on the recognition of diplomas and other evidence of study issued by foreign universities (nostallization)
The Ministry of Education, Youth and Sports of the Czech Republic (hereinafter referred to as "the Ministry ') provides for the Act No. 172 / 1990 Coll. (hereinafter referred to as" the Act') under Paragraph 35 (2) (c):
Nostrification of diplomas and other evidence of study
(1) The notrification of diplomas and other documents (hereinafter referred to as "documents") of studies at a university awarded by a foreign university, at which the study corresponds in its content and scope to a study of the same or similar field of study at a university in the Czech Republic, is decided by a university in which there are equal or similar fields of study.
(2) If studying at a foreign university corresponds only to a similar field of study at a university in the Czech Republic for the most part, the documents can be notarized after the completion of the differences tests or after the absence of experience. The separation examinations and the content of the practice shall be determined by the university which decides on nostalification.
(3) The Ministry decides on the notrification of study documents, which do not even partially correspond to the study at a university in the Czech Republic.
Nostrification of evidence of tests carried out
(1) The notrification of documents of examinations carried out by a foreign university corresponding to the content and scope of the examinations carried out at a university in the Czech Republic is decided by a university in which there are similar or similar fields of study.
(2) The Ministry decides on the notrification of documents of examinations carried out by a foreign university which do not correspond with the content and scope of the tests performed at a university in the Czech Republic.
Nostrification procedure
(1) The documents may be notarized at the request of a graduate of a foreign university or of a graduate of a foreign university (the applicant). The application shall be lodged at a university which is competent to decide pursuant to § 1 (1) and (2), § 2 (1) or the Ministry pursuant to § 1 (3), § 2 (2).
(2) If there is evidence of applicants for study or who will be a teacher in the department of education in the Czech Republic for a maximum period of three years, they can also be notarized on the initiative of the Rector or Dean of the Faculty or Ministry.
(1) The university or Ministry shall decide on the notation within 30 days of receipt of the application or initiative, in particularly difficult cases, the university or the Ministry shall decide on the notation within 60 days of receipt of the application or initiative.
(2) Where a university or a ministry issues evidence of study issued by a foreign university, it shall issue a nostrification clause in accordance with the model set out in Annex 1.
(3) Where a university or a Ministry of Education provides evidence of examinations carried out by a foreign higher education institution, it shall issue a notrification clause in accordance with the model set out in Annex 2.
(4) Evidence of study is valid on the territory of the Czech Republic from the date mentioned in the nostrification clause.
(5) If the university or the Ministry does not recognise the evidence of study or of examinations carried out by a foreign university as equivalent to the evidence of study or of examinations carried out at universities in the Czech Republic, it shall notify the applicant in writing and return the documents to him.
(1) The applicant shall add certified copies to the application for nostalification of the study documents:
(a) diplomas or other evidence of study; or
(b) statements of study or other evidence of tests carried out; or
(c) a certificate or other evidence of state or rigorously tested.
(2) The applicant shall simultaneously submit certified translations of the documents referred to in points (a) to (c) to the Czech or Slovak or English or French or German or Russian or Spanish language.
(3) Only certified copies of the diplomas or other study documents shall be attached to the application for the notation of the study documents referred to in Article 3 (2) of the Decree.
(4) The applicant shall not provide the documents referred to in paragraph 1 (a) for the nostalgia of the tests carried out.
The authenticity of the signatures and stamps on the original documents must be verified by the Ministry of Foreign Affairs of the State in which the university which issued the document has its registered office or by notaries of the State concerned and by the competent representative office of the Czech and Slovak Federal Republic.
Common and final provisions
The evidence of study and carried out in the Slovak Republic is also valid in the Czech Republic.
The higher education institutions shall keep a record of the notation clauses they have issued and, at the same time, shall keep certified copies of the study documents issued by the higher education institution. The Ministry shall keep a record of the novification clauses issued by the Ministry and shall record certified copies of the study documents issued by a foreign university by the Ministry.
(1) This decree does not apply to the recognition of documents issued by the State, with which the CSFR has concluded an international agreement on mutual recognition of the equivalence of training documents.
(2) Documents issued by the State College with which CSFR has concluded an international agreement on mutual recognition of educational documents shall be valid in the Czech Republic if they are accompanied by a notation clause according to the accompanying models 1 and 2, unless otherwise provided for in the international agreement.
The Decree of the Ministry of Education of the Czech Socialist Republic No 95 / 1982 Coll., which sets out the detailed conditions for the notrification of diplomas and other evidence of higher education issued by foreign universities and its progress is hereby repealed.
This decree shall take effect on the day of its publication.
