Government Regulation
of 22 May 1951
on technical standardisation.
The Government of the Czechoslovak Republic orders pursuant to § 12 paragraph 2 and § 20 paragraph 2 of Act No. 261 / 1949 Coll., on the Organisation of Research and Technical Development, as amended by Act No. 185 / 1950 Coll.:
Initial provision.
Purpose of normalization.
(1) Technical standardisation establishes technical standards which determine in particular the shapes, dimensions, types, quality, sorting, execution, safety, testing and labelling of products, names, technical delivery and reception conditions for materials, products, equipment, crops, as well as technical services.
(2) This activity is planned in such a way that the established standards contribute to increasing the productivity of labour, quality, economy and safety of all economic activity, and ensure the development of contacts with countries with a planned economy, especially the Union of Soviet Socialist Republics.
Normalisation activity.
The standardisation activity shall be governed by the standardisation plan, which shall form part of the single economic plan.
Obligations of standards.
The declared standards must be respected by everyone concerned by the standards.
Routine standards.
Standards designated as indicative are not mandatory; otherwise the provisions of this Regulation shall apply to them mutatis mutandis.
Types of standards.
Technical standards are:
(a) State;
(b) section;
(c) business.
Control and control.
State standards.
(1) The draft State standard, the proposal to amend it or the proposal to abolish it shall be drawn up by undertakings, establishments, schools, institutes or offices and such as those designated by the standardisation plan.
(2) Those responsible for drawing up the proposal must identify the requirements of production and consumption and ensure the general interest, current levels of technical development and declared standards.
(1) The draft national standard will be discussed by the standardisation authority with all the central authorities involved; the proposal may also be discussed with universities, research institutes and other actors. The Standardisation Authority may delegate a preliminary examination of the proposal to the author. All those invited to discuss the proposal are obliged to cooperate.
(2) The proposal under discussion shall be submitted by the Office for Standardisation to the Research and Technical Development Directorate (hereinafter referred to as "the Centre ') for decision, where appropriate and with the questions at issue.
The State Standard shall be published by the Office in an official certificate; in the order state
(a) the name and the concise content of the standard, its designation consisting of "ČSN" (Czechoslovak State Standard) and numbers,
(b) the date from which the standard applies;
(c) exemptions or other restrictions (territorial, material and temporal) of the scope of the standard.
(1) The proposal to amend or repeal a state standard will be discussed by the standardisation authority in the same way as the draft new standard.
(2) State standards amend or repeal the Headquarters; the amendment or revocation shall be declared in the same way as the new standard.
Partial and corporate standards.
The standards of sector and enterprise shall be discussed, approved, amended or repealed and the derogations shall be authorised by the Central Central Authorities, the Directors-General or by similar bodies, national, municipal and similar undertakings, after other authorities managing national assets, folk cooperatives and mass and interest organisations of the working people.
The standards of section or business, as well as their amendment or cancellation, shall be issued by the authorising authority in an appropriate manner to make known to all concerned.
Check.
(1) The Standards Authority shall ensure that standards are implemented and observed; monitor how standards are proven in practice and whether they are obsolete. In doing so, the Standardisation Authority and the authorities entrusted with it may request that the persons to whom the standards impose obligations provide explanations and may, to the extent necessary, carry out inspections of the operating sites and facilities, consult them in the records and documents of the business computer, technical drawings, production instructions and regulations.
(2) In implementing the provisions of the previous paragraph, the provisions on the maintenance of national and economic secrecy, after the rules on access to undertakings and other objects, must be respected.
(1) Persons entrusted with carrying out tasks under this Regulation or by its rules or by participating in them are obliged to remain silent about all the facts which they have learned in their activities.
(2) The obligation to remain silent shall not cease to exist or cease to exist.
Standards Bureau.
(1) The Office for Standardisation shall organise and manage the Chairperson.
(2) The President and his Deputy Minister shall be appointed by the Government on a proposal from the Administrative President of the Planning Office. The Chair of the Standards Authority shall be subject to the Chair of the Institute.
The Office for Standardisation shall in particular have the following tasks:
(a) consistently and consistently elaborate methods and methods of transition to Soviet state standards;
(b) prepare a draft standardisation plan;
(c) discuss draft State standards in accordance with the provisions of Part II;
(d) draw up draft directives for all standardisation activities;
(e) redacts state standards;
(f) ensure a uniform form of standards, sorting and numbering;
(g) allows exemptions from national standards;
h) cooperate in the implementation of standards and in the training of cadres;
(ch) monitor the standardisation of foreign activities, in particular the Union of Soviet Socialist Republics and People's Democratic States;
(i) carry out advisory, documentary and accounting activities;
(j) perform other tasks entrusted to it by the Centre.
In carrying out the standardisation activities, the Standards Authority shall be assisted by an Advisory Board headed by the Chair of that Office. The number of members of the Advisory Board shall be determined and appointed by the Chair of the Centre.
The Organisational Statute of the Standards Authority and its Advisory Board shall be issued by the Chair of the Institute.
Transitional and final provisions.
(1) Act No. 84 / 1948 Coll., on the Obligations of Economic and Technical Standards, is repealed on the date on which this Regulation enters into force.
(2) The binding of the standards laid down under Act No. 84 / 1948 Coll. remains unaffected; However, the obligations of the standards declared before 30 April 1948 shall be deleted.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister-President of the State Office planning in agreement with the participating members of the Government.
