DECLARATION
of 14 December 2021
on the consequences of compulsory vaccination
The Ministry of Health provides, in accordance with Section 8 and for the implementation of Section 3 of Act No. 116 / 2020 Coll., on compensation for damage caused by compulsory vaccination:
§ 1
The consequences of the compulsory vaccination consisting of injury to the health, which are likely to occur on the basis of medical knowledge, and the time during which these consequences occur after the compulsory vaccination is carried out are set out in the Annex to this Decree.
§ 2
Efficacy
This Decree shall take effect on 1 January 2022.

Definition of the consequences of compulsory vaccination
1. For the purposes of this decree, anaphylactic shock means acute, severe and potentially fatal systemic disorder, a circulatory collapse occurring as the only single event involving the simultaneous involvement of 2 or more organ systems. Symptoms start minutes up to usually 4 hours after exposure. Death, if it occurs, is usually due to narrowing to the airway closure due to laryngeal swelling or bronchospasm and may be associated with cardiovascular collapse. Other major clinical signs may include cyanosis, hypotension, bradycardia, tachycardia, arrhythmias, pharyngeal oedema, bronchoconstriction, or larynx with stridor and larynx.
2. Brachial neuritis for the purposes of this decree means inflammatory diseases of nerves of brachial knitting: arm and arm. It is characterized by loss of mobility, pain and stiffness of the arm and shoulder.
3. Encephalitis is meant for the purposes of this decree to be an inflammatory disease of the central nervous system. It is shown by the presence of neurological dysfunction and evidence of inflammatory activity in the brain. Symptoms are fever, headache, confusion, vomiting, over time lethargy, seizures, short- and long-term memory disorders, localized paralysis, hemiplegia, polyneuritis and convulsions. In extreme cases, coma and death occur.
4. Chronic arthritis is meant for the purpose of this decree as prolonged joint inflammation, manifested by pain and stiffness of the joint, associated with reduced movement of the affected joint.
5. Thrombocytopenic purpura is an autoimmune disease caused by anti-platelet antibodies for the purposes of this decree. As a result of these antibodies, platelet destruction is increased and their production in the bone marrow is insufficient.
6. For the purposes of this decree, an ulceration means a condition resulting in an ulcer resulting from a breach of the integrity of the epithelium and the breakdown (necrosis) of the skin.
7. Abscess means, for the purposes of this decree, a bounded pathological cavity formed by inflammation and filled with pus. Abscess in soft tissues can cause damage due to oppression and other complications in case of inflammation.
8. For the purposes of this Decree, the coliquate of the axillary lymph nodes means the conversion of the tissue of the lymph nodes into liquid matter.
9. Fatal disseminated by BCGITEDA means, for the purposes of this decree, a festering inflammation of the lymph pathways which are reversing towards the vaccination site. Local redness is characteristic, accompanied by a uniform extension of the lymph nodes.
10. Myocarditis is for the purposes of this decree the inflammatory involvement of the myocardium (central layer of the heart wall) of non-ischaemic origin, with a wide range of clinical manifestations.
11. Pericarditis is meant for the purpose of this decree as an inflammatory disease of the pericardium (surface sac of the heart).
12. Thromboembolic disease for the purpose of this decree means the formation of a blood clot (thrombus) inside the vascular stream and the subsequent release of the clot and its entry into the blood vessels at another location of the body.
13. For the purposes of this decree, immune thrombocytopenia means a temporary or permanent reduction in platelet counts, resulting in an increased risk of bleeding.
14. Capillary leakage syndrome is a disease characterised by acute episodes of swelling mainly affecting limbs, reduced blood pressure, blood concentration and reduced albumin concentrations (the main protein of blood plasma).
