DECLARATION
of 3 November 2025
defining the scope of housing assistance activities
According to Articles 57 (3) and 58 (3) of Act No. 175 / 2025 Coll., the Ministry of Labour and Social Affairs provides for the provision of certain housing promotion measures (Housing Promotion Act):
Support and assistance in securing and handling funds
In order to provide money to keep living in an appropriate apartment and to manage it, provision of assistance to a supported person
(a) support and assistance in obtaining and maintaining employment;
(b) support and assistance in obtaining sources of income other than employment;
(c) support and assistance for obtaining food and material assistance; and
(d) support and assistance for the efficient use of income, in particular to meet monetary obligations relating to housing and to meet basic living needs.
Support and assistance in debt management
In order to address the debt that threatens to maintain housing in an appropriate apartment, the provision of assistance to a person supported by
(a) support and assistance in compiling an overview of debts;
(b) aid and assistance in the resolution of debts where professional assistance has not been provided;
(c) brokerage of contact with providers of debt management services;
(d) support and assistance for debt management with creditors as recommended by the debt service provider; and
(e) support and assistance in preventing further debt.
Support and assistance for social services and other services
In order to provide social services under the Social Services Act and other services needed to keep living in a suitable apartment, the provision of assistance to the supported person
(a) support and assistance for the search and brokering of social and health services;
(b) support and assistance for communication with energy suppliers;
(c) support and assistance for negotiation and communication with administrative authorities; and
(d) support and assistance in finding other services promoting the social inclusion of the supported person.
Support and assistance for establishing or maintaining social ties
In order to establish, establish or maintain the social ties needed to maintain a suitable apartment, including the achievement and maintenance of good neighbourly relations and the resolution of possible neighbourly disputes, the provision of assistance to the supported person shall be ensured by:
(a) support and assistance for the prevention of unwanted arrivals and for the management of visits;
(b) support and assistance for the restoration and maintenance of functional family relationships; and
(c) support and assistance in establishing and maintaining social ties and participation in the local community in order to integrate and prevent loneliness.
Support and assistance for the economical use and maintenance of the apartment in a satisfactory condition
For the purpose of the cost-effective use of an apartment which does not lead to excessive wear and the maintenance of an apartment in a satisfactory condition, the provision of assistance to a person supported by:
(a) support and assistance for moving in and providing suitable furniture for the apartment;
(b) support and assistance for the economical use of water, electricity, gas or heat energy;
(c) support and assistance in maintaining order and cleanliness in the apartment and house; and
(d) support and assistance with routine maintenance and minor repairs related to the use of the apartment.
Support and assistance for the recovery of suitable housing
(1) In order to regain suitable housing, when providing assistance to a supported person,
(a) aid and assistance for the renewal of the legal title for the use of the apartment in order to ensure the housing needs, in particular when dealing with the lessor;
(b) support and assistance for the removal of defects which have ceased to be a suitable apartment for the supported person;
(c) support and assistance for the recognition of a person who has committed domestic violence on a member of the household from a common residence;
(d) aid and assistance after loss of suitable housing for the removal of the apartment in respect of which assistance has been provided;
(e) aid and assistance in the search for offers to rent an appropriate apartment and subsequent negotiations with potential tenants, including support and assistance to provide temporary accommodation before moving into a suitable apartment; and
(f) aid and assistance in providing temporary accommodation before moving into a suitable apartment.
(2) In order to reclaim suitable housing, the provision of assistance shall also provide support and assistance under Sections 1 to 5 mutatis mutandis.
Efficacy
This Decree shall take effect on 1 January 2026.
