of 17 July 1959
laying down the Statute of the Slovak Planning Commission *)
The Government of the Czechoslovak Republic provides pursuant to § 3 paragraph 3 of Act No. 41 / 1959 Coll., on the State Planning Commission:
§ 1
(1) The Slovak Planning Commission is the body of the Board of Directors for the planning of the economy managed by the Board of Directors and the Regional Authority of the State Planning Commission.
(2) The Slovak Planning Commission carries out in particular the following basic tasks:
(a) draw up draft plans for the development of the economy managed by the Board of Authors, in particular the Prospective Plans, and submit them to the College of Authors;
(b) carry out, under the authority of the Board of Authors, the State Planning Commission and on its own initiative, a systematic analysis of the development of the economy managed by the Board of Authors, ascertaining derogations from its planned proportions, submitting, according to its findings, to the Board of Authors or, as the case may be, to the State Planning Commission, initiatives and elaborates the necessary measures in the draft plan; identify the reserves in the economy and propose the use of additional resources;
(c) implement in the national plans for the development of the national economy, within the limits of the proportions determined by the Board of Authorisers, the changes necessary to address unforeseen problems, to make more economical use of funds or to increase the overall efficiency of the national economy;
(d) submit to the board of delegates or, where appropriate, to the State Planning Commission, essential proposals for the development of individual areas of Slovakia, drawn up according to the analysis of the deployment of production forces, as well as proposals for the location of economically significant investment projects; In its proposals it shall ensure the uniform distribution of production forces, the approach of newly built plants to raw material sources and areas of consumption and the exclusion of unnecessarily long and counter-directional shipments;
(e) define, in accordance with the guidelines of the State Planning Commission, the procedure for the work to be carried out on the development plan of the economy managed by the Board of Authors, gives binding guidance to this effect and unifies the activities of the delegates, central bodies managed by the Board of Commissions (hereinafter referred to as the "delegates") and national committees in the preparation and implementation of the plan; ensure the improvement of planning at all stages of management and assist lower planning bodies in increasing the level of planning;
(f) direct the construction of significant investments already during the planning period in order to ensure maximum efficiency;
(g) determine, within the framework of the national plans, the sub-tasks of the various delegates and regional national committees;
(h) draw up opinions on proposals for economic reach submitted by other authorities;
(i) guide the preparation of qualified cadets for the national economy, based on the needs and practical experience of planning bodies of all stages and on the results of economic science;
(j) encourage development and the proper focus of economic propaganda; while ensuring that extensive familiarisation of all workers with national economic planning problems encourages their participation in addressing these problems; ensure the maximum use of collective experience and proposals of workers for the correct solution of the nation's economic problems.
(3) The Slovak Planning Commission also exercises competence under Government Decree No. 92 / 1958 Coll., implementing Act No. 70 / 1958 Coll., on the tasks of enterprises and national committees in the labour management sector.
§ 2
In its activities, the Slovak Planning Commission ensures, within the framework of the basic tasks of the State Plan, the creation of assumptions for the continuous improvement of living standards on the basis of:
(a) good mutual relations in the development of the various sectors of the national economy, with the priority being to increase production of means of production and to make maximum use of the natural and economic resources and conditions of Slovakia, as well as the resources of the workforce;
(b) continuous growth in labour productivity, cost reduction, increased production quality by the broadest introduction of new techniques, in particular automation, mechanisation and chemisation, as well as by improving technology and organisation of work;
(c) developing the economy in Slovakia as an indivisible part of the single Czechoslovak national economy.
§ 3
(1) The mandates, the Councils of the Regional National Committees, as well as the economic organisations in Slovakia are obliged to assist the Slovak Planning Commission in the performance of its tasks, to discuss with it all measures of a fundamental nature, in so far as they concern its field of competence. In particular, the following materials shall be submitted to the Slovak Planning Commission:
(a) delegates, councils of regional national committees and economic organisations, draft their economic and financial plans;
(b) all public authorities and economic organisations in Slovakia have all the information, reports and proposals required by the Slovak Planning Commission directly or through other bodies;
(c) the Slovak Statistical Office reports on the implementation of national plans for the development of the national economy in Slovakia as well as any other supporting documents required by the Slovak Planning Commission;
(d) the delegation of funds, the draft budget of Slovakia and the treasury plan, the reports on their implementation, as well as other supporting documents required by the Slovak Planning Commission.
(2) The Slovak Planning Commission has the right to examine the implementation of the plan in all public administration bodies managed by the board of delegates, in the executive bodies of the national committees and in production units in Slovakia.
(3) The Slovak Planning Commission has the right to monitor and control the implementation of the State Plan in enterprises and facilities managed in Slovakia directly by the Ministry and to assist them in the performance of their tasks.
§ 4
The Slovak Planning Commission shall cooperate closely in the performance of its tasks:
(a) with mandates and assists them in the consistent application of national aspects, in assessing economic problems and making use of the practical experience gained by the central authorities in managing the tasks of the national economy;
(b) with the advice of the Regional National Committees and assisting them in a comprehensive solution to regional development, discuss the deployment of production forces in their territory and exploit their practical experience;
(c) with the Slovak Construction Committee, which it initiates; in the draft investment construction plan, it is based on the recommendation of the Slovak Construction Committee, makes use of its knowledge and discuss investment actions of major importance.
§ 5
(1) A permanent method of working by the Slovak Planning Commission is working with the asset. The members of the Slovak Planning Commission and the staff of its apparatus are obliged to rely on the assets of the best experts in science and practice and to verify the resolution of important issues on assets, economic conferences and directly at the workplace.
(2) The Slovak Planning Commission staff participate in the largest extent of significant planning work in production units to provide the greatest help to achieve the objective of these works and to gain practical experience and knowledge for the work of the Slovak Planning Commission.
§ 6
(1) The Slovak Planning Commission is composed of the Chairman of the Slovak Planning Commission, which is the vice-chairman of the Board of Authors, and of the members of the Deputy Presidents of the Slovak Planning Commission, some economic agents and significant representatives of economic life, science and technology. The number of members of the Slovak Planning Commission shall be determined by the Board of Authors. The President of the Slovak Planning Commission, its Deputy Directors and the members of the Slovak Planning Commission shall be appointed and dismissed by the Slovak National Council or the Presidency of the Slovak National Council at a time when the Slovak National Council does not sit.
(2) The work of the Slovak Planning Commission and its apparatus is managed by the Chairman of the Slovak Planning Commission. He is assisted by the Secretariat of the Slovak Planning Commission and the management of the apparatus. The secretariat consists of the Deputy Chairperson of the Slovak Planning Commission, as well as some of the senior staff of its apparatus, appointed by the Board of Authors on a proposal from the President of the Slovak Planning Commission.
(3) The apparatus of the Slovak Planning Commission is divided into unions. The head of the trade union shall appoint and remove the board of delegates on a proposal from the Chairman of the Slovak Planning Commission.
(4) Standing committees or temporary commissions may be set up at the Slovak Planning Commission for a comprehensive assessment of economic problems. A member of the Slovak Planning Commission is always the head of standing committees. The members of the standing committees shall be appointed and withdrawn by the Board of Authors, acting on a proposal from the President of the Slovak Planning Commission. Members of temporary commissions shall be appointed and withdrawn by the Chairman of the Slovak Planning Commission.
(5) The heads of trade unions of the Slovak Planning Commission, whose field of competence corresponds to one of the mandates, have the right to participate in the meetings of the College and other relevant meetings of these bodies.
§ 7
The Slovak Planning Commission makes use of the results of research institutes and other scientific institutions in the performance of its tasks.
§ 8
Details of the meeting of the Slovak Planning Commission shall be laid down in its Rules of Procedure, approved by the Board of Authors.
§ 9
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
