GOVERNMENT REGULATION
of 26 November 2001
on the use of the State Housing Development Fund to cover the costs associated with its administration
The Government orders pursuant to Section 9 of Act No. 211 / 2000 Coll., on the State Housing Development Fund and on the amendment of Act No. 171 / 1991 Coll., on the jurisdiction of the authorities of the Czech Republic in respect of transfers of State property to other persons and on the National Property Fund of the Czech Republic, as amended, (hereinafter referred to as "the Act ') to implement Section 3 (1) (h) of the Act:
This Regulation lays down the scope and conditions for the use of the resources of the State Housing Development Fund (hereinafter referred to as the Fund) to cover the costs associated with its administration.
(1) The costs associated with the management of the Fund are the administrative expenditure of the Fund and the cost of providing housing aid programmes provided by the Fund.
(2) The management expenditure of the Fund shall be expenditure on:
(a) personnel costs;
(b) remuneration to members of the Fund Committee and the Supervisory Board of the Fund;
(c) teaching, training and improving the qualifications of staff of the Fund;
(d) domestic and foreign missions of staff and members of the institutions of the Fund;
(e) acquisition of real estate necessary for the location of the Fund's organisational articles, ensuring the management, repair and operation of such real estate;
(f) renting of premises necessary for the location of the Fund's organisational articles, premises intended for temporary accommodation of staff of the Fund and members of its institutions, services associated with the rental and operation of leased premises,
(g) the acquisition and operation of means of transport;
(h) acquisition of furniture, furnishings, technical and office equipment, office supplies, work and protective equipment;
(i) information, telecommunications and postal services;
(j) acquisition and operation of computer equipment, including software;
(k) the acquisition and operation of security systems;
(l) provision of meetings, meetings of the institutions of the Fund, representation expenses of the staff of the Fund,
(m) promotion of the Fund's activities.
(3) Expenditure on providing housing promotion programmes provided by the Fund shall be:
(a) reimbursement to other legal persons to whom the Fund has entrusted activities related to the function of the Fund pursuant to Article 3 (4) of the Act;
(b) the payment of contracts and services;
(c) the provision of advisory services;
(d) expert studies, analyses and translations;
(e) keeping accounts and financial operations;
(f) legal representation and legal services,
(g) the preparation, issue or acquisition of manuals and publications;
(h) promotion;
(i) participation in conferences, exhibitions, seminars and similar events;
(j) organising conferences, seminars, exhibitions, competitions and similar events;
(k) the conduct of tendering procedures for the award of public contracts under special legislation, 1)
if they are directly related to the activities of the Fund and to the use of its resources.
The use of the appropriations for expenditure referred to in Article 2 (3) shall be subject to the condition that the activities listed here cannot be provided to the staff of the Fund.
The Fund's funds may be used for the purposes set out in Section 2 only to the extent laid down in the Fund's budget for the year in question. The extent of the expenditure of the Fund referred to in Article 2 shall not exceed 20% of the total expenditure of the Fund for the year in question.
This Regulation shall enter into force on the day of its publication.
