on graduate studies at universities
In agreement with the competent central authorities, the Ministry of Education provides in accordance with § 19 paragraph 2 of Act No. 19 / 1966 Coll., on Higher Education:
§ 1
Basic provisions
(1) The main form of continuing education of higher education professionals is post-graduate studies, which, as a system, follow-up to completed university studies, are provided by universities in cooperation with the Czechoslovak Academy of Sciences and other scientific and / or professional institutions.
(2) Graduate studies provide university graduates with a thematic comprehensive theoretical training in narrower specialties, or familiarise them with new scientific knowledge in the relevant fields and further improve their artistic field if they are university graduates. Postgraduate studies with the exception of its external form, take at least 200 teaching hours. *)
(3) In general, post-graduate students participate in a field which they have completed in a university or in a related field, or in another, if they need to acquire new knowledge or develop knowledge for the performance of their employment.
§ 2
Organisation of postgraduate studies
(1) Universities organise individual courses of postgraduate studies either
(a) on a proposal from the competent central authorities, national committees, sectoral directorates and, where appropriate, other organisations (hereinafter referred to as organisations); or
(b) following a decision by the Ministry of Education, as a rule on a proposal from universities.
(2) Postgraduate studies shall take the form of daily, evening, long-distance and external studies, or an effective combination of these forms.
(3) The departments in which the individual courses of post-graduate studies are organised shall provide for the study referred to in paragraph 1 under (a) by university rectors on a proposal from organisations. if the study referred to in paragraph 1 (b) is carried out by the Ministry of Education, normally on a proposal from the rectors of the relevant universities.
(4) Higher education institutions publish twice a year in official publications of the competent central authorities and, where appropriate, in other press, dates for the start of individual courses of post-graduate studies, faculties and disciplines in which the study will be organised and the expected number of participants admitted.
(5) The curriculum shall be drawn up and the organisation of the studies shall be determined by the faculties in cooperation with the relevant central bodies; They're approved by the faculty dean. The curriculum for postgraduate studies of teachers and school staff is approved by the Ministry of Education.
(6) The provisions of Sections 10, 13, 14, 17, 18, 19, 22, 23, 27 and 28 of the Decree of the Ministry of Education and Culture No 25 / 1966 Coll., which issue study regulations for universities, apply mutatis mutandis to graduate studies.
(7) Postgraduate studies shall be completed by final examination before the Examination Committee. The final examination shall consist of written work and an oral examination and, where appropriate, practical one. The President of the Examination Committee and its members shall be appointed by the Dean of the Faculty.
(8) The university publishes a report indicating the field and scope of study to the participants in the post-graduate studies who have successfully completed their studies.
(9) Universities entrust teaching in postgraduate studies with their most qualified teachers, as well as excellent staff of the Czechoslovak Academy of Sciences, research institutes and practice, as well as experts from abroad.
§ 3
Participation in graduate studies
(1) Candidates shall, as a general rule, be admitted to the post-graduate studies referred to in Article 2 (1) (a) on a proposal from the relevant organisations. These organisations shall propose to study their staff, for which the current and, where appropriate, future professional qualification is provided for in the post-graduate course as an additional qualification requirement.
(2) The post-graduate studies referred to in Article 2 (1) (b) are accepted in addition to those proposed by the organisations and those applying for the study for their own sake.
(3) The Dean of the Faculty decides on the admission of a candidate to post-graduate studies. The Dean of the Faculty can be appealed to the rector of the university within 15 days. The decision of the rector of the university is final.
§ 4
Material security of postgraduate studies
(1) The following material is provided:
(a) from the funds of the organisations for which graduate students are prepared; *) the faculties concerned negotiate with these organisations contracts for their financial and material participation in the post-graduate studies. In the same course of post-graduate studies, workers from the field of competence of different organisations may be negotiated to ensure the same course of post-graduate studies by several contracts;
(b) in whole or in part from the budget of universities, where post-graduate studies are organised on the basis of a decision of the Ministry of Education; In addition, post-graduate studies of teachers and other pedagogical staff are covered from the budget of universities.
(2) In providing the post-graduate studies referred to in point (a) of paragraph 1, higher education institutions shall not finance the expenditure related to post-graduate studies or the revenue derived therefrom. The funds raised are non-budgetary resources. Expenditure and revenue shall be exceeded by the university budget, the expenditure being covered in full by the revenue generated by this activity. The income obtained shall be used by the university:
(a) to cover expenditure relating to post-graduate studies;
(b) to equip and modernise school establishments, to provide study literature for post-graduate studies and, where appropriate, to other educational and scientific development of the school;
(c) to exceed the remuneration and wage fund.
Unused funds derived from this activity shall not be forfeited at the end of the year.
(3) The funds obtained through the post-graduate studies are not covered by the Order of the Ministry of Finance and the Central Council of Trade Unions No. 2 / 1967 Coll., on incentive funds and the financing of certain expenditure in budgetary and contribution organisations. * *)
(4) The remuneration of internal and external teachers teaching in postgraduate studies * *) and the work allowances and economic security of students in postgraduate studies †) are regulated by specific regulations.
Final provisions
§ 5
(2) Further training of doctors and pharmacists is governed by specific regulations. *) Medical faculties and pharmaceutical faculties can provide post-graduate studies of doctors and pharmacists in the fields defined by the Ministry of Health in agreement with the Ministry of Education.
(3) Graduates of higher education who have completed post-graduate studies or courses marked post-graduate before the validity of this decree may be recognised as post-graduate, provided that they comply with the requirements laid down in paragraphs 1 (1) and (2) of Paragraph 1 of this Order, if the Dean confirms its equivalence to the faculty concerned. Paragraph 3 (3) shall apply mutatis mutandis to appeals against the decision of the Dean of the Faculty.
(4) This decree does not apply to the postgraduate study of foreign nationals in CSSR, sent to study on the basis of interstate cultural agreements and special requirements of world organizations.
(5) The competence of the delegate of the Slovak National Council for Education and Culture in the management and organisation of graduate studies is governed by the provisions of § 5-8 of the Slovak National Council Act No. 50 / 1966 Coll., on the competence of the Slovak National Council in the management and organisation of universities in Slovakia.
§ 6
(1) They are repealed.
(a) Part One, Part Two and Article 4 of Part Five of the Guidelines for the Tackling of Graduates of Agricultural, Forestry Technical Schools and Graduates of Agricultural Schools of 29 June 1961, No 68 413 / 61 (MŠK Bulletin, No 1961, p. 24);
(b) the Interim Graduate Study Directive for University Graduates of Chemistry and Technology working in the field of competence of the Ministry of Chemical Industry of 9 June 1962, No 22 651 / 62III / 2 (MŠK Bulletin, No. 1962, p. 19);
(c) Directive on the establishment of a long-distance postgraduate study on data transmission at the electrical faculties of the Czech Technical University in Prague and the Slovak Technical University in Bratislava of 23 September 1963, No 39 892 / 63- III / 2 (Bulletin of MŠK, year 1963, section 30).
(2) This Decree shall take effect on 1 September 1967.
