DECLARATION
of 6 November 2025
on contributions to war veterans and conditions of residence in home care of war veterans
According to § 5c (4), § 5d (3), § 6 (3) and § 7 (1) of Act No. 170 / 2002 Coll., on War Veterans, as amended by Act No. 299 / 2025:
INTRODUCTORY PROVISIONS
Subject matter
This decree regulates
(a) the amount and method of payment of the social services allowance;
(b) the type, amount and manner of payment of the contribution of a war veteran and the conditions for granting it; and
(c) the conditions for admission to home and the details to cover the cost of stay in the home.
CONTRIBUTION TO SOCIAL SERVICES
Amount of social services allowance
Social services can be provided up to CZK 25,000 per month.
Method of payment of social services allowance
(1) Social services allowance is paid in Czech currency by transfer to a bank account designated by the recipient of the social services allowance.
(2) The social services allowance shall be paid monthly in the calendar month following the month for which it is due.
• CONTRIBUTION TO WAR VETERAN
Types and amount of contribution of war veteran
(1) The contribution of a war veteran is provided on
(a) spa rehabilitation care;
(b) treatment for rehabilitation;
(c) the purchase of medicinal products, medical devices and food supplements;
(d) nutritional care;
(e) dental care and dental hygiene,
(f) preventive care;
(g) psychological care;
(h) a holiday stay; or
(i) eating.
(2) The contribution of a war veteran can be provided to a war veteran up to CZK 25,000 per calendar year. The contribution of a war veteran may be used in full for one type of contribution of a war veteran as referred to in paragraph 1 or for several species if the total amount of the contribution is not exceeded.
Method of payment and general conditions for granting the contribution of a war veteran
(1) The contribution of a war veteran is paid for a calendar quarter or without undue delay when the amount of CZK 5,000 is exceeded.
(2) The contribution shall be paid in Czech currency by transfer to a bank account designated by the beneficiary, unless otherwise specified.
(3) The contribution cannot be granted
(a) services wholly covered by public health insurance; or
(b) a supplement for medicinal products and foodstuffs for special medical purposes, medical devices and dental products.
Spa rehab treatment
The allowance may be granted for spa rehabilitation care provided by:
(a) State contribution organisations set up by the Ministry; or
(b) other specialised medical establishments authorised to use natural medical resources and providing prevention and spa rehabilitation.
Medical rehabilitation care
(1) The allowance may be granted for the purchase of rehabilitation care provided by:
(a) in health establishments; or
(b) in the natural environment of a war veteran by a competent medical professional.
(2) The contribution may be paid:
(a) physical rehabilitation aimed at restoring mobility and functionality after accidents, operations or diseases of the movement apparatus;
(b) cognitive rehabilitation aimed at improving cognitive functions;
(c) psychosocial rehabilitation aimed at promoting return to social and work life; or
(d) rehabilitation aimed at maintaining functional capabilities through exercises and advice.
Purchases of medicinal products, medical devices and food supplements
The allowance may be granted for the purchase of free-at-sale
(a) medicinal products intended for human use;
(b) medical devices; or
(c) food supplements.
Nutritional care
(1) The contribution may be for:
(a) supporting and optimising the diet of the recipient of the contribution with a view to improving his health and disease prevention; or
b) care provided by a nutritional therapist, including the compilation of individual diet plans and monitoring of nutrient intake, vitamins and minerals.
(2) The contribution may be paid:
(a) nutrition for particular needs of adapting the diet to the health status of the recipient; or
(b) advice on healthy eating.
Dental medicine and dental hygiene
The allowance may be granted for the purchase of performance provided in the field of dental medicine and dental hygiene for the maintenance and improvement of oral health, treatment of dental diseases and periodontal.
Preventive care
(1) A contribution may be granted to prevent disease, improve health and ensure the long-term health of a war veteran with a view to the early detection of risk factors and diseases.
(2) The contribution may be paid:
(a) primary prevention to prevent disease,
(b) secondary prevention intended for the early detection of diseases or their risk factors; or
(c) tertiary prevention to prevent complications or deterioration of the condition of the disease in progress.
Psychological care
(1) The allowance may be granted to cover health services provided to improve the mental and emotional health of a war veteran.
(2) The contribution may be paid:
(a) consultation and advice;
(b) diagnostics,
(c) psychotherapy; or
(d) prevention and promotion of mental health.
Vacation
The allowance may be granted for a holiday stay provided by:
(a) a State contribution organisation set up by the Ministry;
(b) travel agency,
(c) a travel agency; or
(d) the holder of a business licence for the pursuit of the innkeeper's activity or accommodation services.
Meals
(1) The allowance may be granted for racing meals in catering facilities set up by the Ministry, provided that the catering allowance is no longer provided for by another title.
(2) The catering allowance shall be paid to the catering establishment.
Conditions for granting a contribution of a war veteran to a person close to a war veteran
The contribution of a war veteran may be granted to a person close to a war veteran up to CZK 10 000 per year, if accompanied by a war veteran using care under § 4 (1) (a), to cover the cost of accommodation and meals, provided that the attending doctor recommends an escort not covered by public health insurance.
CONDITIONS FOR ACCESSION TO HOME AND DETAILS TO THE REIMBURSEMENT OF HOUSE COSTS
Conditions for admission to home
(1) A war veteran or a person close to a war veteran who is in an unfavourable social situation whose medical condition does not require a long-term hospitalisation in a bed-care facility and regular assistance to another natural person in the management of basic living needs may be admitted to home and it may be assumed that the behaviour of a war veteran or of a person close to him due to mental illness or the use of addictive substances will not seriously interfere with coexistence. The conditions of acceptance must be met by a war veteran or close person throughout the stay in the home.
(2) If it provides a home for all-day health care, a war veteran, or a close one, can also be admitted to it, in an unfavourable social situation which has reduced self-sufficiency due to chronic illness and whose condition allows the provision of health services in the home environment.
Reimbursement of home costs
(1) Unless otherwise provided, the cost per person per day shall be:
a) CZK 128 for provided housing in single apartment or CZK 166 for provided housing in double apartment,
b) 105 CZK for accommodation services; and
c) 128 CZK for a full-day meal, which includes breakfast, lunch and dinner.
(2) The reimbursement of costs per calendar month shall be set at thirty times the sum of the amounts referred to in paragraph 1. Where a stay in a home is not provided for a full calendar month, the sum of the amounts referred to in paragraph 1 shall be multiplied by the number of calendar days of the actual stay.
(3) If, during the calendar month, the facts relevant for the calculation of the reimbursement of costs change, the amount of the reimbursement shall be re-determined from the day following that on which such a change has been demonstrated.
(4) The reimbursement of costs is due by the end of the calendar month for which it is due.
Absence of reimbursement of the home cost
Reimbursement of short-term residence costs of a war veteran or of persons close to home shall not be required if they have been admitted to a home of care due to a severe social situation resulting from natural disasters or accidents that threaten their life or health.
TRANSITIONAL AND REPEAL PROVISIONS
Transitional provision
A war veteran who was first provided with services or care that could be provided for social services or the contribution of a war veteran under this decree, amending Act No. 170 / 2002 Coll., on war veterans, as amended, may be granted prior to the entry into force of this decree.
Repeal
They shall be deleted:
1. Decree No. 191 / 2005 Coll., on Disability excluding admission to home care of war veterans, reimbursement of the cost of residence in the home of care of war veterans and cases where reimbursement of the cost of residence in the home of care of war veterans is not required.
2. Decree No. 70 / 2008 Coll., amending Decree No. 191 / 2005 Coll., on Disability excluding admission to the home of care of war veterans, reimbursement of the cost of residence in the home of care of war veterans and cases where reimbursement of the cost of residence in the home of war veterans is not required.
EFFECTIVE
This Decree shall take effect on the day following that of its publication.
