implementing certain provisions of Act No. 154 / 2000 Coll., on the Breeding, Breeding and Registration of Breeding Animals and amending certain related laws (Breeding Act)
The Ministry of Agriculture provides, pursuant to Article 33 of Act No. 154 / 2000 Coll., on the Breeding, Breeding and Registration of Animals and on the amendment of certain related laws (Breeding Act), hereinafter referred to as "the Act":

Oddíl 1

Authorised persons, recognised breeding associations and breeding undertakings
§ 1
Forms of application for authorisation to carry out activities
(K § 3 (1) of the Act)
(1) The request for authorisation to carry out the activities referred to in Sections 7, 12, 16, 17 and 18 of the Act contains:
(a) the activity to which the activity and the species of listed livestock are applied for;
(b) the name, surname and permanent residence of the natural person or company of the legal person or name of the recognised breeding association and their registered office;
(c) the natural person's birth number or, if it is a legal person or a recognised breeding association, identification number 1)
(2) An application for approval shall be submitted for each activity listed in Sections 7, 12, 16, 17 or 18 of the Act and for each species of listed livestock separately.
(3) Part of the request for consent
(a) to carry out performance checks, performance tests, performance tests and assessments (hereinafter referred to as "testing and assessment") shall be:
1. the certificate of professional competence of the applicant or contracted persons to carry out testing and assessment;
2. an overview of own or contracted technical equipment for specialised activities, including an overview of electronic media and software;
(b) for the testing and assessment of listed livestock in its own testing facilities:
1. the certificate of professional competence of the applicant or contracted persons to carry out testing and assessment;
2. an overview of the technical and instrumentation of the testing equipment or breeding establishment of young breeding animals which is in accordance with the procedure for carrying out the testing of listed livestock referred to in the Decree,
(c) for the verification and certification of the origin and identification of the genetic type of breeding animals:
1. evidence of international competence (2) of the immunogenetics laboratory or, if no international tests are carried out for the species of breeding animals and methods used, a description of the methods of verification of origin used;
2. models of certificates of verification of origin and genetic type,
(d) the establishment and operation of a semen collection centre shall be:
1. the certificate of professional competence of the applicant or his staff who will pursue professional activities at the semen collection centre,
2. an overview of the technical and instrumentation equipment of the semen collection centre; the type of semen collection centre,
3. a positive opinion by the veterinary authorities on the establishment and operation of a semen collection centre,
(e) to carry out insemination:
1. the certificate of professional competence of the applicant or contracted persons who will carry out insemination;
2. an overview of technical and instrumentation equipment for carrying out insemination;
(f) the establishment and operation of an embryo transfer centre,
1. to obtain, cultivate and store embryos and egg cells:
1.1. Certificate of professional competence of the applicant or contracted persons who will perform professional activities at the embryo transfer centre,
1.2. An overview of the technical and instrumentation of the embryo transfer centre;
1.3. Positive assessment by veterinary authorities of the establishment and operation of an embryo transfer centre;
2. for the own transmission of embryos, an overview of the technical and instrumentation for the transfer of embryos and egg cells shall be provided.
§ 2
Forms of application for recognition of the breed association
(K § 5 (1) of the Act)
(1) The application for recognition of a breeding association shall contain:
(a) an indication of the species, type or breed of listed livestock to which application is made;
(b) the name of the breeding association;
(c) the registered office of the breeding association;
(d) identification number, 1)
(e) authorities and officials authorised to act on behalf of a breeding association.
(2) In addition to the elements referred to in § 5 (1) (d), (e) and (f) of the Act, the applicant shall submit at the same time as the application for recognition of the breeding association:
(a) the registration document (3) of the association;
(b) a written declaration of non-discriminatory access to its members;
(c) the list of members of the association at the date of the application;
(d) a certificate of professional competence of contracted persons engaged in professional activities;
(e) a draft model certificate of origin which the applicant intends to issue,
(f) if the breeding association of horse breeders is concerned, the selection programme and the test schedule for the performance tests of horses as part of the breeding programme of the breed concerned.
§ 3
Forms of application for recognition as a breeding undertaking
[K § 6 (8) (a) of the Act]
(1) The application for recognition of a person referred to in Article 6 (1) of the Act as a breeding undertaking contains:
(a) the indication to which species of listed livestock the application is made,
(b) the name, surname and permanent residence of the natural person or company of the legal person or the name of the breeding association and their registered office;
(c) the natural person's birth number or, if it is a legal person or association, the identification number, 1)
(d) authorities and officials entitled to act on behalf of the association, if they are breeders' associations.
(2) In addition to the particulars referred to in Article 6 (1) of the Act, the applicant shall submit at the same time as the application for recognition of a person as a breeding undertaking:
(a) an extract from the Commercial Register, if it is a legal person who is an entrepreneur, 4)
(b) an extract from the Commercial Register or a certificate under a special legislation, (5) if it is a natural person who is an entrepreneur, 4)
(c) the registration document, (3) the breed association,
(d) the list of members of the association on the date on which the application is submitted, if the association is concerned.

Methods of testing final hybrids in testing facilities
[K § 6 (8) (b) of the Act]
§ 4
Common provisions
(1) For the purposes of this decree, the final hybrid means the final product of crossing at least two species, breeds or lines of listed livestock no longer used for breeding.
(2) For the purposes of this decree, declared testing equipment means testing equipment for testing final hybrids declared by the Ministry of Agriculture in the Ministry of Agriculture Bulletin.
§ 5
Method of testing final bovine hybrids
(1) The breeding undertaking provides the final hybrids of each combination of cattle crossing to testing within 2 years of the start of their domestic sales, then within 3 years of the end of their previous testing.
(2) In the case of bovine animals, the cross-product shall be tested for meat performance in a similar manner to the pure-bred breeds referred to in Article 12 (2) (e) and in the manner set out in Annex No 2, Part I.
(3) A breeding undertaking which tests bovine animals from hybridization programmes in designated testing facilities evaluates the results of the testing and provides them to the breeding undertaking in the form of a "certificate of testing carried out and of performance achieved," which contains the results of growth capacity and the results of slaughter value.
(4) The results of the testing of the final bovine hybrids shall be provided without delay by the breeding undertaking to the person responsible for the central register.
§ 6
Method of testing final hybrid pigs
(1) The breeding undertaking provides the final hybrids of each combination of pig crossing to testing within 1 year of the start of their domestic sales, and thereafter within 3 years of the end of their previous testing.
(2) The procedure for testing the final hybrid pigs is set out in Annex 1, Part I.
(3) The declared testing facility shall evaluate the results of the testing and provide them to the breeding undertaking in the form of a "certificate of testing carried out and the performance achieved ', which shall contain the information set out in Annex 1, Part I, in the table.
(4) The results of the testing of the final hybrid pigs shall be provided without delay by the breeding undertaking to the person responsible for the central register.
§ 7
Method of testing final hybrids of ovine and caprine animals
(1) The breeding undertaking provides the final hybrids of each combination of sheep and goat crossing to testing within 2 years of the start of their domestic sales, then within 3 years of the end of their previous testing.
(2) Testing of the final hybrids of ovine and caprine animals shall be carried out in accordance with Article 15 (3) (d) and in accordance with Annex 2, Part III, Title 3 (a) and IV, Title 4 (a).
(3) The designated testing facility shall evaluate the results of the testing and provide them to the breeding undertaking in the form of a "certificate of testing carried out and of performance achieved ', which shall contain the information referred to in Section 15 (3) (d) (2).
(4) The results of the testing of the final hybrid of ovine and caprine animals shall be provided without delay by the breeding undertaking to the person responsible for the central registration.
§ 8
Method of testing final hybrids and parents of poultry
(1) The holding shall provide samples of poultry for final hybrid tests from parent holdings within 1 year of the start of their domestic sales, then within 2 years of the end of their previous testing.
(2) A meat and carrier type of chickens, turkeys, ducks and geese is tested in the form of final hybrids; a meat type of chickens, ducks and geese are tested as parents.
(3) The samples of poultry for final hybrid tests are collected by the person to whom the declared testing facility is to be assigned. Number of samples is determined by the size of the parent population
(a) in the case of chickens of the meat and meat-bearing type, of each 100 000 head which has been introduced;
(b) in the case of turkeys, ducks and geese, of every 10 000 head which has begun.
(4) The samples of poultry for parents' tests are collected in grandparents' holdings by the person to whom the declared testing facility is to be entrusted. Parents are tested within 1 year of the start of their domestic sales, then within 2 years of the end of their previous testing.
(5) The procedures for testing the final hybrids and parents of poultry are set out in Annex 1, Part II.
(6) The declared testing facility shall evaluate the results of the testing and provide them to the breeding undertaking by means of a "certificate of testing carried out and of the performance achieved ', which shall include:
(a) for final hybrid laying hens
1. length of laying period,
2. laying on the initial condition,
3. the average weight of eggs,
4. the production of egg matter for the initial state,
5. Feed consumption per kg of egg matter,
6.% of losses (mortality and bration),
(b) in the case of final hybrids of the meat type of hens, ducks, geese and turkeys
1. length of fattening,
2. live weight at the end of fattening,
3. feed consumption per kg of live matter;
4.% loss (mortality and bration),
(c) parents of the meat type of chickens, ducks and geese
1. length of laying period,
2. laying on the initial condition,
3. the number of hatching eggs per initial condition;
4. fertilization,
5. hatchery,
6.% loss (mortality and bration).
(7) The results of the testing of the final hybrids and the parents of poultry shall be provided without delay by the breeding undertaking to the person responsible for the central register.
§ 9
Method of testing final runners' hybrids
(1) The breeding undertaking provides the final hybrids of each combination of cross-crossing runners for testing within 2 years of the start of their domestic sales, then within 2 years of the end of their previous testing.
(2) Testing of final runners' hybrids is carried out in accordance with § 17 (2) (b).
(3) Declared testing facilities shall evaluate the final runners' hybrids according to Annex 2, Part V, point. A and provides it to the breeding undertaking in the form of a "test and performance certificate 'containing the information set out in Annex 2, Part V. (B).
(4) The results of the testing of the final runners' hybrids shall be provided without delay by the breeding undertaking to the person in charge of the central register.
§ 10
Method of testing final hybrid breeding fish
(1) The breeding undertaking provides the final hybrids of each combination of breeding fish cross-breeding to testing within 1 year of the start of their domestic sales, and thereafter every 6 years after the end of their previous testing.
(2) Cross-breeds shall be tested against the starting breeds or lines using diallal or peak crosses. The condition for inclusion of starting breeds or lines in the breeding scheme is the determination of genetic distance and individual marking of milks and jikernaks.
(3) The testing of the final hybrid breeding fish shall be carried out in such a way that the offspring of 25 milks and 15 eggs for each type of crossing are tested from one breeding holding during one testing period.
(4) The reproduction scheme of the starting breeds or lines, the scheme and the testing procedure, the number of repetitions and the calculation of the correction of the achieved weight by control line are set out in Annex 2, Part VI.
(5) The eggs at the eye points and the flowed fleece are to be transferred to the declared testing facility in good health and with a certificate of origin.
(6) For the testing of common carp and of common flax in ponds, the unfed unfed bag meal shall be tested together with the control line up to market size with the detection of the yield of edible parts at the end of the test. When testing rainbow trout and other fish species under uniform conditions in individual tanks, the unheated unfattened bag meal to market size shall be tested with the detection of the yield of edible parts at the end of the test. The weight of at least 33 pieces in each crossing shall always be individually evaluated. The cross-breed testing allows the calculation of the heterosexual effect. The method of detection and assessment of survival and weight gain is set out in Annex 2, Part VI.
(7) The declared testing facility shall evaluate the results of the testing and provide them to the breeding holding in the form of a "certificate of testing carried out and the performance achieved ', containing the information set out in Annex 2, Part VI.
(8) The results of the testing of the final hybrid breeding fish shall be provided without delay by the breeding undertaking to the person in charge of the central register.

Requirements for the content of the breeding register
[K § 6 (8) (c) of the Act]
§ 11
Content of the breeding register order
The rules governing the keeping of the breeding register shall include:
(a) a description of the way in which records of origin are kept and the results of the testing and assessment of kept listed livestock;
(b) a description of how records of the origin of the insemination doses, embryos, egg cells, hatching eggs and fish breeding material are kept;
(c) a specimen of the proof of origin of the animals, the semen collection levies, embryos, egg cells, hatching eggs and breeding material of the fish and the method of its issue;
(d) a description of the means of identification of the animals, insemination doses, embryos, egg-cell packaging, hatching eggs, egg eggs at eye points and flowed trawl;
(e) a description of the means of keeping records and transmitting data to the person in charge of the central repository;
(f) the form of keeping a breeding register;
(g) how the breeding register is broken down.

Breeding activity in the breeding of listed livestock
(Articles 7 (1) and (8) and 8 (5) of the Law)
§ 12
Breeding activity in cattle farming
(1) Bovine animals are monitored
(a) for milk-type breeds:
1. milk performance,
2. reproductive properties (fertility),
3rd degree,
4. milking capacity,
5. exterior,
6. the course of childbirth, multiple births and loss of calves,
(b) for breeds of the combined type:
1. milk performance,
2. reproductive properties (fertility),
3rd degree,
4. milking capacity,
5. meat performance
5.1. In breeding bulls, growth capacity,
5.2. In the case of sons after a test assignment, growth capacity, slaughter value and qualitative classification,
6th exterior,
7. the course of childbirth, multiple births and loss of calves,
(c) meat type breeds
1. reproductive properties (fertility),
2nd degree,
3. meat performance (growth capacity, expression of the meat product type by breed)
3.1. Calves and young bovine animals,
3.2. Breeding bulls,
3.3. Sons after tested bulls, for the purposes of checking inheritance,
4. exterior,
5. the course of childbirth, multiple births and loss of calves,
6. the occurrence of horned animals in the population in genetically defenceless breeds.
(2) Testing and assessment
(a) the dairy performance is carried out by measuring the amount of milk which has been milked and determining the content of the milk ingredients in the framework of the performance check to be carried out in accordance with standards laid down by the international organisations (6) for animal performance testing;
(b) reproductive characteristics shall be carried out by examining the data on discharges, pregnancy testing and, where appropriate, calving of breeding animals;
(c) the intensity shall be assessed by assessing the age at first calving expressed in months and days;
(d) milk meters approved by an international organisation are carried out for milking; (6) the quantity of milk milked during milking shall be determined and expressed as an average minute outlet;
(e) meat performance shall be carried out:
1. by detection or determination
1.1. Growth potential by weighing live animals at specified times, expressed in weight and average daily increment over a given period,
1.2. The slaughter values, after the end of the test period, by demolishing and weighing the carcases and parts thereof and expressed in proportion,
1.3. Quality classes of carcases according to the uniform method expressed by the share of each class,
2. one method or combination of multiple methods according to breeding programme of individual breeds or types
2.1. Station test in specialised testing facilities,
