laying down coupons showing the payment of the fee for the use of the motorway and the express road, the way in which they are completed, the way in which they are marked by the term of validity of coupons with a term of validity of less than a calendar year and the way in which they are recorded
The Ministry of Finance provides pursuant to § 46 (3) of Act No. 13 / 1997 Coll., on Road, as amended by Act No. 102 / 2000 Coll.:
§ 1
Preliminary provisions
Coupons showing the payment of the fee for the use of the motorway and the express road differ according to their duration and the total weight of the motor vehicle or combination (hereinafter referred to as "the vehicle '). The coupon designs are set out in the annex to this decree.
§ 2
Coupon dimensions and shapes
(1) The part of the coupon which is placed in the vehicle is shaped
(a) a hexagon with rounded corners for a coupon valid for a calendar year; the distance of opposite sides in the vertical direction is 61 mm, in both transverse directions 58 mm,
(b) squares with rounded corners for coupons valid for a calendar month, ten days or one day. The distance of opposite sides is 61 mm.
(2) The second part of the coupon has a rectangle of 53 x 77 mm (height) for all types.
§ 3
Coupon elements
(1) On the front of the first part of all coupons visible from the inside of the vehicle and on the rear side visible from the outside of the vehicle, the following elements are:
(a) a pictogram of the vehicle symbolising the relevant mass category;
(b) a number indicating the year of validity;
(c) the period of validity indicated for the annual coupon by the letter R, for the letter M of the month, for the letter D of the 10-day period and for the letter J of the day;
(d) an indication of the total mass of the vehicle for which the coupon is intended,
(e) on the lower part of the coupon valid for the calendar month of Roman numerals I to XII for the purpose of indicating its validity in the month in question;
(f) on the upper and both sides of a coupon valid for 10 days or one day on the figure 1 to 31 for the indication of the date on which it begins to be valid and on the lower part of the coupon of the Roman digit I to XII for the indication of the month in question,
(g) a wide area protective layer,
(h) a holographic item printed on the front of the coupon by a two-letter series marked in capital letters and a six-digit serial number. The annual coupon has a holographic element of silver colour on both sides; The monthly, ten-day and one-day coupons have a holographic element of gold and silver on the front.
(2) On the front of the first part of the coupon visible from the inside of the vehicle there is a box for registration of the vehicle registration plate or registration plate (registration mark).
(3) On the front of the other part of the coupon are the following elements:
(a) a number indicating the year of validity;
(b) the period of validity indicated by the letter R for the annual coupon, for the letter M for the month, for the 10-day letter D and for the one-day letter J;
(c) the inscription "BUDGET PROHIBITING THE PAYMENT FOR THE USE OF ALERT AND FISH STRENGTH (2nd PART),"
(d) an indication of the total mass of the vehicle for which the coupon is intended,
(e) a pictogram of the vehicle symbolizing the relevant mass category;
(f) box for registration of the registration mark;
(g) a holographic item reprinted with the same two-letter series and the same six-digit serial number as on the first part of the coupon. The annual coupon has a holographic element of silver colour on both sides; The monthly, ten-day and one-day coupons have a holographic element of gold and silver on the front.
§ 4
Colour design of coupons
(1) The colours of the coupons referred to in Articles 3 (1) (a) to (f), 3 (a) to (e), 5 (1) to (4) and (7) and 6 (1) to (4), (7) and (8) are chosen in such a way as to guarantee their easy legibility and mutual recognition. The original guilloche is used in two colours with a protective iris crossing of shades in one of them.
(2) The underlying background colour is used for the coupon valid for:
(a) calendar year the colour red,
(b) the calendar month in yellow-brown colour,
(c) 10 days in colour green,
d) one day color blue.
§ 5
Area solution of the first part of the coupon
(1) The vehicle pictogram symbolizing the relevant vehicle mass category is 5 mm high and wide for vehicles
(a) up to a total weight of 3,5 tonnes 12 mm,
(b) of a total weight of more than 3,5 tonnes up to 12 tonnes of 13 mm,
(c) weighing more than 12 tonnes of 14 mm in total.
(2) The pictogram referred to in paragraph 1 is located at the lower left of the coupon at a distance of 5,5 mm from the lower edge of the coupon.
(3) The inscriptions indicating the total mass of the vehicle "up to 3,5 tonnes," "over 3,5 to 12 tonnes" and "over 12 tonnes" are 4 mm high and are located at the top of the coupon under the registration plate.
(4) The number indicating the year of validity shall be placed to the right of the letter indicating the duration of the coupon and above the holographic item. The first and last digits shall be 9,5 mm high, the other digits shall be 7,5 mm high.
(5) The letters indicating the period of validity are placed next to the holographic item under the indication of the total vehicle mass. The letters are 18 mm high.
(6) The holographic item is located on the front of the coupon at the bottom right and on the back of the coupon at the lower left. The holographic item is different in shape according to the total mass of the vehicle referred to in paragraph 1 and the colour referred to in § 4 (2).
(7) The box for registration of the registration mark is located on the front of the coupon at the top and is 6 mm high and 42 mm wide. Its lower edge is 46.5 mm from the lower edge of the coupon.
(8) The two-letter series and the six-digit number are 3 mm high and are located on the front of the coupon via the holographic item. The series is placed under a six-digit number on its central axis.
(9) At the bottom of the coupon, a 13-digit barcode is printed in dark blue.
§ 6
Area solution of second part of coupon
(1) The vehicle pictogram symbolizing the relevant vehicle mass category is 5 mm high and wide for vehicles
(a) up to a total weight of not more than 3,5 tonnes of 12 mm,
(b) of a total weight of more than 3,5 tonnes up to 12 tonnes of 13 mm,
(c) weighing more than 12 tonnes of 14 mm in total.
(2) The pictogram referred to in paragraph 1 shall be placed on the bottom right of the coupon above the registration plate. It is 18 mm from the lower edge of the coupon.
(3) The inscriptions indicating the total mass of the vehicle "up to 3,5 tonnes," "above 3,5 to 12 tonnes" and "above 12 tonnes" are high 2,2 mm and located above the holographic element.
(4) The figure identifying the year of validity shall be placed in the lower right part of the coupon together with the pictogram referred to in paragraph 1 in a double square frame with rounded corners of 20 mm sides. The first and last digits shall be 7 mm high, the other digits shall be 5,5 mm high.
(5) The letter indicating the period of validity is placed on the upper right of the coupon and is 11 mm high.
(6) The holographic item, the shape of which is side-narrowed, is located in the lower left part of the coupon and corresponds to the holographic item on the first part of the coupon.
(7) The registration mark box is 6 mm high and 42 mm wide and is located at the bottom of the coupon. Its lower edge is 5 mm from the lower edge of the coupon.
(8) The two-letter series and the six-digit number are 3 mm high and located via the holographic element. The series is placed under a six-digit number on its central axis.
(9) The inscription "BUDGET PROHIBITING THE PAYMENT FOR THE USE OF ALUMINIUM AND FISH SILENCE (2nd PART)" is placed at the top of the coupon. The letter height in the inscription shall be 2,2 mm.
§ 7
Method of filling in coupon
(1) The indication of the registration mark shall be completed on both parts of the coupon at the places designated for that purpose, as referred to in Sections 3 (2) and 3 (f). The data shall be filled in legibly so that it is not operationally removable, such as with a pen.
(2) Any change to the registration mark shall not be marked on the coupon.
§ 8
Method of indicating coupon period
The indication of the duration of the coupon showing payment of the fee per calendar month, 10 days or one day shall be made by the seller when selling the coupon with punch pliers on the first part of the coupon at the place designated to indicate the month and on [§ 3 (1) (e) and (f)].
§ 9
Method of recording coupons
(1) Coupons shall be recorded according to the weight of the vehicles, their period of validity and their two-letter series and six-digit serial numbers. All received, issued, sold and returned coupons shall be recorded in the register.
(2) Coupons damaged, replaced or wrongly marked shall be recorded in particular.
(3) The records referred to in paragraphs 1 and 2 are kept by a legal or natural person entrusted by the Ministry of Finance with activities relating to the issue and sale of coupons and coupon sellers. These persons provide coupon records on request to the Ministry of Finance.
§ 10
Transitional provision
The validity of coupons issued in accordance with existing legislation is without prejudice to coupons for one day until 31 December 2002, for a calendar month before 1 January 2003, for 10 days before 10 January 2003 and for a calendar year before 31 January 2003.
§ 11
Repeal
They shall be deleted:
1. Decree No. 444 / 2000 Coll., on the model, method of completion, marking the length of validity and registration of two-part coupons proving payment of the fee for use of motorways and express roads,
2. Decree No. 392 / 2001 Coll., amending Decree No. 444 / 2000 of the Ministry of Finance Coll., on the model, method of completion, marking the length of validity and registration of two-part coupons proving the payment of the fee for use of motorways and express roads.
§ 12
Efficacy
This Decree shall take effect on 1 December 2002.

4. Coupon valid for one day for a vehicle of a total weight of more than 12 tonnes
