on the use of time-charged infrastructure
The Ministry of Transport, pursuant to § 46 (2) for the implementation of § 20 (1) and § 21a (6) of Act No. 13 / 1997 Coll., on Road, as amended by Act No. 102 / 2000 Coll., Act No. 80 / 2006 Coll., Act No. 97 / 2009 Coll., Act No. 347 / 2009 Coll., Act No. 152 / 2011 Coll., Act No. 196 / 2012 Coll., Act No. 64 / 2014 Coll., Act No. 268 / 2015 Coll., Act No. 225 / 2017 Coll., Act No. 193 / 2018 Coll. and Act No. 227 / 2019 Coll.:
Subject matter
This decree provides
(a) the method of recording the data relating to the payment of the time fee in the registration of vehicles in the charging system and the procedure for transmission of the confirmation of payment of the time fee to the person making the payment;
(b) infrastructure the use of which is subject to a time fee.
Method of recording data on the payment of the time fee
Data on the payment of the time fee shall be recorded in the vehicle registration system in an automated manner.
(a) on the basis of data entered by the person who made the payment by means of a self-service vending machine or remote access; or
(b) on the basis of information supplied by the person responsible for collecting the time fee for payment at the place designated for payment of the time fee.
Forms of confirmation of payment of the time fee
The confirmation of payment of the time fee shall include:
(a) vehicle registration number;
(b) an indication of the country where the vehicle is registered;
(c) an indication of the period for which the time fee was paid;
(d) an indication of the beginning and end of the period for which the time fee has been paid;
(e) the date and time of the payment;
(f) an indication of whether it is a time charge for a vehicle fuelled by natural gas or biomethane, or whether it is a time charge for a vehicle using electrical energy or hydrogen as a fuel in combination with another fuel if the CO2 emissions in the combined operation are not more than 50 g / km.
Method of transmission of the time fee confirmation
The confirmation of payment of the time fee shall be transmitted to the person who made the payment,
(a) in paper form, by the person responsible for collecting the time fee for payment at the place designated for payment of the time fee;
(b) in paper form or electronically to the e-mail address, if it has been entered, on payment cashless via a self-service machine; or
(c) electronically to the e-mail address for payment by means of remote access without cash.
Ground communications, the use of which is subject to a time fee
Ground communications, the use of which is subject to a time fee, are listed in the Annex to this decree.
Transitional provision
The validity of coupons of model 2020 issued pursuant to Decree No. 306 / 2015 Coll., on the use of infrastructure charged with a time charge, as effective before the date of entry into force of this Order, shall not be affected for coupons valid for 10 days until 9 January 2021 and for coupons valid for one month and calendar year until 31 January 2021.
Repeal
They shall be deleted:
1. Decree No. 306 / 2015 Coll., on the use of infrastructure charged with time charge.
2. Decree No. 383 / 2016 Coll., amending Decree No. 306 / 2015 Coll., on the use of time-charged infrastructure.
3. Decree No. 386 / 2017 Coll., amending Decree No. 306 / 2015 Coll., on the use of time-charged infrastructure, as amended by Decree No. 383 / 2016 Coll.
4. Decree No. 258 / 2018 Coll., amending Decree No. 306 / 2015 Coll., on the Use of Infrastructure Charged by Time Charges, as amended.
5. Decree No. 307 / 2019 Coll., amending Decree No. 306 / 2015 Coll., on the use of infrastructure charged with time, as amended.
Efficacy
This Decision shall enter into force on 1 January 2021.
