DECLARATION
of 31 October 2006
amending Decree No. 369 / 2001 of the Ministry of Regional Development Coll., on the General Technical Requirements for the Use of Buildings by Persons with Reduced Movements
According to § 143 paragraph 1 (k) of Act No. 50 / 1976 Coll., on Territorial Planning and Construction Regulations (Construction Act), as amended by Act No. 83 / 1998 Coll.:
Decree No. 369 / 2001 Coll., on General Technical Requirements for the Use of Buildings by Persons with Reduced Motion and Motion Capability, is amended as follows:
1. In Article 2, at the end of point (o), the dot is replaced by a comma and the following point (p) is added:
"(p) lifting platform - vertical lifting platform intended for carriage of persons on a wheelchair or inclined lifting platform (driven staircase elevator) intended for carriage of persons on a wheelchair."
2. In Annex 1, point 1.7:
"1.7. Lifts, lifting platforms, moving steps and moving pavements
1.7.1. The buildings are preferably equipped with lifts. Lifting platforms shall be used only in justified cases, in particular for changes in structures.
1.7.2. The free area in front of the points of entry for lifts and lifting platforms shall be at least 1500 x 1500 mm. The dimensions of the free space in front of the points at lifting platforms may be reduced to 800 x 1200 mm in confined conditions for direct raids and 1200 x 1500 mm for revolving raids.
1.7.3. Requirements for elevator shaft and cage doors and requirements for access to the railway and lifting platforms are given in Czech technical standards. Inputs from platforms to the road for vertical and oblique lifting platforms shall be secured as an obstacle to visually impaired in accordance with paragraph 1.1.5 of this annex.
1.7.4. The dimensions of the lift cage shall correspond at least to the parameters of type 2 of the relevant Czech technical standard. In the case of social welfare structures for severely disabled persons under Section 1 (1) (b) of this Decree and in the case of civil facilities for health and social care under Section 1 (1) (b) of this Decree. (c) this decree must correspond to the dimensions of the lift cage to at least type 3 parameters of the relevant Czech technical standard for at least one lift in the building. In justified cases, an elevator cage with parameters of at least type 1 of the relevant Czech technical standard may be used for changes to finished buildings.
1.7.5. The dimensions of the transport platform of vertical lifting platforms are set by Czech technical standards. The transport platform of oblique lifting platforms (powered staircase lifts) has a width of 900 mm and a depth of 1400 mm. For the purposes of the change of construction its minimum applicable dimensions are set by Czech technical standards.
1.7.6. Requirements for equipment in the lift cage and requirements for the implementation of lifting platforms including ramps and flaps are given in Czech technical standards. The sliding seat in the lift cage shall be within control range.
1.7.7. The controls in the lift cage and at the entry points to the lift shall protrude above the surface of the surrounding surface by at least 1 mm. The relief marks shall not be engraved and the corresponding Braille (blind) character shall be to the right of the driver with standard rate parameters. Only on keyboard driver combination with Braille (blind) character does not perform. Further requirements for the design and location of lift and lifting platforms and their embossing marks are laid down in Czech technical standards.
1.7.8. Where the control system signals the direction of the future movement of the lift before entering the lift cage, the downward direction shall be acoustically announced by a falling tone of 2 seconds and a upward direction by an increasing tone of the same length. Further requirements for optical, acoustic and voice signals are set by Czech technical standards.
1.7.9. In civil engineering constructions, the running of moving steps and moving walkways shall be indicated by an acoustic device which can trigger persons with visual impairment using remote control. The comb at the entrance and exit of the belt of movable devices shall be made in contrast yellow. '
Transitional provision
The construction works for which the project documentation was processed before this decree was effective shall be treated in accordance with the existing legislation.
This decree shall take effect on the day of its publication.
