Ministry of Agriculture, Forestry and Water Management
of 29 April 1961
on comprehensive soil survey in the Czechoslovak Socialist Republic
The Ministry of Agriculture, Forestry and Water Management provides for measures in agricultural production in agreement with the participating authorities pursuant to Article 1 of Act No. 80 / 1948 Coll.
Purpose and concept of comprehensive soil survey
(1) A comprehensive survey of all agricultural land will be carried out to obtain evidence for the implementation of measures aimed at continuously increasing soil fertility and for plant nutrition management, using scientific knowledge on soil characteristics.
(2) A comprehensive soil survey includes a one-off implementation of a soil expert survey in 1961- 1970 and a continuous agrochemical testing of soil in repeated cycles.
(1) Surveyor survey means the detection of genetic production properties of soil based on a versatile examination of the entire vegetation profile and the definition of districts of individual soil representatives. The field survey consists of field survey of soil, laboratory and cartographic material processing and preparation of accompanying reports for soil maps.
(2) Agrochemical soil testing means the continuous detection of agrochemical and other soil characteristics which are directly related to the nutrition and fertilisation of agricultural crops. Continuous agrochemical soil testing shall include soil sampling, laboratory treatment of samples, evaluation of laboratory results and their mapping.
Organisation of Surveying
(1) The Czechoslovak Academy of Agricultural Sciences manages and organises the survey in the country.
(2) Surveying will be carried out first in areas with a high intensity of agricultural production, including about 60% of all agricultural land, and then in other areas.
(3) All laboratory work for the survey is carried out by the Central Audit and Examination Institute of the Agricultural Institute.
(4) Cartographic processing of survey results, i.e. soil maps and additional cartograms, is carried out by the Central Management of Geodesy and Cartography.
Organisation of continuous agrochemical soil testing
(1) Continuous agri-chemical soil testing is managed and organised by the Central Control and Testing Institute of Agriculture on the basis of long-term and annual plans approved by the Regional National Committees.
(2) Continuous agrochemical testing of soils is subject to all farmed agricultural parcels of socialist agricultural factories of more than 1 ha. At the request of the soil user, the District National Committee may include less than 1 ha of agricultural parcels in soil testing.
(3) The continuous agrochemical testing of soils on the same parcel is repeated at least every 5 years. Where the parcels of breeding and seed establishments, hop farms, winegrowing farms and other specialised holdings are concerned, soil testing shall be carried out every 2-3 years.
(4) The central control and testing institutes of the agricultural, machinery and tractor stations shall participate in the own soil testing to the extent determined by the Ministry of Agriculture, Forestry and Water.
Reimbursement of costs associated with comprehensive soil survey
(1) The cost of carrying out the survey shall be borne by the State, with the exception of those paid by the soil user under the provisions of Section 8.
(2) For the conduct of continuous agrochemical testing of land used by socialist plants, the provisions of paragraph 1 shall apply even if such testing is carried out on agricultural parcels of less than 1 ha.
Use of the results of the survey
(1) The results of the survey will be transmitted by the Czechoslovak Academy of Agricultural Sciences through the Regional National Committees to the individual socialist agricultural plants and local national committees, as well as to the District and Regional Committees for use to the specified extent. *)
(2) Soil users are obliged to make use of the submitted results of the soil expert survey in implementing comprehensive measures to increase soil fertility, to make effective use of the agricultural land fund and to address the issues of the prospective development of agricultural production.
Use of results of continuous agrochemical soil testing
(1) The Central Control and Testing Institute of Agriculture shall transmit through machinery and tractor stations the processed results of agrochemical soil testing in individual municipalities to soil users and local national committees for use.
(2) Soil users are obliged to use the results of agrochemical soil testing to improve the nutrition and fertilisation of agricultural crops.
Obligations of soil users
Users of agricultural land shall:
(a) to allow workers carrying out a comprehensive soil survey to enter their land and provide them with the necessary information;
(b) provide for their load of labour and means of transport necessary for the excavation and drop of probes, soil sampling and transport from the point of collection to the nearest municipality;
(c) to provide suitable facilities for drying soil samples and for storage until dispatch for laboratory analysis by the Czechoslovak Academy of Agricultural Sciences or machinery and tractor stations.
Responsibilities of national committees
National committees of all grades shall:
(a) ensure that a comprehensive soil survey is properly carried out and that their agricultural commissions provide the necessary assistance to the organisations responsible for carrying out the survey;
(b) ensure that the results of a comprehensive soil survey are properly used to implement the necessary fertilisation measures in socialist farms, to carry out the distribution of industrial fertilisers and to improve the prospects of agricultural production development;
(c) to assist soil users in the practical use of the results of the field survey and continuous agrochemical testing of soil and to check compliance with the obligations laid down in this Decree.
Final provision
This decree shall take effect on the day of its publication.
