Communication from the Federal Ministry of Foreign Affairs on the negotiation of an Agreement between the Government of the Czech and Slovak Federal Republic and the Government of the Kingdom of Norway on the visa waiver

The Federal Ministry of Foreign Affairs states that an agreement was negotiated between the Government of the Czech and Slovak Federal Republic and the Government of the Kingdom of Norway on visa waiver in exchange for notes of 12 July 1990 in Oslo and 13 July 1990 in Prague. The Agreement entered into force on 15 July 1990 pursuant to Article 7 thereof.
The Czech version of the Czechoslovak note and the translation of the Norwegian note are announced simultaneously.

Excellency,
I have the honor To inform you that the Government of Norway is prepared to conclude an agreement with the Government of the Czech and Slovak Federal Republic on the following conditions:
Czechoslovak citizens, holders of valid Czechoslovak passports, may travel freely to the Kingdom of Norway through any border crossing for international travel and residence in the Kingdom of Norway without visas for a period not exceeding three months. This period of three months shall be calculated from the date of entry into the territory of one of the Nordic States which is a Contracting Party to the Convention of 12 July 1957 on the Abandonment of Passport Control between the Nordic States. Any stay in one of those States during the six months preceding the entry into the territory of one of those States from a non-Norwegian State shall be counted against the abovementioned period of three months.
Norwegian citizens, holders of valid Norwegian passports, may travel freely to the Czech and Slovak Federal Republic through any border crossing for international travel and residence in the Czech and Slovak Federal Republic without visas for a period not exceeding three months.
The visa waiver shall not exempt persons covered by this Agreement from the need to comply with applicable laws and regulations of the competent State concerning entry, residence, temporary or permanent employment.
The authorities of both States reserve the right to refuse entry or residence permits in the State to undesirable persons.
The authorities of both states undertake to take every citizen back to their territory without delay.
Each Contracting Party may temporarily suspend, for reasons of public policy, the implementation of the previous provisions as a whole or in part, with the exception of Article 5. Such suspension shall be notified immediately to the other Contracting Party by diplomatic means.
This Agreement shall enter into force on 15 July 1990. The Agreement may be denounced in writing by one of the Contracting Parties, the denunciation shall take effect one month from the date of its notification.
In the event that the above proposals are acceptable to the Government of the Czech and Slovak Federal Republic, I have the honour to propose that this letter and the letter of responsibility of your Excellency form an agreement between our governments on this matter.

I have the honour to confirm receipt Your note of 12 July 1990, in which you, under the authority of your Government, proposed to me the conclusion of the Agreement between the Government of the Kingdom of Norway and the Government of the Czech and Slovak Federal Republic on the visa waiver of the following text:
