on road vehicle safety
The Slovak Labour Safety Authority, in agreement with the competent authorities and organisations, provides, pursuant to § 5 (1) (d) of Act No. 174 / 1968 Coll., on State Professional Safety Supervision:
Preliminary provisions
Scope
(1) The Decree regulates the obligations of all organisations, other operators (hereinafter referred to as "operator") and workers when moving, operating, maintenance and repair of road vehicles (hereinafter referred to as "vehicle"), when loading and unloading them and in other works, under road traffic conditions and, where appropriate, in operations closely linked thereto.
(2) Vehicles for the purposes of this Decree are vehicles intended for the transport of persons or of the costs of any kind, or of various equipment (e.g. machinery), moving by motor power on the road and partly on reinforced or unpaved roads and in the field, but not on rails.
(3) The decree does not apply to the operation of vehicles of the armed forces of the Federal Ministry of Defence, provided they are served by soldiers in active duty in the performance of training and combat tasks.
Workers operating vehicles
Driver working conditions
(1) The working hours of the driver and the continuous rest of the driver between two shifts are governed by specific rules.
(2) The operator shall provide the driver with a 15-minute break after a maximum of three hours of continuous driving for safety reasons and after a further three hours of continuous driving for 30 minutes (safety break). This interruption shall be counted against the driver's working time. The time spent on the necessary repairs on the road is not included in the security breaks. If not for continuous driving, the operator shall provide the driver with a break for food and rest after every four hours of work; this break shall not be granted the last hour before the end of the shift.
(3) In order to ensure the safety of the work of road transport vehicles, operators are required to take care of their proper accommodation in the workplace, in particular by setting up and expanding accommodation.
Participation of boarders in operations
(1) An operator is required to assign a driver to a vehicle if:
(a) this is necessary for loading or unloading and if the nature of the load and, where appropriate, the structure of the vehicle so require;
(b) it is a set of vehicles to be split or joined, *)
(c) the vehicle shall revert or enter narrow spaces or other similar places;
(d) the nature of road traffic, the state of the road or its surface requires the assistance of the driver;
(e) this is laid down in specific regulations (transport of explosives, etc.).
(2) The operator may arrange the work otherwise carried out by the driver in the cases referred to in points (a), (b) of paragraph 1 and, where possible, in points (c) and (d) by other means, such as unloading and loading crews at permanent workplaces or by assigning multiple drivers. The assignment of a driver may be limited to a particular journey or period.
(3) The operator is obliged to assign a conductor for the bus with trailer.
Allocation of other drivers
Where two or more drivers are assigned to a vehicle, the operator shall designate a manager who is entitled to give orders and prohibitions to the members of the vehicle crew.
Back and round
(1) The driver is obliged to take care when reversing and to comply with the provisions of the special regulation, * *) which apply mutatis mutandis when operating outside ground communications. If necessary (especially when reversing without a helper), the driver must step out and check the safety of reversing. In case of reduced visibility, the headlamp shall be switched on for reversing if the vehicle is equipped with it.
(2) The driver can only drive to sandpits, quarries, landfills, construction sites and similar places if the road to them is wide enough, solid and passable. Under reduced visibility, the driver may only go to the loading and unloading area if the space is sufficiently illuminated. The vehicle shall be required to stop so far from the edge of the quarry, filling and landfill, depending on the loading capacity of the soil, so as not to create any risk of the vehicle being collapsed or buried. The head of the workplace shall ensure that the places where it is necessary to be stopped are marked with well-readable tables, signs and railing and red light at night; If circumstances so require, the driver must be alert to the situation at the site.
(3) At workplaces where vehicles without drivers (drivers) are frequently reciprocated, especially at bus stations, urban public transport loops, transports, construction sites and other similar places, the head of the workstation shall be obliged to instruct the competent and properly trained worker to direct the driver in reversing, name and position of the worker; as well as the name and position of the head of the workplace and, if the stations are equipped with a telephone, their telephone numbers and the exact location of the nearest telephone, shall be indicated on a well-visible board, located at each entrance to the workplace. In the case of reduced visibility work, this pane, the workstation and all vehicles standing or moving on it shall be sufficiently illuminated and the guide worker clearly marked with red reflectors and equipped with a light signalling device.
(4) The authorised staff member shall direct the driver when reversing signs agreed between them in such a way as to avoid confusion or confusion; is obliged to move so that it is still in the driver's field of view. If the driver loses sight of him, he shall stop immediately; it can only continue to revert on the contracted mark of the authorised worker.
Stop, stand and leave the vehicle
(1) Stopping and standing is not permitted in workplaces where the vehicle
(a) obstructs work;
(b) is threatened by work in its vicinity;
(c) is threatened by the nature of the terrain (landslide, stone fall, soft clay etc.),
(d) standing within 20 m of the fuel pump if it is not waiting for refuelling;
(e) is threatened by high or very high voltage guidance.
(2) Specific provisions for stopping, standing and leaving the vehicle *) apply mutatis mutandis when operating outside the infrastructure.
Connection and disconnection of trailers and semi-trailers
(1) The coupling and uncoupling of trailers and semi-trailers shall be carried out in accordance with the technical regulations of the manufacturer. They can only be performed by a properly trained and trained worker who has been assigned to do so. Unless otherwise specified by the manufacturer, no person may be present when the trailers or semi-trailers are attached or disconnected; shall be braked, wedges and semi-trailers securely supported by fixed supports. It is prohibited to drive a trailer or semi-trailer on a towing vehicle.
(2) When the trailer or semi-trailer is connected, the worker is obliged to use protective gloves and to adjust the curtain in advance to the emergency condition. A staff member who directs the driver shall not enter between the vehicles involved before the towing vehicle curtain is approximately 20 cm away from the trailer's eye. At this distance, the towing vehicle shall stop at the agreed signal. The driver may only complete reversing to the stop of the suspension device on the prescribed signal of the rectifying worker and brake the vehicle after stopping. If the driver does not feel the impact after reversing (about 20 cm), he must stop immediately, step out of the cab and see why the vehicles have not been connected.
(3) After the connection of both vehicles, the driver shall be obliged to examine on the spot the proper connection and securing of the suspension device against uncoupling, to ensure that the braking and electrical coupling devices of the two vehicles function properly and that the hinges (ropes, chains) are properly connected to the safety coupling devices if these hinges are mandatory under specific regulations. * *)
(4) The driver must check
(a) before disconnecting that the uncoupled trailer or semi-trailer is safely secured against spontaneous movement;
(b) after disconnection that the uncoupled trailer or semi-trailer is braked and, if necessary, its wheels are reliably wedged and the semi-trailer is securely supported by fixed supports.
Equipment and maintenance services of workplaces
Maintenance and specific equipment of vehicles
(1) The operator is required to ensure proper condition and cleanliness of the cabin, bodywork, step (s), step (s) and handrails, if fitted with them, and to ensure in winter the immediate mechanical or chemical removal of the resulting icing.
(2) It is not permitted to store flammable liquids or easily flammable substances in the driver's cab. No items, in particular tools, can be stored in or on the battery compartment
(3) The bed intended for the crew equipped with vehicles must comply with the provisions of the specific Regulation. *)
(4) Where lorries and buses used for long-distance journeys (i.e. journeys where the overall driving time of the vehicle to the target point lasts for more than seven hours) are equipped with beds for the crew of the vehicle, the operator shall provide them with the necessary quantities of bedding, which must be converted clean:
(a) when the vehicle crew has changed,
(b) significant pollution,
(c) in cases specified by the health service authority.
Vehicle maintenance and repair workplaces
(1) The maintenance, inspection and repair sites of vehicles must be separated from the vehicle stationary areas in accordance with specific regulations. * *)
(2) Working rooms, storerooms, corridors, stairs and sanitary facilities must be equipped and permanently maintained in accordance with special regulations * * *) and sufficiently illuminated by non-dazzling light. †) Their floors must be adapted according to special regulations. † †) They must be hardy, non-flammable, easily washable, resistant to oil and chemicals, not slippery, uneven, not twisted or peeled. The floor of permanent workplaces shall be heat insulated. The ceiling structure and the floors shall correspond to the load of use.
(3) In the rooms where water, oil, etc., is used, the floor shall be placed in the direction of the refrigerated waste.
(4) The operator shall immediately repair damaged floors, restore wall and ceiling coatings as required, and clean all working areas and accessories before each shift, so that dust is not exposed and the glide of the floors is removed. Every worker must keep order and cleanliness in his workplace.
(5) The connecting and escape routes, as well as the stairs, must be marked, † †) adapted and maintained so that walking on them is safe; in particular, it shall be prohibited to store any items in such places.
(6) In the case of vehicles with a fixed movement line, depositable and removable wedges shall be placed on each vehicle unit. The keys of the previous position shall not be removed until the wedges of the following position are in the position to stop and secure the vehicle.
(7) The workplaces where the underpants of vehicles are operated shall be equipped with effective and safe lifting devices, ramps or inspection and assembly pits so that workers can stand at work. The ramps shall have the guide bars adjusted to prevent lateral ramps of the vehicle. The workbench at a height of more than 150 cm shall be provided with a rigid and secure railing, at least 110 cm high, with a centre bar and at least 10 cm high rail protection. The width between the width of the vehicle and the railing shall be at least 75 cm. The longitudinal inclination of the ramps measured in their longitudinal axis shall not exceed 14%.
(8) The workplaces where combustion engines (auto-repair, control stations, maintenance workshops, testing rooms, etc.) are started must be equipped with an effective device for the perfect exhaust discharge outside the working area so as not to endanger the health of persons.
Installation pits
(1) In the spaces where the mounting pits (hereinafter "pits") are located, safety instructions for work in pits and fire protection instructions issued by the operator must be displayed on the board, which is fixed in a clearly visible place. The Head of the Institute shall be responsible for the legibility of these instructions.
(2) Unused pits shall be secured by covers which do not prevent their permanent ventilation, or shall be shielded by a secure tilting or portable railing. The covers shall have sufficient load capacity and shall be inserted in the metal frame with selection at the surrounding floor level.
(3) In the event of a permanent immediate rotation of vehicles above the pit, the floor shall be permanently and clearly marked with a zone to which, in addition to vehicles placed in the repair or maintenance and personnel performing the work shall not enter or enter. The prohibition of entry into this zone shall also be marked with clear and clearly visible warning signs indicating the risk of slipping and falling into depth. *) On the long pits, there shall be a bridge behind each other trailer for safe passage through the pit.
(4) Every pit must be kept safe to enter and exit. The pits whose length allows for the simultaneous introduction of two or more vehicles shall have a separate input and output for each of the two imported vehicles.
(5) The pits cannot be deeper than 160 cm and have smooth walls of bright colour; their floor shall be flat and firm, neither peeled nor slippery. The surface of the walls and floors shall not absorb flammable substances, be easily washable and permanently kept clean. Electrical equipment in pits shall comply with specific regulations. * *)
(1) Each pit must be equipped with:
(a) at least one socket with a maximum voltage of 24 In such a way that the connected appliances cannot be connected to sockets with different voltage. The plug shall be in the flute and protected from mechanical damage,
(b) fixed lamps covered by at least IP-54. The lamps shall have a protective basket and shall be so positioned that the risk of mechanical damage is as low as possible (e.g. in nineties, etc.),
(c) at least one portable lamp for a voltage not exceeding 24 In equipped with a protective basket,
(d) niche in the walls, at a height which allows convenient disposal of tools at work;
(e) at least once a mounting platform, adjusted so that it can be increased, as required by the worker, in a way that guarantees perfect stability at work;
(f) a table drawing attention to the prohibition of smoking and the use of open fire in the pit or other obligations of users of pits,
(g) by a receptacle (cleansing), placed at the lowest point and covered by a protective grate.
(2) Each pit must be perfectly cleaned at least once per shift and if it is not equipped with a functioning air-conditioning technique, it shall still be ventilated when it has been used in the shift.
(3) Only personnel designated by the head of the workplace have access to the pits for inspection, maintenance or repair of vehicles, or cleaning, inspection and repair of pits.
(4) It is prohibited to:
(a) smoke in or near pits, use open fires and welding;
(b) use lamps other than those fitted in the pit;
(c) use Class I flammable material to clean vehicles above the pit;
(d) to carry into the pits containers which contain or contain explosive substances, Class I flammable substances or other hazardous substances and gases, including pressure vessels and accumulator batteries;
(e) postpone work in the pit, especially at the end of the pit; parts of its housing to make it difficult to escape from the pit in case of danger,
(f) to stay inside the pit at the time of the vehicle's installation and departure;
(g) to put away in pits instruments and components other than in nines intended for that purpose;
(h) dismantle on a vehicle standing above the pit parts or parts with a larger weight without pre-securing against release and fall;
(i) release any operating fluid from the vehicle aggregates to the bottom of the pit.
(1) The head of the workplace or his authorised staff shall check any pit not used for one working week before use.
(2) In particular, the condition of the inspection
(a) floors, covers, railing and warning marks;
(b) interior lighting;
(c) the purity of walls, floors and step of access staircases;
(d) assembly platforms and other equipment,
(e) air purity in the pit;
and that the pit is not cleaned by the substances referred to in Article 11 (4) (d).
(3) The head of the workplace or his authorised staff shall be required to check continuously whether workers in pits are correctly used by the operator of the prescribed protective equipment and personal protective equipment and, at least once a calendar year, to satisfy themselves by checking the personnel to work in pits that they:
(a) know the provisions of this decree applicable to their work and work,
(b) they can provide first aid.
(4) Representatives shall be invited to examine the staff:
(a) the basic organisation of the relevant trade union ROH,
(b) the Committee on the Care of Members, if it is a production cooperative,
(c) the basic organisation of the Slovak Union of cooperative and individual farm farmers, if it is a single agricultural cooperative.
(5) The staff member who has carried out the examination referred to in paragraph 3 must immediately write down a record indicating, in particular, the date and place of the examination and the names of the staff examined. All present (and tested) will be entitled to the minutes.
Equipment for trailers
(1) The pits and ramps on which the inspection, maintenance and repair of trailers are carried out shall be passable or shall be equipped with a device enabling the safe towing and towing of such vehicles.
(2) The non-passable (end) pits must be fitted with stops which can be moved according to the type of vehicles which drive over the pit.
Garages, storage areas and roads
(1) Garages and storage areas must be located, constructed, furnished and equipped and vehicles must be unloaded in accordance with specific regulations. *)
(2) The entrances and exits of mass garages, workshops and similar spaces into which vehicles enter must be provided on both sides with oblique colour shrafting at an angle of 45 ° yellow and black color * *) within a distance of 20 to 30 cm from the edge of the frame. The width of the coloured stripes shall be 140 to 220 mm. The lower parts of the tilting door shall also be provided by the same shrafting. The open door shall be capable of being securely closed. The sliding door in the open position shall be secured against spontaneous fall.
(3) Textile waste saturated with oil or flammable substances is not allowed to be stored or disposed of in the garage. Flammable cleaning products are only allowed to be stored in metal sealed containers. It shall be prohibited to store easily flammable substances within 8 m of the garage.
(4) In mass garages, there shall be at least 1 effective fire extinguisher of an approved type for every 10 vehicles, * * *) as well as other fire extinguishers. Fire extinguishers must be tested in the manner and within the time limits laid down by specific regulations. †) All garage workers must be perfectly trained in the use of fire extinguishers and fire extinguishers and know the fire rules and alarm guidelines.
(5) The engine of the vehicle is allowed to run in the garage only for the purpose of an immediate exit from the garage. In the garage it is prohibited to replenish the tank of the vehicle with propellant and to start the engine heating device, the driver's compartment, or passengers, if harmful gases occur.
(6) The garage can only be used as a workshop if the district national committee has given its fire safety approval. Car washing in the garage is only allowed if the garage is connected to the public sewerage with a mineral oil trap of an approved type.
(7) The maximum permissible speed of the vehicle within the objects and at the workplaces shall be determined according to local conditions but shall not exceed 25 km / h; the organisations are required to indicate the maximum speed and indicate the traffic signs in larger objects.
(8) In open spaces, vehicles may be unloaded only if there is a reinforced base.
Transport of costs
Transport of loading costs
(1) Costs are permitted to be carried by vehicles only under conditions laid down in specific regulations. *) Goods vehicles shall be in such a technical condition and shall be equipped with such equipment as to guarantee safe transport and easy handling of the load.
(2) The weight of the load shall be evenly distributed on the load surface and secured so that the load cannot fall, shift or reverse, and to load the wheels evenly. The cereals, straw, hay and similar costs shall be securely attached to the vehicle by ropes, sails, etc.; the sails shall be fixed in such a way that they are not lagging when driving; the health of harmful bulk materials shall be covered with a tarp so as to avoid spraying. The straw, hay and similar costs shall be stored in such a way that they do not rub against the wheels of the vehicle and are outside the exhaust range. The flip-off stand and the rear face and the walls of the vehicles shall be reliably secured with anti-flip caps. If the sides are secured by switching chains, the chains shall be sufficiently resistant to the assumed tension and impact if they are from two parts, they shall be reliably connected to the fuse. When driving, the tilting body of the vehicle shall be provided (e.g. locking pins, etc.). The driver is obliged to check for safe postage, rear wall, folding body and vehicle load before the journey begins.
(3) Cargo anchoring on the loading surface of the vehicle is permitted only in the anchorages in the reinforced floor or reinforced solid parts of the bodywork.
(4) Trailers shall be safely braked and constructed when loading and unloading and the load shall be stowed and stowed in such a way as to avoid overturning the vehicle or moving the vehicle. Semi-trailers and non-axle trailers shall be securely supported.
(5) Loading, transport and unloading of dangerous goods (flammable substances, explosions, corrosive and other harmful substances) should be carried out in accordance with the provisions of specific regulations. * *)
(6) When opening the sidewalls, no one shall be allowed to stand within the range of the sidewalls, the rear forehead or the released load so that it can be affected.
(7) Workers accompanying the load on the loading area of the vehicle shall be given a safe place to protect against damage to the load being carried; one of them shall be entrusted with the supervision of their safety and monitoring of the condition of the cargo while driving. The authorised staff member shall call upon the agreed signs of the driver to stop if there is a danger. Workers accompanying the load shall neither stand nor sit on sidewalls or on the rear forehead while driving. When transporting long timber, logs, metal rods, pipes, bulk materials, cereals, straw, hay and similar costs, no one shall sit on the load.
(8) The vehicle shall be equipped with a reliable ladder or other equivalent device allowing a safe exit or descent from the laden vehicle. If the vehicle is standing on a slope, it may be used to climb and descend the ladder only on condition that it is turned against the slope.
Transport of luggage on the roof of the vehicle
(1) Luggage carried on the roof of the vehicle must be so placed and secured that it cannot fall, move or exceed the dimensions of the vehicles specified by specific provisions. * * *)
(2) Vehicles of a total height exceeding two metres on whose roof the costs are transported shall be equipped with the equipment referred to in Section 15 (8). Only the driver or the designated operator may store the luggage on the roof of the vehicle.
Transport of heavy and large costs
For the transport of particularly heavy and large loads by special vehicles, the operator shall:
(a) establish a technological procedure for loading and folding;
(b) ensure technical adjustment of the workplace for loading the load transported;
(c) ensure appropriate equipment and equipment with sufficient loading capacity and composition;
(d) check the securing of cargo for transport;
(e) assign at least two drivers to the vehicle, ensure a sufficient number of additional personnel to handle the load and identify the worker in charge of loading, fixing and unloading (Section 4).
Common provisions
Vehicle pressure
The vehicle is only allowed to push with a tow bar using motor power. The disconnected trailers shall not be pushed using motor power.
Repair and control of vehicles
(1) The vehicle fitted to the repair must be empty and properly cleaned. A larger repair of the laden vehicle is permitted only in exceptional cases where the composition of the load would cause exceptional difficulties. In such a case, a repair shall be carried out under the direct supervision of the master who shall determine the technological process. Dangerous goods vehicles shall not be repaired in enclosed spaces.
(2) The technical condition of the underside of the vehicle shall be checked only when the engine is off. No gear shall be assigned during the check and the vehicle shall be protected against movement. Control of engine running and engine-dependent devices shall be permitted only if the engine is reliably fixed and is not endangered by the engine running. In case of major vehicle repair, the power source may only be connected when checking the parts of the vehicle that cannot be tested without its connection.
(3) When the engine is running, it is not permitted to handle manually the vehicle control (towing, forks, latches, safety devices, etc.), automatically or servo-controlled by the gearbox or with the additional gearbox of the vehicle without prior measures to prevent undesirable movement of the vehicle and the possibility of injury.
(4) The control and repair of the hydraulic tipping device are permitted only if the raised tipping part of the vehicle is securely supported by a fixed support reliably preventing self-tipping.
(5) The vehicle or parts thereof, raised for repair, shall be securely supported; the use of barrels, bricks and other hazardous substrates is prohibited. It is not permitted to repair vehicles or parts of vehicles raised by cranes or portable hoists without the use of safe supports (goats, support stands, etc.). The provisions of this paragraph shall not apply to the exchange of wheels outside the premises of repair or technical treatment plants.
(6) If the vehicle is checked on a test cylindrical device, the vehicle shall be so ensured that it does not self-slide from the cylinders if prescribed by the manufacturer for that device.
(7) The coolant stopper is not allowed to open if the engine is overheated. In this case, the manufacturer's procedure shall be maintained. In cases where the manufacturer has not specified the procedure, at low engine speed, it is necessary to wait until the overpressure in the refrigerating equipment falls.
Engine spin
(1) On each motor vehicle, the effective triggering device shall be in a state of operation.
(2) The heating of the engine with a samodoupe lamp is allowed only in an open space and in the presence of another person, equipped with an efficient fire extinguisher. Pour light fuels (ether, etc.) into the carburetor and under candles is forbidden.
(3) The vehicle's entry into service for the purpose of putting its engine into operation is permitted in enclosed spaces and objects only in designated places and provided that the conditions laid down in Section 25 of Decree No. 80 / 1966 Coll.
Dismantling, assembly and thickening of tyres
(1) When the tyres of wheels not mounted on the vehicle are inflated, with a rim fitted with a suspension and safety ring or half-rim, the worker shall be protected by a safe cover. There shall be no other person in the vulnerable area other than the worker performing the commotion. If the worker carries out tyre thaw outside the repair room or technical treatment facility (for petrol pumps, during the journey, etc.), he may not be protected by cover, but he must stand aside so as not to be endangered.
(2) After removing the insurance ring, it is not permitted to release the tyre by inflating it.
Mechanisms and equipment of special vehicles
(1) Sliding, lifting and similar special-purpose vehicles (road cranes, scrapers, mechanical loaders, lifting platforms, ladders, etc.) shall not be operated while driving and shall be securely secured against spontaneous movement. The carrying of free-hanging loads on the lifting device of the road crane shall be prohibited unless otherwise specified by the manufacturer's technical regulations.
(2) Road beam cranes operating in the vicinity of the electric external line protection zone (*) shall be equipped with a signalling device located in the operator's cab, which shall indicate reliably the dangerous approach of the beam to the electrical external line under voltage. Road beam cranes whose technical capability will be approved after 1.1.1972 shall be equipped with an insulated means of gripping or hanging the load at work under the conditions specified in the previous sentence.
(3) Mobile cranes, vehicle dredges and similar machinery must have at least two operators at work.
Accumulators
(1) More than two accumulators are allowed to be charged simultaneously only in special rooms, with a floor inclination towards the sink, separated and closed from other operating rooms, properly tempered and forced ventilation of vacuum ventilation (hereinafter "battery rooms").
(2) In batteries, it is not permitted to install dynamos or electric motors in less cover than IP-55, neither smoke nor uncovered fire may be used in them nor enter them other than by authorised personnel. The entry ban shall be indicated on the outside table on each door leading to these rooms. Each battery-room shall be equipped with the necessary number of respirators, a snow extinguisher, a wash basin with running water and soap, with a first aid kit containing, in particular, the means to provide first aid for corrosive burns and medical prescription drugs.
(3) The coupling of the accumulators during charging must be made by a tight adjacent clamp to prevent spark. It is not permitted to connect battery terminals with wire.
(4) The filling of the accumulators is allowed only in the manner specified by the manufacturer and in specially prepared containers; overdrawing is permitted only by equipment adapted so that the worker cannot come into direct contact with the corrosive agent. Workers are required to use a plexiglas label to protect the face, rubber gloves, rubber shoes and acid resistant aprons beyond the edge of the footwear when working with corrosive substances.
(5) Workers must be instructed, before being assigned to work in batteries, that they are dangerous work which may harm health; the organisation is obliged to assign their closets for separate postponement of work and walking clothes.
