GOVERNMENT REGULATION
of 27 November 2000
laying down rules for the participation in international rescue operations, the provision and reception of humanitarian aid and the reimbursement of expenses incurred by legal persons and by business natural persons for the protection of the population
The Government hereby orders pursuant to § 35 (1) of Act No. 239 / 2000 Coll., on the Integrated Rescue System and on the amendment of certain laws, to implement § 7 (7) (a) and (b) and § 23 (4) thereof:
Rules on participation in international rescue operations
Forms of involvement in international rescue operations
Czech Republic is involved in international emergency operations abroad in the form of
(a) sending a rescue unit to carry out rescue work or to extinguish fires;
(b) secondment of experts;
(c) the provision of expert information; or
(d) humanitarian aid.
Preparation for international rescue operations
Ministry of Interior
(a) equip and train the rescue unit;
(b) it shall:
1. list of experts from members and staff of the Czech Fire Rescue Corps,
2. an overview of the dedicated forces and resources of other components of the integrated rescue system1) to be involved in international rescue operations;
3. a list of other experts that can be included in a rescue unit sent abroad, sent abroad alone or used to provide expert information, including communication with foreign rescue units or experts.
Transmission of a rescue unit
Experts from the Czech Fire Rescue Corps, members of other components of the Integrated Rescue System and experts included in the list referred to in § 2 (b) (1) and (3) shall be called to the rescue unit. The unit is equipped with technical means of the Ministry of the Interior, the Fire Department of the Czech Republic or the resources provided by the Army of the Czech Republic or other components of the integrated rescue system.
Financial and material security
(1) The Ministry of Foreign Affairs shall, within its competence, ensure a permit for transit, transit or entry into, and residence in, the territory of foreign States for international rescue operations abroad.
(2) The costs associated with the involvement of the Czech Republic in international rescue operations are paid from the financial reserve for humanitarian aid created in the budget chapter of the General Treasury through the Ministry of Foreign Affairs.
(3) Financial compensation, insurance of medical expenses for travel and stay abroad and vaccination for members of the rescue unit sent abroad from individual components of the integrated rescue system shall be provided by those components when they are involved in an international rescue operation. They shall be reimbursed by the Ministry of Foreign Affairs in accordance with paragraph 2.
Rules on the provision and reception of humanitarian aid
Provision and reception of humanitarian aid
(1) Humanitarian aid may be provided and received to meet the basic needs of the population and to restore the territory affected by exceptional occurrences in the form of material or financial resources, services or special works.
(2) Humanitarian aid is provided free of charge by government authorities and authorities of local and local authorities, legal persons, business natural persons, NGOs, non-profit organisations and associations of citizens, groups of persons and individuals on the basis of calls or on their own initiative in the form of offers.
Organisation of humanitarian aid
(1) An overview of offers and humanitarian aid requirements is kept by the state authorities, the authorities of the local authorities and humanitarian organisations.
(2) Collections for humanitarian aid (2) are carried out by humanitarian organisations on the basis of current requirements from the affected areas. Humanitarian aid from these collections is concentrated in the stocks of the state's organisational units; in a specific case, humanitarian aid may be concentrated in the storage of humanitarian organisations due to the effectiveness of the aid.
(3) The management of humanitarian aid, from notification of the offer by the provider to the recipient by the authorities of the State, the authorities of the local authorities or the humanitarian organisation, shall be ensured in such a way as to prevent and prevent its misuse. In doing so, the place of destination, the means of delivery to the addressees and the delivery to the beneficiaries of humanitarian aid shall be addressed without delay.
Reimbursement of expenses incurred by legal persons and by natural persons employed to protect the population
Reimbursement of expenditure
The following expenditure incurred in connection with the protection of the population shall be reimbursed to legal persons and business natural persons:
(a) salaries, salaries, travel allowances, social security contributions and contributions to national employment policy and public health insurance premiums for personnel providing for the storage of civil protection material and the maintenance of permanent shelters intended to protect the population in emergency situations;
(b) travel allowances for the preparation and training of persons involved in the protection of the population, with the agreement or at the request of the Fire Rescue Corps of the Region;
(c) expenditure relating to the storage and treatment of protective masks, child protective bags, children's protective pulleys, protective clothing, respiratory filters and other protective equipment, in the operation of educational, medical, social or similar facilities, 3)
(d) energy expenditure in permanent shelters intended to protect the population in the event of emergencies and storage of civil protection material.
Reimbursement of expenditure to ensure the operation of civil protection facilities
(4) In the performance of the tasks of the regional emergency plan or external emergency plan, reimbursement of expenditure on civil protection facilities without legal subjectives4)
(a) acquisition, repair and maintenance of tangible and intangible assets;
(b) the payment of travel allowances, (5) the cost of wages and salaries and of salary allowances of participants in the preparation and training of the average earnings;
(c) organisation of training.6)
Provision of reimbursement of expenditure
Reimbursement of expenditure shall be provided by the district fire brigade which has included a legal person or an operating natural person in the regional emergency plan or external emergency plan.
Efficacy
This Regulation shall enter into force on 1 January 2001.
