shall not exceed the number of square metres of the total floor area of the stage or test room divided by four;
(iii) for players of all tool groups, it is necessary to follow intervals of at least 1.2 metres and each player on string tools shall use a separate note counter if space conditions permit;
(b) the joint singing of more than 10 persons in the interior of buildings, with the exception of residence, even if it is a work or business activity, except in the case referred to in point (a), and with the exception of parent schools and children's groups;
(c) the use of ski lifts and cableway installations by the public;
II. limits
1. educational events and examinations in such a way that, at one time, 10 persons may be present in the interior of the buildings or 50 persons in the outer spaces and, if the public examination is public, a maximum of 3 persons from the public may be present in the interior of the buildings, the participants shall maintain a spacing of at least 2 metres; no more than 4 participants sit at one table; food and food, including beverages, shall be consumed only in the sitting position;
2. the operation of gambling rooms, casinos and betting offices in such a way that their premises are closed to customers in time between 10: 00 and 05: 59, in the indoor areas of the betting office a maximum of 1 person per 15 m2 of indoor area may be present and operators of gambling rooms and casinos must comply with the following rules:
(a) all customers must be seated in such a way that there is a distance of at least 1,5 metres between them, except for customers sitting at the same table;
(b) not more than 4 customers sit at one table, except for members of the household; In the case of a long table, it may accommodate several customers so that there is a distribution of at least 2 metres between groups of not more than 4 customers, with the exception of household members,
3. the operation of sports sites in such a way that:
(a) sports associations organised by professional and amateur competitions shall be held without the presence of spectators;
(b) in the interior of buildings (e.g. gyms, playgrounds, ice rink, courts, rings, bowling or billiards, training facilities, dance studios, gym and fitness centres), only individual sports may be operated and there may be a maximum of 10 persons present at one time, except for sports activities in schools or schools and universities, where emergency measures allow for this;
(c) for the pursuit and preparation of sports activities carried out by persons in the course of employment, business or other similar activities as preparation for sporting events held in the context of competitions organised by sports associations, and sports events shall be subject to:
(i) for indoor and outdoor preparation, there may be 1 team or 1 group of long-term training athletes,
(ii) for entering and leaving the sports grounds, use of changing rooms, showers and toilets, the regime measures are set up;
(d) for the pursuit of sports activities and competitions of amateur athletes organised by and preparing for sports associations
(i) for internal preparation there may be 1 team or 1 group of co-preparing athletes on one sports area, but not more than 10 persons;
(ii) sport outside may not exceed 2 teams or 2 groups on one sports area;
(iii) for entering and leaving the sports grounds, the use of changing rooms, showers and toilets are set up by the regime;
(e) for the exercise of recreational sport:
(i) the indoor sports grounds may be used for a maximum of 10 persons and a maximum of 1 person per 15 m2;
(ii) sport outside may not exceed 2 teams or 2 groups on one sports area;
(iii) for entering and leaving the sports grounds, the use of changing rooms, showers and toilets are set up by the regime;
(f) the operation of fitness centres is allowed in their external and internal areas, while respecting spacing of at least 2 metres between persons; a maximum of 1 person per 15 m2 of indoor space may be present in the indoor areas, and group activities may be operated in a maximum of 10 persons; for dressing rooms, showers and toilets, the operator shall set the management arrangements; individual training must be performed at a minimum intervals of 2 metres, except for the distance between the customer and the coach,
4. the operation and use of artificial swimming pools (swimming pool, bath pool, swimming pool for infants and toddlers, paddling grounds), wellness facilities including saunas, solarium and salt caves, as far as the provision of health services by the health service provider is concerned, so that a maximum of 50 persons may be present in the outdoor areas and a maximum of 1 person per 15 m2 of indoor area may be present, group activities may be operated in a maximum of 10 persons, sauna ceremonies and steam sauna operations are prohibited;
5. visits and inspections of zoos and botanical gardens in such a way that no more than 25% of the capacity of the maximum possible number of visitors at one time can be used, a maximum of 1 person per 15 m2 of indoor area for the public may be present in the indoor areas and, in the case of group inspections, a maximum of 10 persons may be present;
6. visits and tours of museums, galleries, exhibition premises so that no more than 25% of the capacity can be used from the maximum number of visitors at one time, and in the case of group tours of up to 10 persons,
7. visits and tours of castles, castles and similar historical or cultural objects, observatories and planetariums so that visitors can stay in the building and move in groups of up to 10 persons,
8. trade fairs and trade fairs in such a way that no more than 25% of the capacity can be used from the maximum possible number of visitors at one time, a maximum of 1 person per 15 m2 of indoor space intended for the public may be present within the premises, and participants shall maintain a minimum of 2 metres apart, except for household members,
9. participation in the wedding, statements of persons entering together in a registered partnership, funeral and subsequent celebration or funeral feast, held no later than the following day, so that participation in each of these events is not more than 30 persons,
10. the right to gather peacefully according to Act No. 84 / 1990 Coll., on the right of assembly, as amended, so that each participant is obliged to have a protective means of breathing (nose, mouth) which prevents the spread of droplets, and
(a) the assembly, not including the assembly referred to in (b), may take place only outside the internal premises of the buildings and may take part in a total of not more than 100 participants, in groups of not more than 20 participants and in the maintenance of intervals between groups of participants of at least 2 metres;
(b) a assembly organised by a church or religious society in a church or other room intended for religious ceremonies may not attend more than 30% of the seats occupied, the participants, except for persons leading or providing the ceremony, shall, for most of the time, sit on seats, observe a minimum of 2 metres between participants sitting in one row of seats, disinfect their hands before entering the inner space, do not shake hands when the room is greeted, and there is no mass singing within the assembly;
11. the operation of the catering service establishment by its operators must comply with the following rules:
(a) the prohibition of public presence in food service establishments between 10: 00 and 05: 59, with the exception of establishments which do not serve the public (e.g. employment, catering of health service providers and social services, in prison facilities);
(b) customers shall be so established that there is a distance of at least 1,5 metres between them, except for customers sitting at one table;
(c) a maximum of four customers sit at one table, except for members of the household; In the case of a long table, it may accommodate several customers so that there is a distribution of at least 2 metres between groups of not more than 4 customers, with the exception of household members,
(d) in the case of sales from an establishment of catering services to a customer outside its internal premises (e.g. a window of dispensing), persons who consume food and food in the immediate vicinity of the establishment, including drinks purchased there, shall comply with the separation of at least 2 metres from other persons, if not for household members;
(e) the operator shall not allow more customers in the interior of the establishment than 50% of the capacity of the seating positions for customers; the operator is obliged to record in writing the total current number of seating positions for customers;
f) the possibility of wireless internet connection for the public will not be provided,
12. the activity of shopping centres with a sales area exceeding 5000 m2 so that
(a) the use of resting places (chairs, chairs, benches, etc.) is restricted so as not to be places of assembly;
(b) the possibility of wireless Internet connection for the public is not provided;
(c) the operator shall ensure at least one person oversees compliance with the following rules and shall act on customers and other persons to comply with them;
(d) the following customer instructions are communicated to customers and other persons in particular by means of information boards, leaflets, screens, radio, etc.,
(e) the operator shall ensure a visible indication of the order to comply with the 2 metres spread between persons on publicly accessible areas in the shopping centre (e.g. in the form of info, radio centre spots, information at the entrance to stores and other premises, information on the floor of public spaces, etc.),
(f) the assembly of persons is prevented, in particular in all places where this can be expected, e.g. entrances from underground garages, spaces in front of elevators, escalators, travelers, toilets, etc.,
(g) the operation of children's corners is prohibited;
h) the operator ensures the maximum possible air circulation with outdoor air intake (ventilation or air conditioning) without air recirculation in the object;
(i) promotional activities in shops where a natural person is present to ensure their conduct are prohibited;
(j) sales from the establishment of catering services located within the shopping centre are only possible through the window or as food with them;
13. the operation of agricultural and other outdoor markets and markets so that their operators must comply with the following rules:
(a) ensure distance between stands, tables or other points of sale of at least 4 metres;
(b) to place containers of disinfectant at each point of sale;
(c) the sale of food and food, including on-the-spot drinks, shall be prohibited;
(d) tables and seating positions shall be prohibited;
14. the operation of libraries by operators must comply with the following rules:
(a) it does not allow more customers than 1 customer to be present at the premises of the 15 m2 part of the library which is accessible to the public;
(b) actively prevent customers from staying less than 2 metres away, except for persons from the common household;
(c) ensure that library staff perform hand hygiene with increased frequency when in contact with books and other similar goods;
(d) place disinfectants at the entrance to the library in order to be available to customers for hand disinfection;
15. the operation of hairdressers, beauty service establishments, massages, pedicures and manicures in such a way that they do not allow more customers than 1 customer per 15 m2 of the area of the establishment which is accessible to the public, with children up to 15 years of age not included in the number of customers, and a distance of at least 2 metres between customers is maintained;
16. operation at retail and sales and service establishments by compliance with the following rules:
1. does not allow more customers in the establishment than 1 customer per 15 m2 of sales space; in the case of an establishment with a sales area of less than 15 m2, this restriction shall not apply to a child under 15 years of age accompanying a customer and accompanying a customer holding a disabled person's licence; in the case of other establishments, this restriction shall not apply to a child under 6 years of age accompanying the customer;
2. actively prevents customers from staying less than 2 metres away, except for persons from the common household;
3. ensure the management of fronts of waiting customers, both inside and outside the establishment, in particular by means of the marking of the area for waiting and placing marks for minimum spacing between customers (minimum spacing of 2 metres), with a customer holding a disabled person's licence having the right of priority purchase;
4. place disinfectants on frequently touched articles (mainly handles, railings, shopping carts) so that they are available to employees and customers of the premises and can be used for regular disinfection;
5. ensure that customers are informed of the above-mentioned rules, in particular by means of information posters at the entrance and at the premises and, where appropriate, by communicating the rules of the speakers at the premises;
6. the operator ensures maximum possible air circulation with outdoor air intake (ventilation or air conditioning) without air recirculation in the building,
7. promotional activities are prohibited in shops where a natural person is present to ensure their conduct;
8. In the case of a person carrying a stroller with a child, the operator shall not require that he use a shopping cart for purchase, and the child in the stroller shall not be counted against the total permissible number of persons on the sales space,
the sales area means the part of the establishment which is intended for the sale and display of goods, i.e. the total area to which customers have access, including test rooms, the area occupied by desks and interpretations, the area behind desks used by sellers; no offices, warehouses and preparation rooms, workshops, staircases, dressing rooms and other public spaces shall be included in the sales space;
III recommends
1. employers
(a) use work at a distance where staff members are able to carry it out at the place of residence due to the nature of the work and operating conditions;
(b) ensure regular testing of their staff for the presence of SARS CoV-2 or its antigen;
2. maintain a distance of at least 2 metres (e.g. when buying) when in contact with other persons in public spaces;
3. use, for health reasons, preferably free payment;
IV. Specifies the Ministry of Health to establish binding hygienic-epidemiological conditions for mass actions otherwise prohibited as a result of this crisis measure, in respect of which it is allowed to take place for reasons of consideration, in the case of actions of important state interest or significant sporting events or competitions;
