DECLARATION
of 15 October 2025
amending Decree No 281 / 2021 Coll., implementing the Act on Civil Documents and certain provisions of the Act on Travel Documents and the Law on Basic Registers, as amended
The Ministry of Interior provides pursuant to Section 71 of Act No. 269 / 2021 Coll., on Civil Documents, as amended by Act No. 235 / 2025 Coll., § 5 (5) (a) of Act No. 329 / 1999 Coll., on Travel Documents, as amended by Act No. 136 / 2006 Coll., Act No. 106 / 2007 Coll., Act No. 140 / 2008 Coll., Act No. 136 / 2006 Coll., Act No. 140 / 2008 Coll. and Act No. 270 / 2021 Coll.
Decree No. 281 / 2021 Coll., implementing the Act on Civil Documents and certain provisions of the Act on Travel Documents and the Law on Basic Registers, as amended by Decree No. 175 / 2023 Coll. and Decree No. 431 / 2023 Coll., is amended as follows:
1. in Article 7 (1) (a), the words "European Parliament and Council (EU) 2019 / 1157 of 20 June 2019" shall be replaced by the words "Council (EU) 2025 / 1208 of 12 June 2025" and the words "(the Security Enhancement Regulation)" shall be added at the end of the text of the letter. "
2. in Articles 7 (1) (b) and 10 (d) (2) and (3), the words "European Parliament and Council (EU) 2019 / 1157" shall be replaced by the words "on strengthening security."
3. Article 23 shall be deleted, including the title.
4. Paragraph 32, including the title, reads:
Requirements for the technical execution of the photograph attached to the travel document application without machine-readable data and without biometric data carrier
The photographs attached to the application for the issue of a travel document without machine-readable data and without a biometric data carrier shall comply with the requirements for the acquisition of the form of the person to whom the travel document is issued, in accordance with Section 20 (2), shall have a smooth surface and shall be in colour. The photograph shall be of rectangular shape 35 mm x 45 mm, on a shorter side, with straight or rounded corners, having a radius of r = 3 mm + / - 0,5 mm and a thickness of 0,13 mm to 0,27 mm. '
5. In Annex No 1, the words "registered 'are inserted after the words" registered', the words "registered 'are inserted after the words" one of the partners', the words "second partner 'are replaced by the words" dead' and the words ", by changing the sex of one of the partners' are inserted after the words" dead '.
6. Annex 2 shall read as follows:

This Decree shall take effect on 1 January 2026.
