GOVERNMENT REGULATION
of 22 October 2025
amending Government Regulation No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended
The Government orders pursuant to § 116 (2) of Act No. 361 / 2003 Coll., on the service relationship of members of the Security Corps:
Government Decree No. 104 / 2005 Coll., establishing a catalogue of activities in the Security Corps, as amended by Government Decree No. 517 / 2005 Coll., Government Decree No. 450 / 2008 Coll., Government Decree No. 460 / 2011 Coll., Government Decree No. 399 / 2017 Coll., Government Decree No. 604 / 2020 Coll. and Government Decree No. 441 / 2022 Coll., is amended as follows:
1. In the Annex to Part 1 of Part 1.3 of the 3rd tariff class, the following point 4 is added:
"4. Performance of routine maintenance and minor repairs of equipment or material and their operation in the performance of duty. ';
2. In the Annex to Part 1 of Part 1.3. 5.
"5th tariff class - inspector
1. A separate exercise of basic police activities in criminal proceedings in the detection, documentation and investigation of criminal activities in the jurisdiction of the offices of the Regional Directorate of Police of the Czech Republic with a sub-territorial scope or departments established within the Regional Directorate of Police of the Czech Republic (hereinafter referred to as the "Lower Level Territorial Unit ').
2. The independent exercise of professional activities in the area of the authorisation and control of the residence of foreigners in the Czech Republic within the national services or the regional offices of the Regional Directorate of the Police of the Czech Republic (hereinafter referred to as the "Higher Level Unit ') or the exercise of other administrative activities entrusted to the Police of the Czech Republic within the framework of the lower level territorial departments.
3. Coordination of the performance of the service in the protection of designated objects in higher level territorial units or units of national competence, including the design or assessment of security measures systems to ensure the protection of objects.
4. Separate security of protected persons.
5. Performance of basic activities in the intervention unit.
6. Performance of specialised operationally searching activities of the criminal police service and investigations of the Police of the Czech Republic within the competence of the national or territorial unit of the higher level.
7. Coordination of operational activities within the police school.
8. Separate performance of special cynological activities for criminal proceedings in the services of the Police of the Czech Republic.
9. Coordination and management of the forces and resources of the Police of the Czech Republic and of the components of the integrated rescue system in dealing with emergencies or other events and ensuring a lasting capacity for action. "
3. In the Annex to Part 1 of Part 1.3 of the sixth tariff class in point 7, the words "in higher level territorial units' are deleted.
4. In the Annex to Part 1 of Part 1.3 of the sixth tariff class in point 17, the words "in higher-level territorial units' are deleted.
5. In the Annex to Part 1 of Part 1.3 of the sixth tariff class, point 19 reads as follows:
'19. Separate performance of professional activities in the detection, documentation and investigation of serious infringements in the field of road safety and continuity, public order and safety, protection of state borders and entry and residence of foreigners in the Czech Republic and in the area of detection of illegal migration, performance of professional criminalistic and technical activities in the field of technical examination of documents and documents. "
6. In the Annex to Part 1 of Part 1.3 of the sixth tariff class, the following point 21 is added:
"21. Performance, coordination and direction of activities on the section protecting classified information in the services of the Police of the Czech Republic."
7. The following point 15 is added to the Annex in Part 1 of Part 1.3 of the 7th tariff class:
"15. Comprehensive coordination and management of the activities of the Police of the Czech Republic on the section protecting classified information at the organizational articles of the Police of the Czech Republic."
8. In the Annex in Part 1 of Part 1.4 in the fifth tariff class in point 4, the words "and at the Republic Operations and Information Centre 'are deleted.
9. In the Annex to Part 1 of Part 1.4 of the sixth tariff class, the following point 8 is added:
'8. Separate operational activities at the Republic-wide operational and information centre. ';
10. In the Annex to Part 1, Part 1.5, including the title:
"1.5. General Inspection of Security Corps
1. tariff class - referee
1. Assistance in carrying out support and ancillary activities in relation to the basic tasks of the General Inspection of Security Councils under professional guidance until the completion of the basic training and completion of the prescribed education - passing the exam.
2. tariff class - Chief Official
1. Implementation of support and complementary activities in relation to the basic tasks of the General Inspection of Security Councils under technical guidance until the completion of basic training is successfully completed.
2. Implementation of supporting and complementary activities in relation to the essential tasks of the General Inspection of Security Councils.
3rd tariff class - assistant
1. The performance of supporting and complementary administrative activities in relation to the essential tasks of the General Inspection of Security Councils.
2. Provision of transport and armed assistance in the framework of the activities of the General Inspection of Security Corps.
4th tariff class - Senior Assistant
1. Ensuring support and complementary administrative activities in relation to the essential tasks of the General Inspection of Security Councils.
5th tariff class - inspector
1. Separate performance of partial activities in preparation, implementation and documentation of reliability tests.
6. tariff class - Chief Inspector
1. Performance of basic operational search and prosecution activities in the search, detection, verification, documentation and investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and Police of the Czech Republic.
2. Self-performance of specialised activities in preparation, implementation and documentation of reliability tests.
3. Coordination of operational activities within the framework of the Organising Articles of the General Inspection of Security Councils, enforcement of designated emergency and emergency measures.
4. Performance of basic operational search and technical research activities in the preparation and use of technical means.
5. Performance of the most demanding specialised operational search activities.
7th tariff class - Commissioner
1. Performance of complex operational search and prosecution activities in the search, detection, verification, documentation and investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and Police of the Czech Republic.
2. Performance of demanding professional activities in the preparation and use of technical means in the organisation articles of the General Inspection of Security Corps.
3. Performance of demanding professional activities in the preparation, implementation and documentation of reliability tests.
4. Separate implementation of demanding analytical and information support for the management activities of the General Inspection of Security Corps.
8th tariff class - Chief Commissioner
1. Performance of highly demanding operational search and prosecution activities in the search, detection, verification, documentation or investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Corps.
2. The performance of highly demanding professional activities in the preparation, implementation and documentation of the reliability and coordination tests of the team set up to carry out the reliability tests.
3. A separate creative solution to demanding and complex analytical, methodological and conceptual tasks and to guide the performance of activities within the organisational articles of the General Inspection of Security Corps.
4. Coordination of specific activities and ensuring synergies in international cooperation at the level of the General Inspection of Security Corps.
5. Separate implementation of methodological technical supervision and guidance of the performance of the General Inspection of Security Councils.
6. Separate coordination activities in the fields of search, criminal proceedings and operational search activities, including coordination of cooperation with other State authorities and international security cooperation with other States' inspection authorities.
7. Coordination and comprehensive provision of specialised operational search activities, including professional activities in the preparation and use of technical means in the organisation articles of the General Inspection of Security Councils.
8. Coordination and methodological guidance of emergency and crisis measures within the framework of the General Inspection of Security Councils and the separate implementation of methodological technical supervision and highly demanding controls in the field of operational centres.
9. Coordination of the Operational and Information Centre with competence throughout the Czech Republic.
10. Coordination of activities in ensuring the safety of protected buildings and workplaces General inspection of security corps throughout the Czech Republic.
11. Performance of highly demanding professional activities in the preparation, coordination and provision of operational documentation tasks with effect throughout the Czech Republic.
9th tariff class - council
1. The exercise of the most demanding forms of operational search and prosecution in the search, detection, investigation, documentation or investigation of the most serious and legally complex criminal activity of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Corps.
2. Determining ways of solving extremely complex criminal cases of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and the Police of the Czech Republic with a national or international impact.
3. Establishment of procedures and creative comprehensive organisation solutions and performance of reliability tests, including methodological management, organisation and control.
4. Creative and conceptual processing of draft measures to prevent the illegal activity of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic and the Police of the Czech Republic on the basis of monitoring and evaluation of information on this illegal activity.
5. Formation of methodological recommendations to other security forces in the fields of tactics and strategies to combat the crime of members and employees of individual security forces, prevention of such crime, development of forms and methods of police practice.
6. Establishment of procedures and a creative comprehensive solution to the most demanding analyses and evaluation of the methods, forms and effectiveness of the measures to ensure security policy within the scope of the General Inspection of Security Councils.
7. Creation of the concept of the performance of the service of the General Inspection of Security Corps and its Organising Articles.
8. Coordination and direction of the performance of the complex of police activities within the framework of the organizational articles of the General Inspection of Security Councils and their synergies within the General Inspection of Security Councils throughout the Czech Republic, organisation and management of their cooperation.
9. Methodological guidance and coordination of activities in the preparation of internal and government analyses on internal security and public order.
10. The creation of concepts and guidelines for the development of generally binding systems for continuing training of members of the General Inspection of Security Corps.
11. Coordination of the deployment of forces and resources in special operations in the framework of the use of operational means of searching and wiretaps and records of telecommunications traffic and coordination of specialised and criminalistic technical activities.
12. Establishing procedures and a creative comprehensive solution to international security cooperation with other States' inspection bodies.
13. Creation of the concept of search, criminal proceedings, operational search activities in the field of the detection of organised crime, including the establishment of guidelines for cooperation with other national authorities, the competent authorities of other States and international organisations and institutions.
14. Ensuring the information security management system (cyber security manager), the design and implementation of security measures (cyber security architect) or the auditing of cyber security (cyber security auditor) with controllers and information or communication system operators of critical information infrastructure.
15. Comprehensive performance of tasks of the Data Protection Officer in the General Inspection of Security Corps.
16. Establishment of procedures, comprehensive organisation solutions, methodological management, organisation and control of operational documentation activities.
10th tariff class - top board
1. Setting out guidelines for the activities of the General Inspection of Security Councils, comprehensive coordination and control of this activity in the search, detection, investigation, documentation or investigation of the criminal activities of members and employees of the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Police of the Czech Republic or the General Inspection of Security Councils and in the prevention of this crime.
(2) The establishment of guidelines for the activities of the General Inspection of Security Councils in carrying out reliability tests.
3. Creation of a concept of long-term development of the activities of the General Inspection of Security Corps.

11. in the Annex, Part 2, Section 2.1.1. in the sixth tariff class, the following point 5 is added:
"5. Comprehensive provision of information, publicity and press relations of the Customs Administration of the Czech Republic to the public and mass media (press)."
12. in the Annex, Part 2, Section 2.1.1. in the sixth tariff class, the following point 6 is added:
'6. Comprehensive provision of protection of classified information and preparation of documentation for security clearance in the Customs Administration of the Czech Republic. "
13. in the Annex to Part 2 of Section 2.1.1. in the seventh tariff class, the following point 3 is added:
"3. Coordination and methodological guidance of controls in the whole scope of the Customs Administration of the Czech Republic."
14. in the Annex to Part 2 of Section 2.1.1. in the eighth tariff class, the following point 3 is added:
'3. Creation of a concept of media policy and media strategies of the Customs Administration of the Czech Republic. "
15. in the Annex, Part 2, Section 2.1.1. in the eighth tariff class, the following point 4 is added:
"4. Establishment of the concept and coordination of international cooperation of the Customs Administration of the Czech Republic, including its activities within the European Union."
16. in the Annex, Part 2, Section 2.1.3. in the seventh tariff class, the following point 2 is added:
'2. Educational activity aimed at acquiring knowledge and skills and developing talent in the professional subjects of the training facilities of customs authorities according to teaching documents and other methodological recommendations in the field of pedagogy and psychology. '
17. in the Annex to Part 2 of Section 2.1. of Section 2.1.4, the seventh tariff class, including the title, is inserted after the sixth tariff class:
"7th tariff class - Commissioner
1. Carrying out surveys of the applicability of service animals taking into account the characteristics and assumptions of individual animal species for the performance of special activities. ';
18. In Part 2, Part 2.1, the seventh tariff class, including the title, is inserted at the beginning of Section 2.1.5.:
"7th tariff class - Commissioner
1. Coordination of programming work on application software used for the performance of services in the Customs Administration of the Czech Republic. Processing of sub-application software linked to main application software and linked to other database systems or networks. ';
19. in the Annex to Part Two, Section 2.1.5. in the eighth tariff class in point 1, the word "analytical 'is deleted;
20. In the Annex to Part 2 of Part 2.1, the following section 2.1.6 is added:
"2.1.6. Research and development activities
8th tariff class - Chief Commissioner
1. Solving specific research and development tasks, usually parts of larger units with specific connections to the whole and other systems under the leadership of the team leader, precisely and in time.
9th tariff class - council
1. Separate solutions to research and development tasks or separate implementation of research and development work within the framework of a project led by the team leader.
10th tariff class - top board
1. A separate solution to serious and complex research and development tasks or to the separate implementation of demanding and difficult research and development work in solving and implementing the tasks of scientific and technological development addressed by the research team. "
21. In the Annex to Part 2, Section 2.3.1, including the title:
"2.3.1. Management activities
5th tariff class - inspector
1. Provision of control in defined areas of service of the Police of the Czech Republic.
2. Planning, coordination and guidance of the activities of the internal control system of the performance of the service within the services of the police of the Czech Republic.
(3) The establishment of budgets of the various organisational articles to finance an integrated emergency rescue system.
4. Providing asset management of emergency stocks and methodological guidance of property management.
5. Processing of internal regulations for the performance of service in specialised fields of activities of the Czech Police (protection of the population, integrated rescue system, crisis planning and preparation).
6. tariff class - Chief Inspector

9. 1. The creation of a concept of media policy and media strategy of police presidium, the creation of a large-scale communication system and the coordination of its integration into a single departmental or multi-departmental system.
2. Setting out guidelines for the development of the control system of the Czech Police.
3. Ensuring legal activities in police presidium and services with national competence.
4. Coordination of analytical work on the causes of crime, traffic accident and social pathology, including the design of systemic prevention measures in the field of police presidium.
5. The performance of complex legal activities for the performance of the service throughout the field of service within the competence of the Police Department of the Czech Republic, the elaboration of fundamental legal interpretations and opinions and the establishment of general procedures for the application of legislation including the solution of factually and legally complex cases and representation of the Police of the Czech Republic in litigation.
6. The performance of complex legal activities and the creation of the concept of the Department of Property Management and the establishment of guidelines for the development of the assets of the Police of the Czech Republic, the development of fundamental legal interpretations and opinions and the establishment of general procedures for the application of legislation including the handling of factually and legally complex cases in the field of property management.
7. Coordination and methodological guidance of the state budget creation process for the financing of the assets of the Czech Police within the integrated rescue system.
8. Creation of the concept and comprehensive coordination of the area of asset management. "
