on the single system of economic indicators
The Federal Statistical Office pursuant to § 35 (2) of Act No. 21 / 1971 Coll., on the Single System of Social Economic Information (hereinafter referred to as "the Act") provides:
This decree introduces a binding single system of national economic indicators (hereinafter referred to as the "indicator system ') and provides for a procedure for the establishment of such indicators.
(1) National economic indicators (hereinafter referred to as "indicators") are, for the purposes of this decree, the characteristics of socio-economic phenomena used to recognise the state and to manage the development of the economy and society at the national economic level.
(2) The set of indicators includes indicators for organisations, (2) indicators from population surveys and indicators arising at the level of all-stage management bodies.
Indicative systems shall be used in particular:
(a) to provide supporting documents for the establishment and monitoring of national economic development plans;
(b) to provide supporting documents for the establishment of national budgets;
(c) for analytical and balance sheet work on socio-economic information and planning;
(d) to evaluate the results of the activities of socialist organisations;
(e) for the recognition and evaluation of the state and development of the economy and society on the basis of statistical and financial reporting, and of the statistical surveys specifically organised;
(f) to determine the content of automated management systems, to create appropriate data bases and to transmit data between authorities and organisations on computer technology.
The set of indicators shall be broken down according to the uniform classification of the economic indicators. The first two stages of this classification (classes and groups of indicators) are set out in the Annex. 3)
(1) The set of indicators consists of two relatively separate sets of indicators.
(2) The first range of indicators includes indicators contained in the national economic development plans, as well as indicators contained in the State statistical surveys system (4) and in the state accounting and indicators underlying them above this level.
(3) The second range of indicators includes additional indicators regularly used for the management of individual ministries and other central authorities.
(1) The indicators of the first heading, their content and their description are set out by the Federal Statistical Office, the Federal Ministry of Finance and the State Planning Commission in conjunction with the relevant central authorities. To this end, those authorities shall draw up, for each indicator whose methodology is not otherwise determined in a long-term manner, methodological sheets containing definitions and methodologies for the production of indicators (in particular their design or calculation) and, where appropriate, a description of the downstream indicators.
(2) The Federal Statistical Office shall publish a list of indicators of the first heading containing the name and identification code of the indicators and shall publish the indicator sheets by printing.
A single system of socio-economic classifications and code lists [§ 8 (2) (c) of the Act] is mandatory for the classification of indicators of the first heading by material, organisational, spatial and other aspects. The Federal Statistical Office shall, as appropriate, establish special code lists which will bring together national classification of indicators according to selected aspects.
The indicators of the second heading shall be established in a similar manner for their field of competence (Sections 6 and 7) by the relevant ministries and other central authorities of the federations and Republics (in particular in the context of addressing the content of their automated management systems) within a time limit to be determined by the central authority in agreement with the Federal Statistical Office. They shall ensure continuity with the indicators of the first heading.
The authorities referred to in paragraphs 6 and 8 are also responsible for maintaining the system of indicators in their current state, to the extent specified by them.
For the Federal Ministry of National Defence, the Federal Ministry of Interior, the Ministry of Interior of the Czech Socialist Republic, the Ministry of Interior of the Slovak Socialist Republic, the Board of Correctional Education of the Ministry of Justice of the Czech Socialist Republic and the Board of Correctional Education of the Ministry of Justice of the Slovak Socialist Republic, the Federal Statistical Office provides for an exemption from the provisions of this Decree justified by the specific nature of the activities of these authorities.
This Decree shall take effect on 1 July 1985.

1) Paragraph 1 (2) of the Act.
(2) Indicators from the organisation's information system (including indicators included in the statistical survey sub-systems - Section 16 (3) of the Act), indicators contained in the planning documents and in the State budgets.
3) A single classification of economic indicators (up to grade 3) shall be published by the Federal Statistical Office in the Central Statistical Authorities' Reports.
4) Including those indicators contained in the statistical survey sub-systems to be submitted to the national statistics authorities.
