laying down hygiene requirements for swimming pools, saunas and hygiene limits for outdoor playing areas
According to § 108 (1) of Act No. 258 / 2000 Coll., on the Protection of Public Health and on the amendment of certain related laws (hereinafter "the Act '), the Ministry of Health provides for the implementation of § 6 (3) (a) to (c), § 4 and § 13 (2) of the Act:
Subject matter
(1) This decree lays down hygiene requirements for the quality of bathing water in the wild, artificial swimming pools and saunas, spatial, design and operation of swimming pools and saunas, their microclimatic conditions, as well as the hygiene limits of microbial and parasitic pollution of outdoor play areas.
(2) Rehabilitation pools and swimming pools for toddlers are not considered as swimming pools.
Swimming pool in the wild
Water quality
(1) The microbiological, biological, chemical and physical indicators of outdoor bathing water and their hygiene limits are set out in Annexes 1 and 2. The concentration of total nitrogen, nitrates, total phosphorus, arsenic, cadmium, chromium VI, cyanide and total organic carbon shall not exceed the limit values laid down in the specific legislation for water toco.1)
(2) The quality of the water shall comply with the hygiene requirements if the limit values of the water sample characteristics taken at the same place before, during, and with the frequency of sampling set out in Annex 1 meet the following hygiene requirements:
(a) in 95% they correspond to the hygiene limits of the characteristics set out in column 2 of Annex No 1;
(b) in 90%, they correspond to the health limits of the parameters set out in column 2 of Annex No 1, except for coliform bacteria and termotolerant coliforms, where 80 per cent of the samples must correspond to the limit values; or
(c) no more than 20 per cent of the samples exceed the health limits of the parameters set out in column 2 of Annex No 1, but the excess is not more than 50 per cent of the limit value and are not microbiological indicators, water reaction (pH) and dissolved oxygen.
(3) The outdoor bathing season is a time period (usually June to September) in which, depending on local practices and climatic conditions, a larger number of bathing people must be counted.
Water quality control and evaluation
(1) Water quality control must start not later than 14 days before the expected start of the bathing season. Further sampling shall be carried out in the context of a specified check and whenever water quality deterioration can be expected.
(2) Samples affected by exceptional weather conditions, natural disasters and floods shall not be included in the water quality assessment.
(3) For monitoring the mineral oil content or other indicators lighter than water, samples shall be taken at the surface, in other cases 30 cm below the water level.
(4) The distribution of sampling sites shall be determined after an assessment of the local situation, which shall include the determination of the volume and nature of all (even potentially) discharges and their effect on the water quality in accordance with the distance from the bathing area, the density of bathing persons, the epidemiological situation and the technical conditions of collection.
(5) The sampling and detection of water quality indicators shall be carried out according to standard methods which mean the methods contained in Czech technical standards, (2) the result of which is considered to be proven to be within the limits of detection, accuracy and reproducibility of results. When using a method other than those laid down in Czech technical standards, it must be demonstrated that the limit of detection, accuracy and reproducibility of results is equivalent to the Czech technical standard method.
Equipment, cleaning and cleaning
(1) The space of the swimming pool must be such as to guarantee conditions for drainage and sewerage. Rest areas shall be provided with a grassy surface.
(2) The swimming pool must be provided with drinking water, by connecting to a public water supply or a supply of groundwater complying with drinking water requirements, or by importing bottled drinking water.
(3) The dressing rooms must be separated for men and women, with 1 visitor in the common and hanging locker rooms representing 0,4 m2, 0,6 m2 in the box and 0,2 m2 in the dressing room. The area of the changing room shall be at least 1,5 m2. The floors and walls of the dressing rooms shall be made of smooth, easy to clean material. The floor shall be protected against slipping. If cloakrooms can be set up in separate buildings, they can be located on the shore or on floating devices in simple shelters with benches.
(4) Showers may be set up as free or in cabs. The number of shower nozzles shall be determined according to the expected attendance rate, in such a way that at least 1 shower nozzles are counted for each 100 visitors started. Water not exceeding the recommended values of the indicators listed in Annex 1 shall be introduced into the showers. The shower floor shall be easy to clean, with anti-slip treatment. The waste shall be taken outside bathing or sewerage areas.
(5) The toilets must be separate for men and women, without a common hall and equipped with a sink. The minimum distance required from sunbathing and bathing areas is 20 m. The number of toilets is determined by the expected attendance; counts for 60 to 80 women 1 toilet, for 60 to 100 men 1 urinal and 1 toilet.
(6) The waste water from toilets and washrooms shall be connected either to the sewerage or to the sewerage pit. For solid waste, waste baskets must be distributed throughout the swimming pool.
(7) At the time of the bathing season, cleaning of all facilities, including areas for rest and sunbathing, must be carried out daily before or after the start of operation. Wash once a day with appropriate disinfectant solution on the floor of the dressing rooms, showers, washrooms and toilets, including the seat and empty the trash bin at least once a day.
Artificial swimming pools and saunas
Artificial swimming pools and saunas
(1) The capacity of dressing rooms must correspond to the capacity of an artificial swimming pool. The sauna dressing room shall correspond to twice the number of places in the heating room.
(2) In the case of uncovered artificial swimming pools, changing rooms may be built instead of dressing rooms.
(3) The dressing rooms for indoor artificial swimming pools must be operationally separated from other visitors to the swimming pool.
(4) In the case of indoor artificial swimming pools, the order of the dressing room, shower, swimming pool must be maintained for arrival; for departure the order of the pool, showers, drying room, dressing room. The toilet is placed so that the visitor walks through the shower area.
(5) The garments for men and women must be separated, with special entrances and exits.
(6) The floors and walls of the dressing rooms must be made of smooth, easy to clean material. The floors shall have an anti-slip treatment and a sufficient flow towards the waste. The divisions shall be closed at least 15 cm above the floor. The corners and corners of the perimeter walls shall be rounded.
(7) Devices in changing rooms, dressing rooms and cabins must be easily washable.
(8) Clothes and footwear boxes must be made of smooth, moist, defiant material and, in the case of indoor swimming pools, the saunas must be ventilated.
(9) Before entering from the shower into the closet of indoor artificial swimming pools, a foot rinser with running water is placed.
(10) The dressing rooms must be separated from the shower rooms and comply with the requirements of the special legislature.3)
Showers and toilets for artificial swimming pools and saunas
(1) For indoor artificial swimming pools and saunas, one shower per 10 to 15 dressing rooms is envisaged, for artificial swimming pools not covered with one shower is counted at 60 to 100 dressing units; in a sauna with one shower for 4 places in the heating room. The showers of artificial swimming pools for men and women must be separated. Showers in the sauna are set up between the dressing room and the heating room.
(2) The walls of the showers shall be lined with tiles or other washable material up to a minimum of 2 m. The ceilings and walls in the sauna showers shall be plastered over the washable part with a lime plaster with an antifungal preparation.
(3) In the case of indoor artificial swimming pools, the draining area of the oven is fitted with a hot air dryer between the showers and the dressing rooms.
(4) The toilets must be separated for men and women and constructed in such a way as to comply with specific legislation. 3) The walls of the toilets shall be lined with tiles of the feet with other easily washable material up to at least 1,8 m high
(5) The floors of the showers shall be made of easily washable and easily disinfected material with anti-slip treatment and recovered to waste.
Water source for swimming pool and sauna
The water source for the swimming pool must be of continuous quality to ensure that, under normal operating conditions, the water can be adjusted to its specified quality. The choice of water supply gives priority to the supply of water from the public tap. If this is not possible, the pool may be supplied from groundwater sources which are of a quality corresponding to drinking water. (4) In the case where the pool is supplied with surface water, it shall comply with the requirements laid down in Annex 2 or comply with the requirements laid down in specific legislation1) for watercourses.
Hygienic requirements for swimming pool
(1) The capacity of the water area is determined by the area for non-swimmers being 3 m2 and 5 m2 for swimmers. The capacity of covered artificial swimming pools shall be determined by one and a half to twice the capacity of the water area. The capacity of open artificial swimming pools shall be determined by three to five times the capacity of the water area.
(2) Artificial swimming pools with year-round operation must be equipped with water treatment and recirculation. The method of inflow and outflow must ensure that the pool is thoroughly mixed with the water brought into the pool from the water treatment plant with the pool water. Compliance with this requirement is ensured by a sufficient number of flow and drain holes appropriately distributed so that the water flow does not result in short-circuit currents and places with slow water exchange in the pool so that the water exchange takes place on a short track and in the pool volume. The water drain from the pool is implemented in such a way as to allow water to flow to the bathroom from both the level of the pool and the bottom of the pool, or in combination of both drains. The drains in the pools shall be so designed as not to suck the pool users; at the time of its use by bathers, the water must flow exclusively from the level of the level.
(3) The ventilation of the area above the surface of the pools shall be provided at a level not lower than 30 cm below the level of the stands; the level of the water is created by an overflowing trough which must be dimensioned so that the water does not return to the pool.
(4) In the pool system, the water must not be passed from the pool to the pool. The flow meter shall be provided for each pool for the supply of recirculating water. A separate registration water meter shall be designed and installed for the supply of dilution water. The swimming pool shall be equipped with a discharge device at the lowest point in order to release water from the swimming pool into the sewerage or a watercourse, as far as possible following the sewerage line or the receiver, in agreement with its administrator. For each pool there must be a separate and measurable water supply. The possibility of impact disinfection of all devices shall be ensured.
(5) The indoor swimming pools shall be easily cleaned by a gallery with anti-slip treatment and with a gradient such that all water flows into the drainage equipment.
(6) There must be reinforced stands around the exposed pools with a deflection outside the pool and a drainage of rainwater from the reinforced area of the gallery. The trays of these pools are separated from other areas so that visitors have to go through the brownies.
(7) The edge of the pool shall be so constructed and operationally secured that impurities are not flushed into the pool water.
(8) In the case of exposed pools, the brodels shall be at least 2 m wide in the direction of passage with an initial water height of 10 to 15 cm and a constant flow rate corresponding to the water exchange in the brodite at least once per hour. There shall be a length of at least 2 m around the brodits when moving to the grassy area. Water to the brodite can be taken from the recirculation system by chlorine or use water flowing from the pool by ambush. The mirrors must be equipped with showers. These showers are only used to rinse the body without using soap and detergent.
Pool water treatment room, drinking water distribution and special provisions for swimming stadiums
(1) The technology and capacity of the water treatment plant must ensure compliance with the pool water quality indicators set out in Annex 4. The water recirculation intensity for swimming pools shall be determined in accordance with Annex 3.
(2) The water treatment plant must ensure the required water quality and allow easy cleaning of all the components used to capture impurities. All areas on the premises of the plant shall be recovered and connected to the sewerage; the floors must be washable. There is also a laboratory room or corner in the premises, a room for service with dressing room, toilet and washroom and a room for chemical storage.
(3) In the area of artificial swimming pool it is necessary to ensure the distribution of drinking water.
(4) The artificial swimming pool, which is used as a swimming stadium, shall have seats intended for spectators separated from bathing areas; access to these places must be provided by a special entrance. Depending on the number of spectators designed, cloakrooms and the necessary number of toilets with washbasins must be available. The floor of the stand for spectators must be recovered into the sewer. The audience space shall be separated (e.g. by portable railing) from the space reserved for swimmers.
Paddling ground
(1) When determining the capacity of a paddling pool for children, an area of 1 m2 per child is calculated.
(2) The paddling ground shall have a gradual slope of the bottom from 0 cm from the access side to a maximum depth of 40 cm; they must have been ambushed.
(3) The method of water supply and drainage must ensure that water is mixed and water supply must be separate. The replacement or re-filtering of the whole volume of water shall be carried out at least once per hour.
(4) The drinking water supply must be provided in the playroom and the corner must be recovered to waste.
(5) The requirements set out in paragraphs 3 to 7 of Section 8 shall also apply to lumps.
Requirements for microclimatic conditions and lighting
(1) The requirements for microclimatic conditions and lighting of indoor swimming pools are set out in Annex 6.
(2) Lighting of artificial swimming pools must not dazzle. 250 luxuries are set for public swimming and swimming training, 500 luxuries for swimming pools 50 m long and 100 lux for cleaning. Measurements shall be made 1 m from the water surface or floor. The lighting of 100 lux must also have related spaces such as dressing rooms, toilets, showers, corridors and other spaces.
(3) In the pool hall the air temperature must be higher than the water temperature in the pool, usually 1 to 3 ° C. The air temperature in the showers is to be 24 to 27 ° C, in cloakrooms and other rooms intended for the stay of persons 20 to 22 ° C and in the lobby 17 to 19 ° C.
(4) All rooms and spaces of buildings covered by artificial swimming pools must be ventilated; if the natural air exchange of the windows is not sufficient, they shall be equipped with a special ventilation device. Ventilation of showers and pools must be vacuum.
(5) The relative humidity in the pool hall is not more than 65 per cent, 85 per cent in the showers, 15 per cent in the heating room and 50 per cent in other areas.
(6) Ventilation is sufficient if the air in the pool hall is replaced at least twice, in the showers eight times, in the dressing rooms five to six times an hour and in other areas so that the relative humidity requirements are met. In the lobby, air exchange counts once an hour.
Cleaning
The artificial swimming pool must be kept clean, toilets, showers and dressing rooms must be cleaned at least once a day.
Water quality
The water quality requirements in artificial swimming pools with recirculation and without recirculation with disinfection are set out in Annex 4.
Water sampling sites
(1) In the case of large pools which mean pools of more than 25 m, a separate sample is taken for microbiological analysis at the pool inflow and after a separate sample in all 4 corners of the pool. For chemical analysis, a separate sample is taken at the inflow to the pool and made from all 4 corners of the pool.
(2) For microbiological analysis of small pools, a separate sample is taken in the pool inflow and one sample at both opposite sides of the pool. For chemical analysis, a separate sample shall be taken at the pool inflow and mated from both opposite sides of the pool.
(3) The samples are always carried out in service and the samples are analysed using methods meeting the requirements of Section 3 (5).
Treatment, recirculation and disinfection of water
(1) For pools with recirculation water treatment, the recirculation, including disinfection, must be continuous during the operating period. For pools without recirculation, there shall be continuous replacement of water and disinfection during the operating period. At the time of operating rest, the volume of recirculation or replacement of water may be reduced, with small pools even interrupted. The full pool volume must be replaced at least once by recirculation or discharge until the start of operation. For pool assemblies, recirculated water must be divided into individual pools according to their type. For individual swimming pools with variable depth, the total recirculated amount of water brought into the pool must be divided by individual depth.
(2) The amount of dilution water shall ensure compliance with the water quality requirements of Annex 4 and shall be determined by the number of visitors per day, with 30 litres of water per visitor being counted. The amount of dilution water shall be separately measured by a separate registration water meter.
(3) Pool walls up to 1.5 m in depth, pool bottom of the non-swimming area and brodits must be cleaned daily, the deeper part of the pool at least twice a week. The water recirculation paddles shall be released, cleaned and surface disinfected at least once a week.
(4) The water to run the pool and replenish it must go through the recirculation water treatment plant.
(5) Only disinfectants approved by the competent public health authority may be used for the disinfection of pool water. 5) When using a disinfectant, the manufacturer's instructions shall be followed.
(6) For the purpose of limiting the occurrence of algae and sinuses, only algicide products approved by the competent public health authority may be used. 5)
Control and evaluation of water quality in pool artificial swimming pool
(1) The frequency requirements are set out in Annex 5. If the monitoring of the levels of free and bound chlorine content and the operation of the disinfectant is not ensured by automatic registration in the water supply to the pool, where appropriate beyond the treatment room and at the water outlet from the pool, these values in the pool water shall be determined one hour before the start of operation and every fourth hour thereafter. Samples shall be taken 10 cm below the surface, in the shallow part and in the swimmer part. The correct operation of the disinfectant shall be checked at least every second hour. If recirculation waters are also used for the operation of showers, the chlorine content and the redox potential in the water inlet to the showers shall be checked every four hours. These requirements also apply to the use of disinfectants other than chlorine.
(2) The water quality in the pool shall be checked orientally at least three times a day by monitoring the state of water transparency in the deepest part of the pool. When flaking with Al- salts, the aluminium content is determined once a week in pool water, and iron content is determined when flaking with Fe- salts. Monitoring of microbiological indicators in the water before entering the pool and in the pool water itself shall be performed once a month, or as directed by the State Health Supervision Authority.
(3) The water temperature in the pool and the air temperature in the hall are measured at least three times a day, before the start of operation and after 4 and 8 hours of operation, and are indicated on the table in a visible location.
(4) A written record shall be kept of the results of the checks and of the effective measures.
Sauna waiting room
A waiting room must be built in front of the sauna. This does not apply to sauna accommodation facilities .6) A waiting room with a capacity of at least two thirds of the number of places for the heating plant shall be set up for a sauna that operates separately.
Sauna heating room
(1) The space of the heating plant per person must be at least 2 m3. The height of the heating room shall be at least 210 cm. The heating room must be well insulated with a steam-tight barrier. The materials used in the heating plant shall not be thermal degraded.
(2) The walls and ceiling of the heating plant are covered with a well-absorbent, dry wood on the surface of the cut-off, without pitch bearings and skirts. The door is wooden, with a sufficiently rigid frame and insulation, with a glass window, with a wooden handle on both sides and must be opened outside. The door must reliably allow the exit from the heating room. The wood shall not be impregnated, impregnated or painted.
(3) The heating room shall be equipped with at least 2 stages of wooden rubberised rubber with a width of not less than 0,5 m, the highest level being located at least 120 cm from the ceiling. A person is calculated with 1 m of platform length. The seat surfaces shall be made of malleable screws screwed from the bottom or with embedded and pointed heads of bolts. The individual parts of the platforms shall be removable, with a maximum mass of 15 kg. There shall be no metal items or components in the heating room with which the saunter could come into contact.
(4) The floor shall be made of well-washable non-slip-proof materials and culled to waste guile. Gula shall be placed outside the space of the heating room.
(5) The sauna heater must be secured against accidental contact by saunters. The transfer of excessive radiant heat to the space shall be limited by the construction of the stove or by appropriate covers. For solid or gaseous fuel heaters, only the heat exchanger is placed in the space of the heating plant. The chimney shall be located outside the heating room.
(6) The heating room shall be sufficiently ventilated, with the possibility of regulation according to Annex 7. The heating room shall be sufficiently illuminated and equipped with emergency lighting. The lighting bodies must be positioned in such a way as to avoid endangering the sauna.
Cooler sauna
(1) An external or internal cooling plant, or both, is set up to cool the body.
(2) The indoor cooling room consists of a swimming pool with a minimum depth of 50 cm or a shower or combination of swimming pools and showers. The size of the pool shall be at least 0,5 m2 per place in the heating room. The pool is inside the building, near the heating room. The walls and bottom of the pool shall be provided with a well-washable surface. The surface shall be smooth and non-porous with anti-slip treatment of the bottom. The swimming pool shall be equipped with an overflow at the level of the water level, with discharge into the sewerage. During the operation of the swimming pool, the water must be permanently brought down and drained from the ambush. The gout must have a gradient to the discharge hole. The entrance to the swimming pool of more than 70 cm shall be provided with railing steps. The floor around the swimming pool must have a pressurised treatment and a flow towards the waste guile. The water in the pool shall have a maximum temperature of 10 ° C and shall comply with the requirements laid down for water in artificial swimming pools. The water in the pool can only recirculate provided it is permanently chlorinated. The free chlorine concentration shall be maintained between 0,2 and 0,5 mg / l of water. The indoor cooling room is equipped with a cold water shower.
(3) The outside cooling room consists of partly covered space for cooling the body with water or air, connected with other sauna areas. The size of the external cooling plant shall be at least 2 m2 per place in the heating room. It is equipped with benches made of smooth, easily washable material, it is planted with greenery and, in the case of the installation of a swimming pool in the outside cooling room, this pool must meet other requirements under this decree. For winter period it is necessary to provide access communication to the pool against freezing.
Sauna rest room
The size of the break room must be at least 2 m2 per place in the heating room. The rest room shall be equipped with couches or armchairs corresponding to the heating capacity, with a washable surface. The floor in the break room must be easy to wash and free from splat.
Additional requirements for sauna spatial and design solutions
(1) A cleaning room, ventilating, equipped with a hot and cold water effluent, is set up to store cleaning and disinfection products. Walls shall be provided with an easy-to-wash surface up to a minimum of 180 cm from the floor.
(2) In saunas with the discharge of laundry, clean and used linen must be stored separately in a separate space. If the used laundry is not dispatched daily to the laundry room, it must be possible to dry it in a drying room with a floor to the floor outlet.
Microclimate conditions saun
(1) The requirements for microclimatic conditions and the illumination of the saunas are set out in Annex 7.
(2) A thermometer of up to 150 ° C shall be installed in the heating room and its installation shall be 1 m from the heat source, 200 cm above the floor and 5 cm from the wall.
Cleaning and cleaning of sauna
(1) At least once a day, especially after the end of operation, all sauna areas must be washed with water with cleaning agent and disinfected. The floor and the door doors of the heating plant shall be disinfected at least twice a day during operation for more than 8 hours a day. Doors, washable parts of walls, closets and other furniture, heating radiators, etc. shall be disinfected at least once a week.
(2) Water from the cooling pool, if not connected to the recirculation, is released after the operation, the walls and the bottom are mechanically cleaned, disinfected with disinfectant solution and properly sprayed with clean water.
Outdoor gaming surfaces
The hygiene limits of microbial and parasitic sand pollution used for games on outdoor gaming areas intended for games and sports of children and adolescents, as well as of sand or other material forming the surface of areas intended for games and sport of children and adolescents are laid down in Annex 8.
Final provisions
The building and spatial requirements of artificial swimming pools and saunas, the use of which was authorised before the date of application of this decree, shall be assessed in accordance with the legislation in force at the time.
They shall be deleted:
1. the Directive of the Ministry of Health of the Czech Republic on sanitary requirements for the establishment and operation of public saunas, published under No 9 / 1977 in the Collection of Hygiene Regulations and notified in the amount of 9 / 1977 Coll.;
2. Directive of the Ministry of Health of the Czech Republic on sanitary requirements for the establishment and operation of mass hostels, published under No. 47 / 1978 in the Collection of Hygiene Regulations and notified in the amount of 3 / 1978 Coll.;
3rd Directive of the Ministry of Health of the Czech Republic for the establishment and operation of pools with recirculation of water, published under No. 48 / 1978 in the Collection of Hygiene Regulations and announced in the amount of 11 / 1978 Coll.;
4. the Ministry of Health of the Czech Republic's Health Directive on health requirements for setting the scheme on recreational ponds, published in the Collection of Guidelines for National Committees and notified in the amount 38 / 1962 Coll.;
5th Directive of the Ministry of Health of the Czech Republic on sanitary requirements for the construction and operation of tourism equipment, published in 5 / 1964 Journal of the Ministry of Health and announced in 26 / 1987 Coll.
Efficacy
This decree shall take effect on 1 January 2001.

The recirculation intensity (T) refers to the nominal output of the plant including all reserves of pumping aggregates. The necessary recirculated amount of water in m3 / h is indicative of the share of pool volume and theoretical time of water retention. The pool water, as well as the possible sediments and natives in the pool, shall not contain pathogenic or conditionally pathogenic agents of bacterial origin (from an area of intestinal or other flora), viral (enterovirus) or protozoal (limax-amoeba) or eggs of parasitic worms, pathogenic yeast and fungi, toxic algae and sinuses. No organisms which may be reproduced on filters (e.g. Nematoda) shall be washed into the pool water.
