DECLARATION
of 9 November 2020
on the Statistical Survey Programme for 2021
The Czech Statistical Office provides pursuant to § 27 (b) of Act No. 89 / 1995 Coll., on the State Statistical Service, as amended by Act No. 411 / 2000 Coll.:
Subject matter
This decree implements the relevant European Union1 regulations, and also builds upon the directly applicable European Union2 regulations) and sets out the Statistical Survey Programme for 2021, which is set out in Annexes 1 and 2 thereto.
Efficacy
This Decision shall enter into force on 1 January 2021.

II. Data on the reporting agent
1. In addition to the data characterised in Part III of Annex 1 to this Decree, for each survey, the statistical survey shall also include the identity data of the reporting agent, namely the trading company and its registered office; if they do not have a business name or name.
2. For the reporting agents referred to in point 1, the statistical survey shall also contain an identification number and, if not allocated, the tax identification number, the predominant activity in the reference period, the name of the natural person who completed the report, the details of its data box, the e-mail address, its telephone and, where applicable, fax number.
3. Where another entity fills in for the reporting agent, the name of the natural person who filled in the report shall also be given, the data on its data box, the e-mail address, its telephone and, where applicable, the fax number.
4. The statistical surveys concerning health, social services, cultural, school or educational establishments shall also include the internal department code names of the internal unit and the business or name and identification number of the founder or founder.
III. Individual statistical surveys carried out by the Czech Statistical Office
1. NAME OF STATISTICAL INSURANCE:
Monthly oil price report
STATISTICAL FORM MARK:

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Getting data on oil prices. The data will be used to fulfil the obligations arising from Article 1 of Commission Decision 1999 / 566 / EC of 26 July 1999 implementing Council Decision 1999 / 280 / EC of 22 April 1999 on a Community procedure for the collection of information and consultation on the costs of oil supply and consumption prices of petroleum products, Article 1 of Council Regulation (EC) No 2964 / 95 of 20 December 1995 establishing a Community registration of imports and supplies of oil, Article 1 of Regulation (EC) No 1099 / 2008 of the European Parliament and of the Council of 22 October 2008 on energy statistics, as amended, Article 1 of Regulation (EU) 2019 / 2152 of the European Parliament and of the Council on European business statistics and the abolition of 10 legal acts in the field of business statistics, for the calculation of aggregate price and specification of oil, for the European Union and international organisations, in particular the International Energy Agency, Ministry of Industry and Trade and Trade for the approval of oil purchase of oil oil oil, the material reserves, the Ministry of the Ministry of the environment for the calculation, and the calculation of the emission of the environment, and of emissions of the emissions of the air, and the public.
Characteristics of indicators collected:
Quantities of oil delivered from imports or domestic production, density (API), sulphur content and cif price excluding taxes (per barrel and tonne).
(b) Reporting frequency
Economic operators engaged in the import, extraction and processing of oil by:
CZ-NACE 06.1 (oil extraction),
CZ-NACE 46.1 (wholesale and wholesale intermediation on behalf).
Central government authority:
CZ-NACE 84.1 (public administration and economic social policy).
Reporting agents will receive information about their reporting requirements in a notification sent by the Czech Statistical Office.
(c) Method of survey
Form of statistical surveys: electronic form
Method used: comprehensive survey
(d) Periodicity and time limits for providing data
Periodicity of statistical surveys: monthly
Deadline for providing data by the reporting agent: by 18 calendar days after the end of the reference period

Weekly declaration of consumer fuel prices

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Obtaining data on consumer fuel prices. The data will be used to fulfil the obligation under Article 1 of Commission Decision 1999 / 566 / EC of 26 July 1999 implementing Council Decision 1999 / 280 / EC of 22 April 1999 on a Community procedure for the collection of information and consultation on oil supply and consumer prices of petroleum products, Article 1 of Regulation (EU) 2019 / 2152 of the European Parliament and of the Council of 27 November 2019 on European business statistics and repealing 10 legal acts in the field of business statistics, for the processing of the consumer price index, for the calculation of average consumer prices of selected fuels, for the purposes of the European Union and international organisations, in particular the International Energy Agency, and for the public information.
Characteristics of indicators collected:
Amount of fuel sold, price including all taxes, taxes and duties.
(b) Reporting frequency
Economic operators dealing with fuel sales
CZ-NACE 46.7 (other specialised wholesale trade),
CZ-NACE 47.1 (retail trade in non-specialised stores),
CZ-NACE 47.3 (retail sale of fuel in specialised stores).
Reporting agents will receive information about their reporting requirements in a notification sent by the Czech Statistical Office.
(c) Method of survey
Form of statistical surveys: electronic form
Method used: sampling
(d) Periodicity and time limits for providing data
Periodicity of statistical surveys: weekly
Deadline for providing data by the reporting agent: Monday within 14 hours of the relevant calendar week

Report on heating oil prices

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Data collection on heating oil prices. The data will be used to fulfil the obligation under Article 1 of Commission Decision 1999 / 566 / EC of 26 July 1999 implementing Council Decision 1999 / 280 / EC of 22 April 1999 on a Community procedure for the collection of information and consultation on the costs of oil supply and the consumption prices of petroleum products, Article 1 of Regulation (EU) 2019 / 2152 of the European Parliament and of the Council of 27 November 2019 on European business statistics and the abolition of 10 legal acts in the field of business statistics, for the calculation of aggregate prices of selected industrial and gas fuel oils, for the needs of the European Union and international organisations, in particular the International Energy Agency, and for the public information.
Characteristics of indicators collected:
Sold quantities of industrial and gas fuel oils, price excluding all taxes and taxes, excluding transport costs.
(b) Reporting frequency
Economic operators engaged in the sale of industrial heating oils and gas heating oils for municipal heating and small supply to industry with the predominant activity according to CZ-NACE 19 (manufacture of refined petroleum products).
Reporting agents will receive information about their reporting requirements in a notification sent by the Czech Statistical Office.
(c) Method of survey
Form of statistical surveys: electronic form
Method used: sampling
(d) Periodicity and time limits for providing data
Periodicity of statistical surveys: monthly, weekly
Reporting deadline: monthly survey by 20th calendar day of the reference period, weekly survey - first working day of the week up to 14 hours

4. NAME OF STATISTICAL INSURANCE:
Quarterly report on gas prices for final non-household customers

(a) Purpose of the survey and its content
Purpose of statistical surveys:
Obtaining data on gas prices for final non-domestic customers. The data will be used to fulfil the obligation arising from Article 1 of Regulation (EU) 2016 / 1952 of the European Parliament and of the Council of 26 October 2016 on European statistics on gas and electricity prices and repealing Directive 2008 / 92 / EC, and from Article 1 of Commission Implementing Regulation (EU) 2019 / 803 of 17 May 2019 on technical requirements for the content of the reports on the quality of European gas and electricity statistics pursuant to Regulation (EU) 2016 / 1952 of the European Parliament and of the Council. The data are used for calculating average gas prices, for the needs of the European Union and international organisations, in particular the International Energy Agency, and for informing the public.
Characteristics of indicators collected:
The average price of natural gas includes all applicable charges: network charges and energy consumed after deduction of any rebates or premiums and plus any other charges (e.g. for the hire of a meter, fixed charges). This is the MW.h price excluding value added tax and other taxes according to the annual gas consumption bands. The price of the network component includes transport and distribution costs, loss of transport and distribution, costs of renting the meter and measuring costs and other costs associated with transport and distribution. The supply price includes the commodity price of natural gas, including storage costs and costs associated with the sale of natural gas.
(b) Reporting frequency
Economic operators - legal entities incorporated in the Commercial Register, with activities according to CZ-NACE 35.2 (gas production; distribution of gaseous fuels through networks).
