on the lists of thematic tasks for inventors and improvements in production.
The Government of the Czechoslovak Republic orders pursuant to § 78 paragraph 2 of Act No. 6 / 1952 Coll., on inventions and improvements:
The purpose of the list of thematic tasks in the fields of production is to properly focus the creative activity of the broad masses in favour of socialist construction so that inventions and improvements will help, especially in the most important manufacturing sectors, in removing bottlenecks and barriers to the implementation of the plan, in increasing labour productivity, in reducing product workmanship, in reducing dependence on capitalist abroad and in introducing new materials for deficit raw materials.
(1) The central authorities plan to guide inventive and improvement activities in the production sectors by drawing up lists of thematic tasks and organising the promotion of these tasks.
(2) In enterprises (factories) and research institutes, they draw up their leading thematic tasks to guide the creative activities of workers and engineering cadres to address the urgent manufacturing tasks.
(1) The lists of thematic tasks shall be drawn up by the central authorities responsible for the production sector and disseminated in an appropriate manner among the widest levels of workers, in particular the relevant industries.
(2) The lists of thematic tasks shall be drawn up on the basis of the identification of technical shortcomings, technical development plans, resolutions of the Party and Government, consumer wishes, results of technical progress abroad and below.
(3) The list of thematic tasks shall specify the purpose of each task, describe in an exhaustive manner the current state (existing construction, existing production methods, shortcomings which are the cause of insufficient production, the characteristics of the material used and its lack, complexity and cumbersome of equipment, tools, etc.) and shall specify technical requirements for the development of inventions and improvements.
(4) Technical requirements must be designed in such a way as to focus the creative thinking of the workers on solving tasks important to the national economy.
(1) The Director of an enterprise (s) or research institute, in cooperation with the Revolutionary Trade Union Movement and other mass organisations, shall determine the thematic tasks of inventions and improvements, the introduction of which would help to improve the work and production of the enterprise (s) or research institute. The way in which a list of thematic tasks is drawn up is similar to that of the central authorities, but it is more detailed.
(2) Themata must be displayed on boards, thematic boards, red corners, all departments and workshops and must be discussed at production meetings. Themat lists shall be updated and supplemented each month.
(1) The central authorities, enterprises (establishments) and research institutes issue competitions to address important and complex technical tasks.
(2) In order to exchange experience and promote inventions, central authorities issue technical literature.
The Office of Inventions shall issue models of the list of thematic tasks.
The central authorities shall submit lists of their thematic tasks to the Office of Inventions.
All provisions contrary to this Regulation shall be repealed.
This Regulation shall enter into force on the day of its publication; they shall be implemented by the Prime Minister in agreement with the participating members of the Government.
