DECLARATION
of 13 December 2024
on the official examination
The Ministry of Interior provides, pursuant to Articles 42 (4) and 42c of Act No. 234 / 2014 Coll., on Civil Service, as amended by Act No. 448 / 2024 Coll., hereinafter referred to as "the Civil Service Act ':
Method of carrying out the official examination
(1) A civil servant, an employee of a public office referred to in § 178 (5) of the Civil Service Act or a person who fulfils the conditions for admission under § 25 (1) (a) and (b) of the Civil Service Act (hereinafter referred to as "the tested") shall take the general part of the official examination in the Czech language by means of a written test. The written test contains 30 randomly drawn test questions from a list of 300 published test questions. 3 answers are assigned to each test question, 1 of which is correct. The general part of the official examination shall last 30 minutes; in cases of special consideration, the service authority may extend that period to a maximum of 60 minutes as a rule.
(2) The tested person shall perform a special part of the official exam in the Czech language in a controlled interview with a three-member examination committee containing 3 test circuits, which he draws from the list of 20 published test circuits. A special part of the official examination shall normally last a maximum of 60 minutes and shall include preparation of at least 15 minutes but not more than 30 minutes; in cases of special consideration, the examination panel may extend the preparation period, as a rule for a maximum period of 60 minutes, the special part of the official examination normally lasting no more than 90 minutes in such cases. In preparing for a special part of the official examination, the test may use the non-commented full version of the international agreement, legal or internal regulation or government resolution.
Evaluation of the official examination
(1) The general part of the official examination is carried out successfully if the test is assessed by the phrase "successful." The test shall be evaluated by "successful 'if it correctly answers at least 23 test questions contained in the written test; otherwise it shall be assessed by the phrase" failed'. The service authority or the person authorised by it shall inform the subject of the assessment of the general part of the official examination after its completion.
(2) A special part of the official examination is successfully carried out if the tested is assessed on an overall basis by the phrase "successful '. The test is assessed overall by the" successful' statement if it is evaluated by the "successful 'statement for at least 2 out of 3 winning test circuits; otherwise it shall be assessed by the phrase" failed'. Each member of the test committee shall evaluate each test circuit separately. The test circuit is assessed by the statement "succeeded 'if it is evaluated by the statement" succeeded' of at least 2 of the 3 members of the test committee. The examination committee shall inform the subject of the evaluation of the special part of the official examination after its completion.
(3) In addition, the test shall be assessed in the general or special part of the official examination by the phrase "failed 'if:
(a) use an illegal aid during the general or special part of the official examination;
(b) withdraw from the general or special part of the official examination; or
(c) shall not appear for a general or special part of the official examination without a proper apology.
Registration of official examinations and model documents related to official examinations
(1) The model certificate of successful completion of the general part of the official examination is set out in Annex 1 to this Decree. The model of the report on the failure to perform the general part of the official examination is set out in Annex 2 to this Decree.
(2) The model certificate of successful completion of the special part of the official examination is set out in Annex 3 to this Decree. The model of the report on the failure to carry out a specific part of the official examination is set out in Annex 4 to this Decree.
(3) A protocol shall be drawn up by the service authority or by the person responsible for carrying out the general part of the official examination of the test and the corresponding assessment matrix. The model of the report on the general part of the official examination is set out in Annex 5 to this Decree. Where the event referred to in Article 2 (3) has occurred, the service authority or the authorised person shall record it in the record. The record referred to in Paragraph 2 (3) (c) shall be made no later than 21 days after the date of the general part of the official examination, after verification of the reason for the failure to arrive. The result of the general part of the official examination shall be recorded in accordance with Section 182 (6) of the Civil Service Act and in the register of the official examinations carried out by the official.
(4) A report shall be drawn up on the conduct of a specific part of the official examination examined by the examination panel in cooperation with the person authorised by the service authority of the service office in which the special part of the official examination is carried out. The model of the report on the conduct of the special part of the official examination is set out in Annex 6 to this Decree. Where the fact referred to in Article 2 (3) has occurred, the examination committee shall record it in conjunction with the person to whom the service authority has delegated the minutes. The record referred to in Article 2 (3) (c) shall be made no later than 21 days after the date of the special part of the official examination, after verification of the reason for the failure to arrive. The result of the special part of the official examination shall be recorded in accordance with Section 182 (6) of the Civil Service Act and in the register of official examinations carried out by the person who ensures that the official examination is carried out.
(5) The documents relating to the official examination shall be produced through the log-in portal for the official examination.
Flat-rate amount of the costs of carrying out the official examination
(1) The amount of the flat-rate amount for each part of the official exam is CZK 500 per person.
(2) The amount of the flat-rate amount for each part of the official examination is CZK 2 000 per person.
Repeal
They shall be deleted:

Efficacy
This Decree shall take effect on 1 January 2025.
