DECLARATION
of 13 September 2006
amending Decree No. 255 / 1999 of the Ministry of the Interior Coll., on the technical conditions of the means of fire protection in kind, as amended by Decree No. 352 / 2000 of the Government of the Czech Republic
According to § 24 (2) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll. and Act No. 237 / 2000 Coll.:
Decree No. 255 / 1999 Coll., on the technical conditions of means of fire protection in kind, as amended by Government Decree No. 352 / 2000 Coll., is amended as follows:
1. in Paragraph 1 (1), the word "analogue" shall be inserted at the beginning of point (a).
2. In Paragraph 1 (1), the word "portable 'shall be inserted at the beginning of point (d).
3. in Paragraph 1 (1), point (f) is deleted;
Points (g) to (i) shall be renumbered as points (f) to (h).
4. In Paragraph 1 (2), "9 'is replaced by" 8'.
5. In Annex No 2, point 3, at the end of point (c), the dot is replaced by a comma and the following point (d) is added:
"(d) installation of equipment enabling the combined control of the radio station by voice and pressing the button and assembly of the speaker."
6. In Annex 3, point 1, including footnote 1, reads:
"1. The breathing apparatus complies with the requirements of EN 137 for an overpressure device. The breathing apparatus allows the use of one 7 litre cylinder with a maximum filling pressure of 30 MPa (300 bar) and also allows the use of two cylinders, or one 9 litre cylinder, and allows the emergency use of a 5 litre or 7 litre cylinder with a maximum filling pressure of 20 MPa (200 bar) without restricting the movement of the user in the prescribed protective clothing (1). The highest filling pressure of the breathing apparatus is 30 MPa (300 bar).

7. In Annex 3, point 5, at the end of the text, "DIN 477 'is replaced by" ČSN EN 144-2'.
8. Annex 4 shall read as follows:
"Annex No 4 to Decree No. 255 / 1999 Coll.
TECHNICAL CONDITIONS FOR TRANSMISSION OF ENGINE SYRINGES
1. The technical conditions of portable motor syringes are met provided that they comply with the requirements of ČSN EN 14466, ČSN EN 1028-1, ČSN EN 1028-2 and the related ČSN EN and EN.
2. Portable motor syringes shall be equipped with fire centrifugal pumps which comply with sorting in particular in accordance with the parameters specified by the nominal displacement pressure (bar) and the nominal pump flow (l / min). If the parameters of the fire centrifuge pump are found between the values described, the size of the fire pump shall be assigned to the nearest lower value.
I. Basic function of portable motor syringes
1. The design of portable motor syringes allows
(a) the watering of the suction order from the external source by the watering device at a suction height of 7,5 m;
(b) drawing and transport of water by hoses from an external free source;
(c) pumping and transporting water through hoses when connected to an external pressure source.
2. Suction throats for portable motor syringes are 110 mm threaded according to ČSN 38 9409.
3. Suction and extrusion throats are brought into the space in which they do not restrict the operator.
4. Portable motor syringes are equipped with 75 mm diameter extruders with two-sided closing fittings. The height of the bottom edge of the extruders shall be at least 250 mm above the ground.
5. The design of portable motor syringes allows continuous operation for 8 hours so as to avoid exceeding the permissible temperature of the engine and any transmission to the pump.
II. Fire centrifugal pumps
1. Fire centrifugal pumps shall be equipped with a feedback valve to protect suction hoses against pressure damage and pressure relief devices.
2. Extruders of fire centrifugal pumps, including control valves, shall be tilted below a horizontal plane so that any remaining water shall flow from them. '
9. Annex 5 shall read as follows:
"Annex No 5 to Decree No. 255 / 1999 Coll.
TECHNICAL CONDITIONS FOR PROTECTION
The technical conditions of the protective clothing shall be satisfied provided that:
1. Protective clothing meets the requirements of ČSN EN 469 and ČSN EN 1149-1.
2. Protective clothing consists of two-piece garments consisting of a coat and trousers. The overlay over the trousers is at least 30 cm. If necessary, clothing accessories are used for protective clothing.
3. The protective clothing consists of the upper outer clothing component and the lower clothing component. If the lower clothing component is detachable from the upper clothing component, they form a joint assembly. If the essential safety requirements according to EN 469 are met only for the assembly, this information shall be indicated on the labels of the two clothing components.
4. The material of the upper outer clothing component is
(a) abrasion-resistant;
(b) stable,
(c) permanently antistatic,
(d) carried out in the colour of the sea blue.
5. In protective clothing, a safety-belt may be fastened in accordance with the requirements of ČSN EN 469 and ČSN EN 358.
6. After professional repair of the protective clothing, its protective properties do not change.
7. Protective clothing, upper outer clothing and lower clothing, can be washed in water at 60 ° C hot in accordance with the requirements of EN 469.
8. On the inside of the upper outer clothing component and on the lower clothing component there is a permanent label with the text in Czech with the data and the marking according to ČSN EN 340 and the pictogram according to ČSN EN 469, production date and serial number.
I. Coat
1. The coat is in design with single-row fastening and set sleeves.
2. My coat
(a) the fastening of the slide-fastening with the cover part of the safety ribbon cap or, where appropriate, the ribbon-fastening with metal carbines; the fastening of the slide is allowed in protective gloves which meet the requirements of ČSN EN 659,
(b) at least two side upper pockets with the ribbon cap on against the intrusion of mechanical impurities and partly water;
(c) one inner pocket with a size of 150x180 mm with a slide or button;
(d) in the upper left front of the upper pocket for the location of the radio station; the pocket is in such a way that the installation of the radio station is ensured in the event of a sharp tilt, run and work of the fireman,
(e) the closing of sleeves made of non-combustible knitting with a thumbnail preventing the shrouding of sleeves;
(f) a system indicating the removal of the lower clothing component; is designed with a yellow stripe according to the colour PANTONE 16 - 1542 PC, which by means of the ribbon cap connects the upper outer clothing component and the lower clothing component.
3. The overcoat in its upper right front may be sewn to an easily flammable ribbon cap, with dimensions of 125 x 25 mm, intended for a personal registration number or nameplate. On the coat is attached part of the ribbon cap with loops.
4. The label or the personal registration number shall be made of material identical to the upper outer clothing component, sewn to the part of the ribbon cap with hooks of 125 x 25 mm.
5. The nameplate or personal registration number shall consist of a embroidered frame of a thickness of 2,3 mm with a ribbon cap on the reverse and a embroidered name and surname or personal registration number with a font height of not more than 8,2 mm and a font width adapted to the length of the name and surname. The height of the number is 15 mm. The last name shall be made in capital letters. The font, number and frame color is gold No. 1189 according to the Marathon colour.
II. Pants
1. They have pants
(a) increased passport and mail;
(b) a split with an overlay and a fixation preventing it from opening at work.
2. The size of the belt circumference of the trousers can be adjusted, for example, by a glued rubber or belt for regulation.
III. Reflective marking
1. Reflecting marking consists of the inscription "HASIČI" and reflective belts with the minimum width of 50 mm.
2. The inscription "HASIČI" is in the colour of the top outer garment in a reflective yellow frame with dimensions 330 x 75 mm and the font height (without hook) is 60 mm, the font width is 12 mm. The inscription is made in large letters of switzerland bold.
3. The reflective frame marked "HASIČI" is placed on the upper back of the coat above the reflective belt.
4. The reflective belt with parameters corresponding to the requirements of the ČSN EN 471 consists of three stripes in yellow and silver colour; The upper and lower thirds of its width are yellow and the middle third are silver. The reflective belt is placed in a horizontal line around the circumference
(a) the coat at the height of the breast and allows for the location of the reflective frame with the inscription referred to in point 3;
(b) the lower part of the coat, its lower edge being at least 50 mm from the lower edge of the coat,
(c) the sleeves of the coat at the height of the breast and at the bottom of the sleeves, the lower edge of which is 140 mm from the lower edge of the sleeve,
(d) the lower part of the legs, the lower edge of which is 240 mm from the lower edge of the leg.
IV. Protective clothing accessories
1. Under protective clothing, clothing accessories may be used which are equivalent to CSN 80 5004 by their performance, show better or equal non-flammable and moisture removal from the body compared to the fabric trick with long or short sleeves according to this decree and meet the requirements of EN 533.
2. Clothing accessories for protective clothing are used to increase the comfort of movement, improve the thermal comfort under the protective clothing, for example by reducing heat stress, increasing resistance to frost.
3. The accessories of the protective clothing include underwear, which are mainly covers with long or short sleeves of the same cut as long and short sleeves of T-shirts according to this decree, underpants and also means for protection of the head and neck against the effects of heat treatment.
4. All of these accessories are in colour dark blue. "
10. Annex No 6 shall be deleted;
Annexes 7 to 9 to date shall be renumbered Annexes 6 to 8.
11. Annex 6 shall read:
"Annex 6 to Decree No. 255 / 1999 Coll.
TECHNICAL CONDITIONS OF WORKING STATUS II
The technical conditions of working uniforms II shall be fulfilled provided that:
1. Working uniform II meets the requirements of EN 340.
2. Working uniform II consists of blouse, trousers and hat. T-shirts with long and short sleeves and clothing accessories are used for working uniform II as required.
3. Working uniform II is produced by the above-mentioned blue fabrics according to the colour PANTONE 19-4019. Woven fabrics containing aramid fibres shall meet the requirements of EN 533 and the complete clothing of EN 1149-1.

4. The blouse and trousers are permanently labelled with the manufacturer's name, size marking, material composition and symbols for treatment according to ČSN EN ISO 3758.
5. The working uniform II made of aramid and aramid / viscosis FR is visibly marked on the blouse and trousers with a light red label drawn into the seams, in size 30 x 10 mm. The blouse is marked on the left side above the pocket, on the pants at their right pocket.
I. Blouse
1. The front parts of the blouse have loaded top material saddles. The breast pockets are loaded with the fastening foot. Side pockets are stuck in the side seams. The fastening on the slide is covered by a strip with ribbon caps. The rear part is broken down from the saddle down with counterfolds. The sleeves are one piece, ended with a cuff. The collar is one piece, under the collar is sewn a pantry on the ribbon caps. The blouse is closed to the tape. Above the left breast pocket is a ribbon cap designed for the name tag or personal registration number. Above the right breast pocket is a ribbon cap with a self-adhesive layer, designed for quality or functional marking. Model blouse is shown in Figure 1.

2. Making a blouse
(a) the front parts have a straight top-mounted saddle loaded. On the left front piece is sewn leg fastened to 5 pieces of ribbon caps 25 mm wide and 50 mm long. The fastening is on the slide from the neck to the lower edge.
Above the right pocket is sewn ribbon cap with dimensions of 70 x 38 mm, so that its centre is identical to the centre of the pocket and is sewn between the heel and the saddle. It's used for quality labels. On the left front piece is a ribbon cap with dimensions 125 x 25 mm. It is placed above the left pocket so that its center is identical to the center of the pocket. Parts of the ribbon caps with loops are sewn on top of the blouse material,
(b) the breast pockets of 150 x 180 mm are handled with a ribbon fastening foot. Side pockets are placed in side seams. Pocket bags are made of top material,
(c) the rear part has an inflated seat and under the saddle are made folds towards the side seams. The bottom half of the fold is sewn up,
d) over front and rear parts is sewn saddle of top material,
e) sleeves are headers, one piece, ended with a cuff, which is pulled over the bottom of the elastic width 20 mm in the tunnel, 2 times above. There's a pane on the cuff with a ribbon cap on it. Part of the ribbon cap with hooks is sewn on the pantry,
(f) the collar is one piece, sewn in the corners and sewn in the circumference. There's a hanger and etiquette in the neck. On the lower collar there is sewn a pane with a fastening on the ribbon cap. The sleeping bag is not sewn on a blouse made of cotton / polyester material,
g) the lower edge is finished with a belt, through the rear part and the part of the front part is pulled by stripping,
h) all seams are cleaned against shaking, sewn together by a special machine with simultaneous encircling. The collar, the feet, the strip bar, the front edges of the seat and the armholes are stitched with a two-needle sewing machine.
3. The ribbon cap for the personal registration number has dimensions of 125 x 25 mm, the part with hooks is sewn a strip of the same size and is identical to the top material.
4. The ribbon cap intended for grade or functional marking has dimensions of 70 x 38 mm, there is a self-adhesive layer on the parts with hooks. The colour of the ribbon cap is blue according to the colour PANTONE 19-4019.
5. On the front of the blouse above the ribbon caps for the name or personal registration number and rank is placed a highlighting belt of yellow-green fluorescent colour of polyester 20 mm wide. On the blouse made of 100% aramid is this belt with reduced flammable properties. This belt is also placed on the back of the blouse so that its lower edge is located 10 mm above the saddle. The distinctive band is not sewn to a blouse made of cotton / polyester composite material.
6. On the back of the blouse made of 100% cotton fabric, there is the inscription "HASIČI" of length 260 mm, font height (without hook) 60 mm, font width 12 mm, made in large printed letters of switzerland bold. The upper edge of the inscription is 40 mm below the saddle. The font is produced by a heat transfer method in yellow and green fluorescent colour.
7. A yellow reflective frame, the upper edge of which is 10 mm below the saddle, is placed on the back of the top of the blouse made of 100% aramid and the mixture material aramid / viscose FR, which is made of an impossibly flammable material of a maximum length of 300 mm and a width of 75 mm. In the frame is the inscription "HASIČI" of length 260 mm, font height (without hook) 60 mm, font width 12 mm made by large printed letters of switzerland bold in the color of the outer clothing component.
II. Pants
1. The front parts of the trousers are folded in the waist, side pockets are wedged. The splinter is for slide or buttons. The back parts have backpacks. On the right back piece there is one discharge pocket with a fastening foot. On the right side seam there is a loaded pocket with a fastening foot. The waist collar is excited with 7 belt handles. In the lower edge there is a pin for the ribbon cap. The lower edge is bent and stitched. The model of pants is shown in Figure 2.

2. Drawing Pants
(a) the front parts have a fold towards the side seam and the rear parts have securely sewn bunches;
b) side pockets are wedged, in the upper and lower edges reinforced by a lock, and the rear pocket is single-pass with a foot in shape with a clamping on the ribbon caps. On the right front and rear part through the side seam in the shin, a pickled pocket with a foot in the shape 180 x 190 mm is attached to the ribbon caps,
(c) the split is on a slide or on buttons and the end of the gap is reinforced by two closures,
d) the belt collar is inflamed with top material, the belt collar is sewn on 20 mm wide. On the top of the waist collar, buttons are sewn to fasten the seam. The waist collar is pulled over the hips with a stripe 20 mm wide in the tunnel, 2x above and fastened to 2 buttons,
(e) the lower edge is lined and sewn by the machine, at the bottom of the trousers is placed a pin on the ribbon cap. The sleeper is not sewn on cotton / polyester trousers,
f) 2 holes are embroidered under the machine in the waist collar.
3. In the case of seams on the outside of the legs of the trousers, there is a yellow-green-coloured paddle with a width of 2 to 4 mm on the double needle sewing machine. The highlighting waist cannot be sewn on pants made of cotton / polyester composite material.
4. The belt is made of polyester material with a width of 40 mm black.
5. Quick pin is black.
6. 16 mm diameter buttons with four holes are sewn together in number
a) 2 buttons on the right side of the belt collar to fasten the pants,
(b) 6 buttons on the top of the belt collar to attach the silo,
(c) 3 buttons in the space.
7. All seams are cleaned against frying, sewn together by a special machine with simultaneous encircling and secured against fracking.
8. In the case of cotton / polyester pants there are stitched pucks on the front.
9. The trousers are equipped with a belt with a quick buckle or a pair of glasses.
III.
Caps
1. The hat is made of dark blue fabric, supplemented with a label and yellow-green highlighting elements. Model and design is shown in Figure 3 and 4. There's a HASIČI embroidery on the forehead. This is without prejudice to the procedure laid down in special legislation (1).
2. The hat consists of six panels sewn together with an even stitch. This seam is covered on the back with a fold and stitched with a 2-needle with a 10 mm spread. The front two panels are reinforced from the reverse side with a backing - fabric.
3. The cap is attached to a plastic shaped label, which is coated with the same fabric. The cap has six stitching and the edge of the hat is provided with a yellow green fabric.
4. From the inside of the hat is a reinforced black sweat band made of cotton fabric.
5. The cap is fastened by a metal clip with oval trapeze to hide the end of the tape. At the top of the hat, always in the middle of the panels, there are metal ventilation holes with a 4 mm hole.
6. All metal parts are plated with old mosaic. There's a plastic button on the cap that's covered with the same fabric.
7. The hat above the hat has a HASIČI embroidery with dimensions 58 x 16 mm, the font GROUP MEDIUM, made with yellow and green thread. The bottom of the embroidery is 30 mm above the cap. The embroidery is made on the middle of the hat forehead.

IV.
Winter cocoons
1. The hood is made of double knitting in dark blue according to color Meixner 291. It covers the head and neck in a developed shape and has a hole for the eyes and the neck. He covers his head in a rolling shape. The pattern and design is shown in Figure 5.
2. It is knitted from double-edged knitting with a fixed start from one part of the knitting. It is cut into the desired shape with one hole for eyes and nose. The opening is lined with a strip of knit. The seams are sewn on a four-thread machine. The width of the seam shall not exceed 8 mm. The number of stitches per 10 cm is at least 42.
3. Material composition is 30% wool and 70% acryl. The yarn strength is 32 / 2 Nm.

V.
Complements of working uniforms II
Under the working uniform II they may be used in addition to a trick with short and long sleeves according to this decree, as well as clothing accessories listed in Part IV of Annex 5 to this Decree. '
12. In Annex 7, point 2, the words "or 2 'are deleted.
13. In Annex 7, in point 4, the words "long sleeves' shall be inserted after the words" sleeves'.
14. in Annex 7, point 8 (e) shall be deleted;
Points (f) and (g) shall become points (e) and (f).
15. In Annex 7, point 9, the words "For quality only step 2 'are deleted.
16. In the fourth sentence of point 9 of Annex 7, "ISO 4415 'is replaced by" EN 1340222'.
17. In Annex 7, in the table "I. Long-sleeved T-shirt 'and in the table" II. Short-sleeved T-shirt', under the heading "Material used ', the words in the third column read" cotton% 58 / viscose 38,5 / elastan 3,5'.
18. In Annex 8, in point I / 1, the words "or personal registration number 'shall be inserted after the word" nametag'.
19. in Annex 8, in point I / 2 (a), '80' is replaced by '30', '20' is replaced by '70' and 'or 80% wool / 20% polyamide' is deleted;
20. In Annex 8, in point I / 2 (d), the word "recirculation 'is replaced by the word" recirculation'.
21. in Annex 8, point I / 4:
"4. The ribbon cap used on the nametag or personal registration number shall be 125 x 25 mm and the colour shall be the same as that of the fabric. On the parts with hooks is sewn a strip of the substance of the same size as the nametag or personal registration number and is identical to the material of the fabric enhancement. The loop part is sewn onto the heel of the pocket. '
22. in point II / 2 (a) of Annex 8, in the first part of the sentence, "80" is replaced by "30," "20" is replaced by "70," and after "acryl" the words "or 80% wool / 20% polyamide" are deleted.
23. In Annex 8, point II / 2 (c), the word "single-collar 'is replaced by the word" double-wing'.
Efficacy
This Decree shall take effect on 1 January 2007.
