On the 30th anniversary of the liberation of Czechoslovakia by the Soviet army our nations proudly balance the results achieved in the construction of an advanced socialist society.
Thanks to the high degree of moral political unity of the people, an opportunity can be given to those who have violated the law in a not very serious way, so that, even without the imposition of a penalty, they can contribute to building efforts.
Therefore, on a proposal from the Bureau of the Central Committee of the Communist Party of Czechoslovakia and the Government of the Czechoslovak Socialist Republic, I use my constitutional rights and grant this
amnesty:
Článek 1
I'm sorry.
(a) penalties or residues thereof,
(b) penalties or remnants thereof;
(c) outstanding cash penalties and alternative penalties for such penalties or remnants
legally imposed before the date of this Decision for offences and offences to which the law provides for a custodial sentence not exceeding three years.
Článek 2
The prison sentences, the execution of which has been suspended on condition, the penal penalty and the penal penalty shall be remitted with the effect that on the date of this decision, the perpetrator shall be regarded as not being convicted.
Článek 3
I order that it be not initiated and that criminal prosecution be brought to an end for the offences and offences referred to in Article 1 committed before the date of this Decision.
Článek 4
This Decision shall not apply to:
(a) persons who, in the last 10 years before the date of this Decision, have already been convicted of an intentional offence unless they are viewed as not being convicted;
(b) the offences of defamation of the State of the World Socialist System and of its representatives pursuant to § 104 of the Act, the threat of state secrecy pursuant to § 106 (1) and § 107 (1), (2) of the Act., the espionage and the threat of state secrecy against the State of the World Socialist System pursuant to § 108 (3) of the Act, the destruction of the interests of the Republic abroad under § 112 (3) of the Act,
(c) economic offences as referred to in Title 2 and military offences as referred to in Title 12 committed intentionally, offences against the exercise of the authority of a public authority and of a social organisation and of a public official as referred to in Title 3 of the first special part of the criminal law, offences committed with a gun;
(d) offences of abuse of the authority of a public official pursuant to § 158 (1) (c), acceptance of bribery pursuant to § 160 (1), (2) (3) (d), danger of professional secrecy pursuant to § 173 (1) (3) (a), illegal armed activities pursuant to § 185 (1) (a), disorderly conduct pursuant to § 202 (1), (2) (3) (a), feeding under § 203 (3) (c), malnutrition pursuant to § 213 (1), (2) (3) (3) (a), endangering the moral education of youth under § 217 (c),
(e) total and aggregate penalties where one of the collectible offences is an offence not covered by the amnesty.
Článek 5
I hereby order the Ministers of Justice of the Czech Socialist Republic and the Slovak Socialist Republic and the Minister of National Defence of the Czechoslovak Socialist Republic to submit to me, on the basis of a review, proposals to forgive or reduce the sentence,
(a) adolescents,
(b) pregnant women;
(c) mothers who care for two or more children;
(d) men over 60 and women over 55,
(e) persons suffering from a severe incurable disease.
